It is said that in the agricultural society, people plant; in industrial society, man is an animal; the information society, return广东顺业石油化工建设监理有限公司 四川中腾项目监理部四川中腾能源科技有限公司节能降耗技改项目质 量 评 估 报 告 专业监理工程师： 总监理工程师： 广东顺业石油化工建设监理有限公司 四川中腾项目监理部 2014年九月评 估 报 告1.工程概况1.1 基本情况工 程 名 称：节能降耗技改项目建 设 地 点：大英县石化工业园区梁家坝四川中腾能源科技有限公司内建 设 单 位：四川中腾能源科技有限公司设 计 单 位：山东润昌工程设计有限公司工程监理单位：广东顺业石油化工建设监理有限公司施工单位：山东兴润建设有限公司1.2设备情况本装置设备安装89台，其中静设备53台，动设备36台。(1) 静设备塔类4台，分段进场，现场垂直组对。反应器类2台。换热类16台。容器类20台。储罐类5个。空冷器6台。（2）动设备离心泵36台。（3）其它钢结构构架、管廊及设备平台梯子2.评估依据（1）压力容器安全技术监察规程；（2）特种设备安全监察条例；（3）GB150-2011钢制压力容器；（4）HG20584-2011钢制化工容器制造技术要求；（5）JB/T4730-2005承压设备无损检测；（6）JB/T4710-2005钢制塔式容器；（7）SH3503石油化工施工安全技术规程（8）SH/T3536石油化工工程起重施工规范；（9）SH/T石油化工设备混凝土基础工程施工及验收规范（10）SH/T3515大型设备吊装工程施工工艺标准；（11）GB50236现场设备、工业管道焊接工程施工及验收规范；（12）GB50205钢结构工程施工质量验收规范（13）SH/T3538-2005石油化工静设备安装工程施工技术规程；（14）SH/T3542-2007石油化工机器设备安装工程施工及验收通用规范；（15）SH/T3541-2007石油化工泵组施工及验收规范；（16）SH/T3532-2005石油化工换热设备施工及验收规范（17）GB50128-2005立式圆筒钢制储罐验收规范（18）设计单位提供的设计文件及设计修改文件；（19）建设单位与施工单位、监理单位签订的合同文件；（20）监理规划、监理细则、施工过程形成的施工技术资料。3. 施工情况本装置由山东润昌建设有限公司负责现场设备安装，按特种设备安全监察条例向当地主管部门（遂宁市质量技术监督局）报审备案 ；施工单位项目部各职能人员到位，质量保证体系和技术管理体系完善，且现场运行良好。主要施工方案有静设备安装施工方案、动设备安装施工方案、大型设备吊装施工专项方案、脚手架施工专项方案。大型设备吊装工作与设备现场组对工作、设备安装找正工作配合良好，均一次顺利就位。体现了各参与单位组织准备工作充分，技术措施先进、合理、有效。设备安装工程自二一四年3月开始进场施工准备，至二一四年9月单机试车全部结束。4.工程质量情况4.1 设备开箱验收对进场设备逐台进行开箱检查验收，随机质量保证资料和产品合格证齐全。产品外观质量良好，设备及塔内件名称、型号等技术特性符合设计技术文件及订货合同要求。4.2 设备基础复测安装前，对每一个设备基础进行复测，检查其座标、方位、标高、预埋螺栓、预留孔等主要几何尺寸，符合设计及规范要求，同时根据基础复测结果与到货设备安装螺栓孔尺寸核对无误，即满足设备安装要求。为设备一次顺利就位做好了充分技术准备。4.3 设备找正（1）静设备找正设备安装前核对设备方位与基础方位一致后，进行吊装就位。