关于廉政准则贯彻执行情况自查自纠的报告江都市水务局：按照市局文件要求，我处高度重视、及时部署，认真组织开展了学习宣传和贯彻实施中国共产党党员领导干部廉洁从政若干准则（以下简称准则）活动，并对照准则开展了自查自纠，现将开展学习贯彻和自查自纠的情况报告如下：一、学习贯彻准则情况1、强化领导，精心组织我处为确保学习贯彻准则工作有序开展、取得实效，把这次学习贯彻活动作为加强党员领导干部作风建设的重要措施，纳入中心组学习计划，纳入民主生活会对照检查，列入五五普法内容，切实加强领导，精心组织、周密安排，确保活动扎实开展。及时成立了以支部副书记唐静任组长，各科室责任人、党员为成员的管理处学习贯彻准则活动领导小组，负责指导、督办全处学习贯彻准则活动工作的开展。领导小组下设办公室，负责学习贯彻准则活动的具体工作。2、周密部署，有序推进为将学习贯彻活动抓实抓好，领导小组办公室结合我处工作实际认真研究制定了江都市南水北调截污导流工程管理处学习贯彻中国共产党党员领导干部廉洁从政若干准则实施方案，并下发至各科室，要求深入贯彻执行。实施方案将学习贯彻活动分为三个阶段，按照阶段部署，我们细致组织开展了相关工作。一是宣传学习阶段（3月22日至4月20日）。我们制定了学习贯彻准则活动方案，3月22日组织学习了准则原文，并把准则单行本发到全体干部人手一册，使广大党员和干部职工通过认真学习、深刻理解,准确把握准则的内涵和精神实质。4月20日之前，在学习讨论的基础上，每位参学人员都撰写了高质量的学习心得体会文章并进行会上交流。二是自查自纠阶段（4月20日至6月10日）。5月20日以召开廉政工作座谈会的形式，由管理处支部副书记就准则的内容、意义、精神实质作了一次辅导讲座；5月25日组织党员就学习准则的情况开展讨论交流，并组织全体干部职工观看警示教育系列片廉政中国。通过多种形式的强化学习和开展警示教育，使干部职工牢固树立正确的世界观、人生观、价值观和权力观、地位观、利益观，进一步筑牢拒腐防变的思想道德底线，努力实现作风纪律的进一步改进。在此基础上，我处按照市局要求以“52个不准”为标准，逐条逐款对照对廉洁从政行为进行认真回顾和总结反思，开展自查自纠，既查个人，又查班子，认真分析和查找存在的问题，并制定整改措施。三是考评总结阶段（6月10日至6月30日）。领导小组办公室于6月10日组织全处相关人员就学习准则的情况进行了知识测试，共6人参加测试，全部合格。3、统筹结合，确保实效为确保学习贯彻活动的成效，领导小组办公室要求参学人员及时报送学习的情况，做到统筹安排各项工作，确保学习贯彻准则活动与本职工作两手抓、两不误。同时通过开展民主生活会、述职述廉、报告个人有关事项以及自查权力运行情况等工作，加强对党员领导干部的管理和监督。在年终，还将把准则学习贯彻情况细化为党风廉政建设责任制考核的重要内容进行检查考核，推动学习贯彻准则活动有效开展。二、对照准则开展自查自纠情况在学习教育、提高认识的基础上，我处组织领导班子及其成员认真对照准则中规定的八个禁止52个不准，认真回顾并总结反思，逐项开展了自查自纠：（一）我处班子及成员未发生利用职权和职务上的影响谋取不正当利益的下列行为：索取、接受或以借为名占用管理和服务对象及其他与行使职权有关系的单位或个人的财务；接受可能影响公正执行公务的礼品、宴请以及旅游、健身、娱乐等活动安排；在公务活动中接受礼金和各种有价证券、支付凭证；以交易、委托理财等形式谋取不正当利益；利用知悉或者掌握的内幕信息谋取利益；违反规定多占住房，或者违反规定买卖经济适用房、廉租住房等保障性住房。