秦皇岛市政建设集团有限公司 济南市历下区旅游路道路修复工程施工交通疏导方案一、现场交通状况及施工对现状交通影响分析1、工程概况旅游路是济南市市区向东延伸的一条重要通道,西起市区舜耕路,东至309国道杨家河立交桥,全长28.4公里,路面宽度25米,双向六车道,两侧为宽2.5米的慢行一体化道路,途经市中区、历下区、高新区和历城区,涉及五个办事处、三个镇,是经十路的一条“姊妹路”。 2、管道工程施工范围管道工程整修方案为:新建热力管线、燃气管线、给水管线。其施工范围为东起福地街,西至荆山东路。路段全长2500米,道路红线封闭宽度约2 米。 管线工程施工路段平面位置图 近年来,随着旅游路周边小区的快速发展,集中供热、供水、供气诉求呈逐年上升趋势。为此,热力、供水、燃气三家单位单位加大管网建设力度,努力满足新城区居民需求。将实施的旅游路管道工程,可为旅游路周围片区提供热源、水源和气源,为实现济南市绿色环保、节能减排目标、提高空气质量起到积极促进作用。管道工程施工方案为:新建热力管线、燃气管线、给水管线。其施工范围为东起福地街给水加压站,西至荆山东路与旅游路路口。施工路段全长2500米。热力管线施工路段为荆山东路与旅游路路口、洄龙山路与旅游路路口和转山西路与旅游路路口,南北向横穿旅游路。燃气管线施工范围为转山西路西侧辅道至福地街。给水管线施工分为两部分,第一部分施工范围为东起福地街给水加压站西至旅游路中井洪沟东侧,管线位置在旅游路北侧东向西最北侧快车道,第二部分为浆水泉路与旅游路路口、洄龙山路与旅游路路口,南北向横穿旅游路。工程内容包括沟槽开挖、垫层处理、管道焊接安装、沟槽回填、道路恢复,检查井砌筑等。工期:30天5 (二)、施工组织方案及交通组织方案1、工程内容包括沟槽开挖、垫层处理、管道焊接安装、沟槽回填、道路恢复,检查井砌筑等。2、旅游路为济南市东部东西向主干道,早高峰期为早七点至九点,车流方向为西向东方向,晚高峰期为晚十七点至十九点,车流方向主要为东向西方向。施工路段主要相交路口有转山西路、洪山路、洄龙山路、浆水泉路、荆山东路。工程范围内有131路、K139路、151路、K161路等公交线路,给水管线施工封闭道路中心线北侧第一条快车道转山西路至中井洪沟共630米,公交车行驶至该路段后延道路中心线北侧第二条快车道继续向西行驶至中井洪沟后恢复正常行驶线路。机动车道:半封闭施工,保证道路双向通行能力。封闭方案如下:(1)、旅游路(转山西路中井洪沟段): 封闭道路北侧第一条快车道,封闭范围东起转山西路与旅游路交叉口西侧至中井洪沟东侧,封闭宽度由道路北侧路沿石向南延伸2米,第二、第三条快车道和西向东三条快车道正常通行。路口两侧各预留50米(视交通流量随时变更)铺设钢板,作为导向车道。半 封 闭 施 工3、路口施工组织方案及交通组织方案工程内容包括沟槽开挖、垫层处理、管道焊接安装、沟槽回填、道路恢复,检查井砌筑等。交通保障方案如下:1、路口施工时间为夜间22:00至次日5:00,其他时间用装满石粉的配重袋回填沟槽,并用钢板(厚300mm,2.5m*5m)覆盖,钢板上表面与路面平行。施工时间包含施工准备和钢板铺设。 2、施工期间,沟槽施工范围四面围挡,围挡上设反光警示带,四角及每五米设落地标示牌、闪烁警示灯;沟槽东侧设置警示车辆。施工范围内照明充足醒目、机具放置整齐有序。沟槽东西端各设灭火器一个。 3、通行期间,施工范围内围挡、机具全部清理,只保留钢板。并安排两名协勤人员,负责疏导交通,检查看护钢板防止出现缝隙。 4、项目部人员和各施工负责人保持通讯畅通,确保能够及时协调处理突发情况。 5、路口转向车道范围内的钢板正面斜向焊接12#螺纹钢筋,以防滑。(三)、交通标志牌设置、协警人员位置及分流方案1、交通分流方案及协警人员示意图因为旅游路二环东路以东路段是济南最南边的一条东西向主干道,除经十路外无其他可绕行主干道,只有部分次干道及小区内市政道路可供绕行。如下图所示。