立式设备主要控制其标高、支座中心偏差、方位偏差、垂直度偏差在规范允差范围内；卧式设备主要控制其标高、支座中心偏差、水平度偏差在规范允差范围内。（2）动设备找正本装置所采用动设备均为机泵整体到货的泵类设备，设备一次找正检查其方位、标高、纵向水平度、横向水平度符合规范要求，采用无收缩高强度灌浆料进行一次灌浆；一次灌浆料强度达到泵基础混凝土强度值后进行二次设备找正，复测并找正设备水平度、轴对中度符合随机技术文件及相关规范要求，进行设备二次灌浆工作。4.4设备垫铁隐蔽（1）静设备 设备找正后,对其标高、方位、立式设备垂直度、卧式设备水平度复测合格，检查垫铁位置布置及其规格数量等均符合规范要求，垫铁间点焊牢固。（2）动设备动设备进行二次找正后，二次灌浆前，膜片式联轴器复测其对中度符合产品技术文件及相关规范要求，采用无垫铁安装，在设备出厂配备的丝顶下放置一块找正用平垫铁。4.5塔内件安装 4.5.1本装置塔类设备内件由厂家现场指导安装设备清理封孔前，对每台塔的塔盘安装工作进行隐蔽前检查，其水平度等各项技术指标满足设计要求；填料安装的规格、型号、数量符合设计及规范要求。4.5.2本装置反应器类设备，共5台每台催化剂床层1段，内装催化剂。由运行部待设备吹扫后安装。4.6设备清理封孔设备封孔前，检查设备内部清洁，无杂物。内件安装完整，垫片设置符合设计及规范要求，由运行部、质控部等各主要相关部门共同检查合格。4.7钢结构及设备平台梯子附属工程安装所采用原材料质量证明资料齐全，型号、规格符合设计文件要求。构架设备平台板使用花纹钢板5，Q235-A。，平台、梯子安装后横平竖直、光滑无毛刺。焊缝型式符合设计要求且饱满。4.8防腐、防火、保温工程设备平台梯子除锈工作按项目部要求施工，除锈达到Sa2.5等级。采用FVC防腐涂料，二底二面，厚200m。设备保温工程按设备保温工程施工技术规定及相关标准，自下而上进行施工。保温材料采用岩棉板，各项性能符合设计要求，进场后采取了防雨措施堆放与保管，厚度mm时采用分层施工，错缝、压缝mm。紧固材料采用镀锌钢带，捆扎牢固。保温结构符合设计要求。保护层采用.铝合金板，板间连接采用*抽芯铝铆钉，按不大于mm间距设置。设备裙座内外表面设置防火层，采用室外厚型防火涂料，厚度30mm。钢结构柱厚21mm,梁及其它支撑件厚17mm。施工时因工程工期紧张，材料进场后立即按设计要求（立式设备防火层施工技术规定）对涂料按批进行复验，同时按项目管理文件办理材料紧急放行程序进行施工。经复验防火涂料符合要求，复验批个。4.9动设备单机试车本装置共计动设备36台（均为泵类设备），现场逐台进行单机试车，符合产品技术文件及相关规范要求。5.主要施工技术资料51 设备、原材料质量证明资料静设备开箱验收资料 、动设备开箱验收资料 、钢结构工程及设备附属平台梯子原材料质量保证资料。52 设备安装技术资料静设备找正资料 、动设备找正资料、静设备隐蔽资料、动设备隐蔽资料 份。53 设备试验资料静设备试压资料 、动设备单机试车资料。54防腐、保温、防火资料防腐工程质量验收记录、保温工程质量验收记录、防火工程质量验收记录6.工程质量评估意见本装置设备安装按相关规范及项目部有关管理文件要求，设置了各质量控制点， 监理部在施工过程中严格检查、验收各工序质量，并受大英县质量技术监督站监督组监督指导，对设备开箱验收、设备垫铁隐蔽等主要工序作为停监点进行现场监督检查合格。所有压力容器设备试验合格，机泵设备单机试车符合随机技术文件及相关规范要求，施工技术资料齐全、完整。四川中腾能源科技有限公司节能降耗技改项目设备安装工程质量合格。Now, we are in a new historical stage of all-round construction of a well-off society.
