establishing a new rural planning making system of chongqing under the background of urban-rural integration a thesis submitted to chongqing university in partial fulfillment of the requirement for the degree of master of engineering by chen shuang supervised by ass.prof.duan lian major: urban planning and design faculty of architecture and urban planning of chongqing university, chongqing, china april, 2011 中文摘要 i 摘 要 进入新世纪以来，城镇化、工业化和农业产业化加速推进，使得城乡经济社 会的发展更加不平衡， “农业、 农村、 农民”问题己成为构建和谐社会道路上的障碍。 党中央以科学发展观为指导， 提出建设社会主义新农村， 指明了解决“三农”工作的 方向。我国新农村规划的方法和编制体系尚处在探索阶段，如何在新农村建设中 发挥规划的龙头作用，引导新农村的建设和发展是一项十分紧迫的课题。 本文首先把新农村规划研究置于城乡统筹的背景中，正确理解城市与乡村发 展的关系。提出重庆市作为全国统筹城乡发展综合配套改革试验区，应构建合理 的规划编制体系、做好新农村规划实践，指导新农村建设，起到示范作用。 其次，基于借鉴的态度，在新农村规划的“纵向理论”和“横向实践”双方面进行 系统梳理和归纳。 从“纵向”的各学科对乡村研究理论索引中吸纳和演绎各学科研究 的内容、成果和方法，增强自身研究深度与内容的交叉性和包容性；在基于时间 和空间维度的“横向”实践中，认知到多层次的规划体系、城乡地区的统一规划、县 域空间的协调发展等内容是新农村规划、建设成败的根本。 然后，从城乡统筹的角度解析了重庆市新农村规划编制进程、以及不同层次 和不同类型两方面的新农村规划实践， 结合新农村规划的“二十字方针”， 剖析出现 行编制体系的几大不足之处：从城乡统筹方面研究不够、结构体系不完整、内容 体系不完善。 同时，对重庆市农村的区域特色、发展的趋势与需求作为了分析，并从以下 四个方面研究了城乡统筹新形势对新农村规划编制的要求：与城市规划相关联， 与其他规划相协调、规划编制的弹性与灵活性、规划的可操作性。 最后，是本文的核心内容。第一，提出构建编制体系“六个结合”的基本思路； 第二，综合对重庆市现行规划编制体系及乡村发展趋势、需求的分析，构建了重 庆市新农村规划的“四大层次结构”： 市域新农村体系规划区县域新农村总体规 划镇域新农村建设规划新农村村级规划；第四，从区域性城乡统筹的角 度， 综合分析“三农”问题的基础上，构建了由“十一大项”组成的重庆市新农村规 划内容框架，并将其按内在逻辑性分为三大部分：现状分析部分、发展战略研究 部分、具体规划方案部分；第五，探讨了新农村规划的主要内容村庄规划， 其涵盖村庄体系规划和村庄综合规划“两大体系”，并从技术路径、内容体系、成果 表述三方面进行了阐释；第六，研究了新农村规划编制的管理体系和动态完善机 制两个方面，以保障规划的可操作性。 重庆大学硕士学位论文 ii 关键词：关键词：城乡统筹，重庆市新农村规划，层次结构，内容框架，主要内容 英文摘要 iii abstract as the accelerated development of industrialization, urbanization and industrialized operation of agriculture, the shortage in resources, and the uneven development in the urban and rural areas and in the economic society have become increasingly evident. the problems facing agriculture, rural areas and farmers has become one of the bastions of building a harmonious society. persisting in taking the scientific concept of development as the guide, the party central committee claims to build a new socialist countryside so as to point a way for solving the problems facing agriculture, rural areas and farmers. the theories of the countryside planning and methods of plan formulation in our country are still at the exploratory stage. it is a big challenge to make planning play an active role in the process of building the new socialist countryside, and lead the new countryside build and develop scientifically. first, this essay turn on the new rural planning study on urban and rural background, the correct understanding of the relationship between urban and rural development. as the forward chongqing urban and rural development synthetically reform test-beds, should construct reasonable planning system, make new rural planning practice, guide new countryside construction. secondly, based on the reference attitude, in the new rural planning vertical theory and horizontal practice double aspects of systematic carding and classified. from the various disciplines vertical on rural research theory index has attracted and deduce interdisciplinary research contents, the research achievements and methods and reinforce their own research depth and content and cross and tolerant;