2、交通标志牌设置及示意图在洪山路与云驰路路口西、北侧、转山西路与云驰路路口西、北侧、旅游路与转山西路路口北侧、洪山路与旅游路路口南、北侧、旅游路与福地街路口南、北侧安装施工绕行标志牌,内容为:“旅游路管道施工,过往车辆注意绕行”。如下图所示:交通分流方案及协勤人员、绕行标志位置图图 2米1.5米(四)、施工安全及文明施工措施1、路口安排交通协勤人员,交通疏导人员应穿戴专用反光衣帽,交通高峰期视交通情况增加协勤人员。2个路口,每班2人两班倒,共4人。2、施工现场周边采用围挡(1.8*2m)进行封闭式围护,并设置交通导行图、前方施工减速慢行等交通标志牌,同时设置减速带、交通隔离柱等进行导行,确保现场的施工和交通安全交通标志牌、车辆导行灯3、夜间施工按规定设置夜间交通的安全措施,隔离设施张贴反光条,保证夜间施工安全。4、在各路口及单位门口,铺设钢板形成临时便道并加装护栏,并安排协勤人员指挥交通,确保出行人员的人身安全。5、为能更好的得到群众的谅解与支持,在道路封闭施工前以发告知信、悬挂横幅等方式告知当地居民与沿线单位,减少施工造成的不便。6、为保持施工现场整洁、美观,每天冲洗围挡两次,早5:006:00一次;中午13:0014:00一次。7、为不影响车辆行人正常通行,在交通高峰期时段采取暂时停工措施。8、加强与各部门的沟通,并积极配合做好交通管理工作及环境保护工作。9、建立与交警部门联系的直通道,及时反馈现场交通状况。在交通高峰期必要时请交警到现场协助指挥。当严重塞车时请交警到现场指挥并按应急方案进行分流。10、根据工程分段施工及现场的布置情况,施工场地合理安排进出车道,做到各行其道。工程车严格按照指示和交通指挥员指挥行驶,礼让其他车辆,通道上禁止白天占道装卸施工材料。11、交通疏导小组每天必须对管理范围内的路段进行巡查,发现有阻碍交通的障碍物或道路损坏,及时处理。12、施工范围内车行道和人行道按规定设置夜间警示灯,确保车辆、行人道通行安全。13、施工完毕后及时清理干净现场,将剩余的材料,施工机械及时运出道路外,现场清扫干净,以利车辆的顺利通过。(五)、交通管理应急预案为加强恶劣天气和突发情况的道路交通安全管理,保障施工范围内道路交通安全畅通,最大限度的减少和遏制道路交通事故的发生,最大限度保障沿线人民出行平安,减少国家、集体和人民的生命财产损失,为人民群众营造良好的道路交通环境,根据中华人民共和国安全生产法、中华人民共和国道路交通安全法等有关法律法规规定,结合工程现场实际,制定本预案:1、适用范围(1)雾天能见度小于50米。(2)冰、雪、暴雨、大风等恶劣天气影响道路行车安全。(3)其他突发情况。2、处理措施(1)及时掌握恶劣天气和突发情况道路交通信息,快速排险保畅。(2)快速处置、疏导交通。遇到雨、雾、雪、冰冻天气时,要合理安排人员快速道路面,科学组织交通管理,提醒过往驾驶人加速、慢行,落实疏导牌、指路牌、疏导分流标志牌等设施,做好引导工作,确保道路交通安全畅通。(3)做好值班备勤工作。值班人员坚守岗位,认真履行值班职责。3、应急保障应急物资包括抢通物资和救援物资两类。抢通物资主要包括沥青、碎石、砂石、水泥、钢桥、钢板、木材、编织袋等;救援物资包括方便食品、饮水、防护衣物及装备、医药、照明、帐篷、及常用维修工具、应急救援车辆等。同时需储备一定数量的机械,如挖掘机、装载机、平地机、汽车起重机、平板拖车、发电机等。三、济南市旅游路热再生工程交通疏导方案(一)、热再生施工工艺热再生工艺采包括三台加热机,一台加热铣刨机,一台加热复拌机,以及自卸车、摊铺机、两台压路机,一字排开进行施工。用三台加热机进行路面加热,加热到所需温度后,加热铣刨机进行路面铣刨,复拌机跟进对原路面进行复拌再生。后面紧跟摊铺机及压路机进行摊铺、碾压,等路面温度低于50后可开放交通。热再生工艺具有就地加热、铣刨、复拌、摊铺、整平功能,可一次成型新路面,旧路沥青混合料100%就地再生利用,具有节约资源、减少环境污染、作业时不封闭交通、经济和社会效益都非常显著等特点。 机组一字排开共150米长,铣刨宽度34米,行驶速度1015米每分钟,施工速度45米每分钟。
