thesamecanbesaidoftherelationshipbetweenourtwocountries.shanghai,ofcourse,isacitythathasgreatmeaninginthehistoryoftherelationshipbetweentheunitedstatesandchina.itwashere,37yearsago,thattheshanghaicommuniqueopenedthedoortoanewchapterofengagementbetweenourgovernmentsandamongourpeople.however,americastiestothiscity-andtothiscountry-stretchbackfurther,totheearliestdaysofamericasindependence.in1784,ourfoundingfather,georgewashington,missionedtheempressofchina,ashipthatsetsailfortheseshoressothatitcouldpursuetradewiththeqingdynasty.washingtonwantedtoseetheshipcarrytheflagaroundtheglobe,andtoforgenewtieswithnationslikechina.thisisamonamericanimpulse-thedesiretoreachfornewhorizons,andtoforgenewpartnershipsthataremutuallybeneficial.overthetwocenturiesthathavefollowed,thecurrentsofhistoryhavesteeredtherelationshipbetweenourcountriesinmanydirections.andeveninthemidstoftumultuouswinds,ourpeoplehadopportunitiestoforgedeepandevendramaticties.forinstance,americanswillneverforgetthehospitalityshowntoourpilotswhowereshotdownoveryoursoilduringworldwarii,andcaredforbychinesecivilianswhoriskedallthattheyhadbydoingso.andchineseveteransofthatwarstillwarmlygreetthoseamericanveteranswhoreturntothesiteswheretheyfoughttohelpliberatechinafromoccupation.adifferentkindofconnectionwasmadenearly40yearsagowhenthefrostbetweenourcountriesbegantothawthroughthesimplegameoftabletennis.theveryunlikelynatureofthisengagementcontributedtoitssuccess-becauseforallourdifferences,bothourmonhumanityandoursharedcuriositywererevealed.asoneamericanplayerdescribedhisvisittochina-thepeoplearejustlikeusthecountryisverysimilartoamerica,butstillverydifferent.ofcoursethissmallopeningwasfollowedbytheachievementoftheshanghaicommunique,andtheeventualestablishmentofformalrelationsbetweentheunitedstatesandchinain1979.andinthreedecades,justlookathowfarwehavee.in1979,tradebetweentheunitedstatesandchinastoodatroughly$5billion-todayittopsover$400billioneachyear.themerceaffectsourpeopleslivesinsomanyways.americaimportsfromchinamanyoftheputerpartsweuse,theclotheswewear;andweexporttochinamachinerythathelpspoweryourindustry.thistradecouldcreateevenmorejobsonbothsidesofthepacific,whileallowingourpeopletoenjoyabetterqualityoflife.andasdemandbeesmorebalanced,itcanleadtoevenbroaderprosperity.in1979,thepoliticalcooperationbetweentheunitedstatesandchinawasrootedlargelyinoursharedrivalrywiththesovietunion.today,wehaveapositive,constructiveandprehensiverelationshipthatopensthedoortopartnershiponthekeyglobalissuesofourtime-economicrecoveryandthedevelopmentofcleanenergy;stoppingthespreadofnuclearweaponsandthescourgeofclimatechange;thepromotionofpeaceandsecurityinasiaandaroundtheglobe.alloftheseissueswillbeontheagendatomorrowwhenimeetwithpresidenthu.andin1979,theconnectionsamongourpeoplewerelimited.today,weseethecuriosityofthoseping-pongplayersmanifestedinthetiesthatarebeingforgedacrossmanysectors.thesecondhighestnumberofforeignstudentsintheunitedstatesefromchina,andweveseena50percentincreaseinthestudyofchineseamongourownstudents.therearenearly200friendshipcitiesdrawingourmunitiestogether.americanandchinesescientistscooperateonnewresearchanddiscovery.andofcourse,yaomingisjustonesignalofoursharedloveofbasketball-imonlysorrythatiwontbeabletoseeashanghaisharksgamewhileimvisiting.itisnocoincidencethattherelationshipbetweenourcountrieshasacpaniedaperiodofpositivechange.chinahasliftedhundredsofmillionsofpeopleoutofpoverty-anacplishmentunparalleledinhumanhistory-whileplayingalargerroleinglobalevents.andtheunitedstateshasseenoureconomygrowalongwiththestandardoflivingenjoyedbyourpeople,whilebringingthecoldwartoasuccessfulconclusion. thereisachineseproverb:considerthepast,andyoushallknowthefuture.surely,we.shanghainightskyline.haveknownsetbacksandchallengesoverthelast30years.ourrelationshiphasnotbeenwithoutdisagreementanddifficulty.butthenotionthatwemustbeadversariesisnotpredestined-notwhenweconsiderthepast.indeed,becauseofourcooperation,boththeunitedstatesandchinaaremoreprosperousandmoresecure.wehaveseenwhatispossiblewhenwebuilduponourmutualinterests,andengageonthebasisofmutualrespect.andyetthesuccessofthatengagementdependsuponunderstanding-onsustaininganopendialogue,andlearningaboutoneanotherandfromoneanother.forjustasthatamericantabletennisplayerpointedout-wesharemuchinmonashumanbeings,butourcountriesaredifferentincertainways.ibelievethateachcountrymustchartitsowncourse.chinaisanancientnation,withadeeplyrootedculture.theunitedstates,byparison,isayoungnation,whosecultureisdeterminedbythemanydifferentimmigrantswhohaveetoourshores,andbythefoundingdocumentsthatguideourdemocracy.thosedocumentsputforwardasimplevisionofhumanaffairs,andtheyenshrineseveralcoreprinciples-thatallmenandwomenarecreatedequal,andpossesscertainfundamentalrights;thatgovernmentshouldreflectthewillofthepeopleandrespondtotheirwishes;thatmerceshouldbeopen,informationfreelyaccessible;andthatlaws,andnotsimplymen,shouldguaranteetheadministrationofjustice.ofcourse,thestoryofournationisnotwithoutitsdifficultchapters.inmanyways-overmanyyears-wehavestruggledtoadvancethepromiseoftheseprinciplestoallofourpeople,andtoforgeamoreperfectunion.wefoughtaverypainfulcivilwar,andfreedaportionofourpopulationfromslavery.ittooktimeforwomentobeextendedtherighttovote,workerstowintherighttoorganize,andforimmigrantsfromdifferentcornersoftheglobetobefullyembraced.evenaftertheywerefreed,africanamericansperseveredthroughconditionsthatwereseparateandnotequal,beforewinningfullandequalrights.noneofthiswaseasy.butwemadeprogressbecauseofourbeliefinthosecoreprinciples,whichhaveservedasourpassthroughthedarkestofstorms.thatiswhylincolncouldstandupinthemidstofcivilwaranddeclareitastruggletoseewhetheranynation,conceivedinliberty,anddedicatedtothepropositionthatallmenarecreatedequalcouldlongendure.thatiswhydr.martinlutherkingcouldstandonthestepsofthelincolnmemorialandaskthatournationliveoutthetruemeaningofitscreed.thatswhyimmigrantsfromchinatokenyacouldfindahomeonourshores;whyopportunityisavailabletoallwhowouldworkforit;andwhysomeonelikeme,wholessthan50yearsagowouldhavehadtroublevotinginsomepartsofamerica,isnowabletoserveasitspresident.andthatiswhyamericawillalwaysspeakoutforthesecoreprinciplesaroundtheworld.wedonotseektoimposeanysystemofgovernmentonanyothernation,butwealsodontbelievethattheprinciplesthatwestandforareuniquetoournation.thesefreedomsofexpressionandworship-ofaccesstoinformationandpoliticalparticipation-webelieveareuniversalrights.theyshouldbeavailabletoallpeople,includingethnicandreligiousminorities-whethertheyareintheunitedstates,china,oranynation.indeed,itisthatrespectforuniversalrightsthatguidesamericasopennesstoothercountries;ourrespectfordifferentcultures;ourmitmenttointernationallaw;andourfaithinthefuture. theseareallthingsthatyoushouldknowaboutamerica.ialsoknowthatwehavemuchtolearnaboutchina.lookingaroundatthismagnificentcity-andlookingaroundthisroom-idobelievethatournationsholdsomethingimportantinmon,andthatisabeliefinthefuture.neithertheunitedstatesnorchinaiscontenttorestonourachievements.forwhilechinaisanancientnation,youarealsoclearlylookingaheadwithconfidence,ambition,andamitmenttoseethattomorrowsgenerationcandobetterthantodays.inadditiontoyourgrowingeconomy,weadmirechinasextraordinarymitmenttoscienceandresearch-amitmentborneoutineverythingfromtheinfrastructureyoubuildtothetechnologyyouuse.chinaisnowtheworldslargestinternetuser-whichiswhyweweresopleasedtoincludetheinternetasapartoftodaysevent.thiscountrynowhastheworldslargestmobilephonenetwork,anditisinvestinginthenewformsofenergythatcanbothsustaingrowthandbatclimatechange-andimlookingforwardtodeepeningthepartnershipbetweentheunitedstatesandchinainthiscriticalareatomorrow.butaboveall,iseechinasfutureinyou-youngpeoplewhosetalentanddedicationanddreamswilldosomuchtohelpshapethe21stcentury.ivesaidmanytimesthatibelievethatourworldisnowfundamentallyinterconnected.thejobswedo,theprosperitywebuild,theenvironmentweprotect,thesecuritythatweseek-allofthesethingsareshared.andgiventhatinterconnection,powerinthe21stcenturyisnolongerazero-sumgame;onecountryssuccessneednoteattheexpenseofanother.andthatiswhytheunitedstatesinsistswedonotseektocontainchinasrise.onthecontrary,wewelechinaasastrongandprosperousandsuccessfulmemberofthemunityofnations-achinathatdrawsontherights,strengthsandcreativityofindividualchineselikeyou.