（二）我处班子及成员无私自从事营利性活动的下列行为：个人或者借他人名义经商、办企业；违反规定拥有非上市公司(企业)的股份或者证券；违反规定买卖股票或者进行其他证券投资；个人在国(境)外注册公司或者投资入股；违反规定在经济实体、社会团体等单位中兼职或者兼职取酬，以及从事有偿中介活动； 离职或者退休后三年内，接受原任职务管辖的地区和业务范围内的民营企业、外商投资企业和中介机构的聘任，或者个人从事与原任职务管辖业务相关的营利性活动。（三）我处班子及成员无违反公共财物管理和使用的规定，假公济私、化公为私的有关行为：用公款报销或者支付应由个人负担的费用；违反规定借用公款、公物或者将公款、公物借给他人；私存私放公款；用公款旅游或者变相用公款旅游；用公款参与高消费娱乐、健身活动和获取各种形式的俱乐部会员资格； 违反规定用公款购买商业保险，缴纳住房公积金，滥发津贴、补贴、奖金等；非法占有公共财物，或者以象征性地支付钱款等方式非法占有公共财物；挪用或者拆借社会保障基金、住房公积金等公共资金或者其他财政资金。（四）我处班子及成员未发生违反规定选拔任用干部的行为：采取不正当手段为本人或者他人谋取职位；不按照规定程序推荐、考察、酝酿、讨论决定任免干部；私自泄露民主推荐、民主测评、考察、酝酿、讨论决定干部等有关情况；在干部考察工作中隐瞒或者歪曲事实真相；在民主推荐、民主测评、组织考察和选举中搞拉票等非组织活动；利用职务便利私自干预干部选拔任用工作；在干部选拔任用工作中封官许愿，任人唯亲，营私舞弊。（五）我处班子及成员无利用职权和职务上的影响为亲属及身边工作人员谋取利益的下列行为：要求或者指使提拔配偶、子女及其配偶、其他亲属以及身边工作人员；用公款支付配偶、子女及其配偶以及其他亲属学习、培训、旅游等费用，为配偶、子女及其配偶以及其他亲属出国(境)定居、留学、探亲等向个人或者机构索取资助；妨碍涉及配偶、子女及其配偶、其他亲属以及身边工作人员案件的调查处理；利用职务之便，为他人谋取利益，其父母、配偶、子女及其配偶以及其他特定关系人收受对方财物；默许、纵容、授意配偶、子女及其配偶、其他亲属以及身边工作人员以本人名义谋取私利；为配偶、子女及其配偶以及其他亲属经商、办企业提供便利条件，或者党员领导干部之间利用职权相互为对方配偶、子女及其配偶以及其他亲属经商、办企业提供便利条件；允许、纵容配偶、子女及其配偶，在本人管辖的业务范围内个人从事可能与公共利益发生冲突的经商、办企业、社会中介服务等活动，在本人管辖的地区和业务范围内的外商独资企业或者中外合资企业担任由外方委派、聘任的高级职务； 允许、纵容配偶、子女及其配偶在异地工商注册登记后，到本人管辖的地区和业务范围内从事可能与公共利益发生冲突的经商、办企业活动。（六）我处领导班子及成员认真执行厉行节约相关规定，无讲排场、比阔气、挥霍公款、铺张浪费的下列行为：在公务活动中提供或者接受超过规定标准的接待，或者超过规定标准报销招待费、差旅费等相关费用；违反规定决定或者批准兴建、装修办公楼、培训中心等楼堂馆所，超标准配备、使用办公用房和办公用品；擅自用公款包租、占用客房供个人使用；违反规定配备、购买、更换、装饰或者使用小汽车；违反规定决定或者批准用公款或者通过摊派方式举办各类庆典活动。（七）我处领导班子及成员无违反规定干预和插手市场经济活动，谋取私利的下列行为：干预和插手建设工程项目承发包、土地使用权出让、政府采购、房地产开发与经营、矿产资源开发利用、中介机构服务等市场经济活动；干预和插手国有企业重组改制、兼并、破产、产权交易、清产核资、资产评估、资产转让、重大项目投资以及其他重大经营活动等事项；干预和插手批办各类行政许可和资金借贷等事项；干预和插手经济纠纷；干预和插手农村集体资金、资产和资源的使用、分配、承包、租赁等事项。