我国的城市，多在 20 世纪 80 年代或 90 年代进行了总体规划的编制工作，随 着由计划经济向市场经济转型的加速发展期到来，城市中的各种矛盾日益突出， 城市总体规划也进入了一个修编和调整的高潮期。2008 年， 城乡规划法颁布实 行，明确提出总规修编程序中的前期研究工作，从立法上确定了总体规划实施评 估工作。2009 年，重庆市启动了区县城乡总体规划实施评估试点工作，将总体规 划实施评估作为一种政府行为开展。于渝东南边陲的秀山县在近年有了飞速的发 展，相应也出现了总体规划与实际建设情况发生偏差的状况，同年，受秀山县人 民政府委托，项目组开始对秀山县 04 版总规的实施情况进行评估。本文的选题就 在此背景下展开。 本文以秀山县 04 版城市总体规划为研究对象，根据“提出问题分析问题 解决问题”的研究方法，在对国内外城市规划实施评估相关文献学习和反思的 基础上，通过程序、原则、内容、方法四个方面的分析总结，提出了构建总体规 划实施评估体系的思路，建立了秀山县城市总体规划实施评估体系，从背景研究、 实施情况评估、影响实施因素三个部分对评估体系进行实证研究。 本论文由三部分构成，第一部分提出问题。包括论文的第 1 章，提出本论文 研究的背景、意义与内容，论述了本文的研究范围、研究方法和研究框架。 第二部分分析问题。包括论文的第 2、3 章。第 2 章总结了国内外规划实施评 估的相关研究文献资料，根据国内外研究现状的不同特点进行分类总结，吸收并 反思实施评估的理论和方法，明确了以包含实施结果的绩效和规划实施过程的影 响机制为研究方向；第 3 章提出了构建总体规划实施评估体系的思路，以评估程 序、评估原则、评估内容、评估方法的逻辑顺序展开，结合现行总体规划编制内 容确定实施评估研究的主要内容，思考评估方法在实例研究中的运用方式，然后 确定了秀山县城市总体规划评估体系的三方面内容。 第三部分解决问题。包括论文的第 4、5、6、7 章。第 4 章通过秀山发展优势 分析、现行总规回顾和相关基础资料准备进行背景研究；第 5 章从规划目标实施、 城市用地布局实施、城市建设实施和城市发展态势四方面内容进行评估分析，客 观总结了秀山县城市总体规划实施评估的结果、并提出评估建议；第 6 章从外部 环境和内部因素两方面入手，针对评估结论探讨了影响总体规划实施的因素。第 7 章对论文进行总结，并提出展望 本文的研究，是对总体规划实施评估的探索，通过研究，笔者对城市总体规 划的庞大性和实施评估的复杂性有了新的认识。希望这些探索，能为我国城市总 重庆大学硕士学位论文 ii 体规划的实施和评估工作提供一些借鉴和参考。 关键词：关键词：实施，评估，总体规划，评估体系，秀山县 英文摘要 iii abstract with the transformation from planned economy to market economy, our city had overalled plan of work in the 1980s to 1990s, accelerating the transformation of developing the contradictions of cities have become increasingly prominent, city planning also entered a revision and adjust the height. in 2008, the town planning law had been clear-cut rules in the prophase researchandprogram revision, from the overall plan on legislation implementing evaluation work. in 2009, chongqing urban planning area launched a pilot, implementing evaluation-implementing evaluation planning as a government behavior. located in the southeast of chongqing xiushan border in recent years has developed rapidly, and corresponding also appeared and the overall planning of the actual construction, deviation are planning for the development of the mountain have realistic significance. this paper is consisted of three parts. the first part including the frist chapter is questioning. this thesis puts out the research background, significance and contents, discusses the research scope, research methods and research framework. the second section is analysis includeing the second and third chapters.the second chapter summarizes the literature material research of plan implementated evaluation at home and abroad, according to the different characteristics of the current research status, absorption and classification of implementing evaluation reflection, the theory and method to implement results of the performance and includes planning and implementation of the influence mechanism for the research direction. in the third chapter, it put forward the construction of overall planning, implementing evaluation system to evaluate program, principles, contents, logical sequence of evaluation methods, combining the present general planning content determination of implementing evaluation research contents, thinking methods in the application examples of study, then determines the xiushan city planning evaluation system from three aspects of content. the third section is solution, including the fourth, fifth, sixth and seventh chapters. the fourth chapter through analysis, the development superiority mountain review and relevant regulatory total based material preparation for background research. the fifth chapter analysis the goals from planning, urban layout evaluation results of assessment suggestions. the sixth chapters take to the internal and external environment factors, discussing the impact assessment conclusion of planning. the seven chapters of this paper is summarize and prospect. this study is the mplementing evaluation of exploration of overall planning, by the research, the author by city planning and implementation of the complexity of