（八）我处领导班子及成员未发生脱离实际，弄虚作假，损害群众利益和党群干群关系的下列行为：搞劳民伤财的“形象工程”和沽名钓誉的“政绩工程”；虚报工作业绩；大办婚丧喜庆事宜，造成不良影响，或者借机敛财；在社会保障、政策扶持、救灾救济款物分配等事项中优亲厚友、显失公平；以不正当手段获取荣誉、职称、学历学位等利益；从事有悖社会公德、职业道德、家庭美德的活动。三、继续深入学习贯彻廉政准则，推动领导干部廉洁自律工作（一）进一步加强廉洁从政教育。强化廉政教育，是提高拒腐防变能力的基础性工作，也是做好领导干部廉洁自律工作的前提和基础。我处将把领导干部的思想教育作为一项重要工作常抓不懈，紧扣教育重点，增强教育针对性，不断激发领导干部廉洁自律的内生动力，使领导干部遵守规定的自觉性逐步提高。一是抓教育内容。要坚持政治理论教育和法纪知识教育相结合的教育内容，切实增强领导干部的理论修养和道德素养，使其在任何诱惑下能确保在理想信念上不犹豫、不含糊、不动摇，自觉做到廉政勤政、奉公守法。二是抓教育对象。要把领导干部作为教育重点，开展普遍性教育，切实提高队伍的整体廉洁意识。同时，还要突出对重点岗位和重点人员的教育，切实增强重点人员的廉政从政意识和拒腐防变能力。（二）进一步加强制度建设。要以廉政准则为依据，围绕加强领导干部廉洁自律工作，着力健全完善党内民主、党内监督制度和反腐倡廉工作机制，不断提升反腐倡廉制度化、法制化水平。要针对党员领导干部廉洁自律工作中存在的薄弱环节和突出问题，有针对性地加强重点岗位和关键环节的制度建设，把廉洁从政各项要求落实到工作的各个方面，使廉洁从政工作贯穿权力运行的全过程，形成廉洁从政工作与城乡建设发展相互融合、相互促进的局面。（三）进一步增强制度的执行力。制度的生命力在于执行。要提高制度的执行力，一要通过建立健全监督制度体系来保证，形成用制度规范从政行为、按制度办事、靠制度管人的良好局面。二要强化领导干部的制度意识。制度建设的核心是制约和监督权力，而掌握和行驶权力的主要是领导干部。要强化领导干部制度平等意识，牢固树立法律面前人人平等、制度面前没有特权、制度约束没有例外的意识；要强化制度权力意识，牢固树立严格按制度办事的观念，养成自觉执行制度的习惯；要强化制度约束权力意识，提高依法行政意识，增强依法行政本领。三要健全责任追究机制，强化干部问责力度，加大对违规干部和不称职干部的组织处理力度和责任追究力度。（四）进一步强化监督检查。实践表明，只有把干部的施政行为置于监督之下，才能有效防止不廉洁行为的发生。要加强对领导干部廉政情况的监督检查，强化日常监督，充分发挥民主生活会、重要情况通报和报告、诫勉谈话、述职述廉、报告个人有关事项等党内监督手段的作用，全面掌握、监督党员领导干部廉政情况。要在源头治理上下功夫，变事后监督为事前、事中监督，对一些苗头性、倾向性问题提前进入，及时提醒、早打招呼，帮助干部把自身存在的问题解决在萌芽状态，进一步营造为民、务实、清廉的良好氛围。（五）进一步增强拒腐防变的意识。要加强从政道德修养，进一步坚定理想信念，树立正确的人生观、价值观和政绩观，以共产党人的高风亮节和人格魅力影响和带动群众；要自觉遵守廉洁自律各项规定，自觉用党纪政纪约束自己，在日常工作和生活中严格做到自重、自省、自警、自励，一身正气，两袖清风；要自觉发扬艰苦奋斗的优良传统，坚决反对奢侈浪费，以强烈的事业心、责任感和无私奉献的敬业精神，为城乡建设事业的改革发展殚精竭虑、鞠躬尽瘁。 二一一年八月二十三日English is the most widely spoken language in the history of our planet, used in some way by at least one out of every seven human beings around the globe.
