Terms in Government Work Report1. Shenzhen-Hong Kong Innovation Circle: It is formed through the joint efforts of Shenzhen municipal government and Hong Kong SAR government as well as civilian forces under the principle of “One Country Two Systems”. It is a world leading collective innovation system based on complementary advantages and integration of innovation resources with Shenzhen and Hong Kong as the core.2. PCT:It is Patent Cooperation Treaty for short, an international treaty on the application submission, searches, review as well as the cooperativeness and rationality of technical information transmission of patents. China is a member country of this treaty. 3. “One Zone Four Cities”:It is put forward in the Outline of Program for Reform and Development of Pearl River Delta (2008-2012) that Shenzhen is strategically positioned as “trial zone of comprehensive reforms”, “national economic central city”, “national innovative city”, “role model city of Socialism with Chinese characteristics”, “international city”, and in short, “One Zone Four Cities”.4. Four “First Trail-Blazers”:In Comprehensive Reform Program of Shenzhen, the basic thinking of reform is: first, as first trail-blazer for major national initiatives on deepening reform and expanding opening-up; second, as first trail-blazer for trial designing of systems that are in line with international practices and general rules as well as the future development of our country; third, as first trail-blazer for system innovations that are of great significance to Shenzhen socio-economic development and with important demonstrative impact nationwide; four, as first trail-blazer for major national initiatives on enhancing cooperation between mainland and Hong Kong.5. Trial Zone for National Comprehensive Supporting Reforms:It refers to some government designated areas entitled with special policies and first trial rights in deepening reform and expanding opening-up, and encouraged to provide fresh experience for national reform and opening-up through first trials in comprehensive supporting reforms in an organized and systematic approach. These areas are as good as the “trial farmland” for the reform in the new era.6. BOT、BT:BOT is Build-Operate-Transfer for short. BT is Build-Transfer for short. Both BOT and BT are used for project financing and construction of public infrastructure and facilities.7. Systems of Social Work:Social work refers to activities aimed to relieve people from their difficulties through professional knowledge, instrument, technique and methods according to certain values and concepts within the framework of certain social welfare systems. Unlike ordinary aid activities, it encourages admission, respect, value, rights, equality and self-determination. It is professionalized and occupational aid activities. Social work systems mainly include “education and training system of social work”, “evaluation system on social workers”, “utilization system of social workers” etc.8. System of Residential Certificate:It is the comprehensive reform policy on migrating population management adopted by Shenzhen city in 2008 to adapt to the social reality of free migration of the population and frequent population flow. Residential certificate is the residential proof issued to citizens of mainland China without Shenzhen local ID who have stayed in the city for more than 30 days. The functions of the certificate and the rights of certificate holders cover house rental, social insurance through employment, family planning, education, entry-exit of the border and some other government administrative management and public services.9. “Dual Transfers”:i.e. “Industrial transfer” and “Labor forces transfer”. In May 2008, Guangdong Provincial Party Committee and provincial government issued Decision on Advancing Industrial Transfer and Labor Force Transfer.10. “Two Lines and Three Stations” of the National Railway“Two Lines” refers to Guangzhou-Shenzhen-HongKong special passenger line and Xiamen-Shenzhen railway under construction which pass Shenzhen. “Three stations” refers to North Shenzhen Station and Futian Station of Guangzhou-Shenzhen-HongKong special passenger line and East Shenzhen Station of Xiamen-Shenzhen railway.11. “One Horizontal and Eight Vertical”:It is the construction plan brought forward in Trunk Line Road Plan of Shenzhen City. “One horizontal” refers to Nanping expressway; “Eight verticals” refers to the following roads from west to east respectively: Shenzhen/HongKong West Passway-Riverside Express, Nanguang expressway, Fulong Express-Longda Express,Qingping Express-Qingping Super Highway, Danping Express, Shenzhen/HongKong east border passway, Yanpai Express, Hengping highway, among which Pingshan-Kuiyong section of Hengping highway has been included in outer-ring highway scope.12. City Image Boosting:Our city takes the great opportunity of 30th anniversary of the Special Economic Zone and the status of host city of World University Student Summer Sports Games, to boost the city image and environment by building better city views through new painting, green city efforts, outdoor advertisement clear-up, environment renovation for village-in-city with the theme of “Manage Games, Manage City; New Games, New Shenzhen”.13. Chemical Oxygen Demand:Chemical oxygen demand (COD) is a pollution indicator, a measure of oxygen consumed during the oxidation of organic matter in water under specified conditions. Its value can roughly reflect the content of organic matter in water, hence the pollution level of the water. The higher COD is, the more serious the water is polluted by organic matter.14. Economy Housing Project for Talents:It is an important strategic decision made by municipal party committee and municipal government in an effort to build a favorable city environment for talents. It takes talents as the key target for housing security initiative based on the foundation of relieving the housing problems of low-income households with local ID during the 11th Five Year Plan. Economy Housing Project for Talents will solve the housing problems for talents of different levels in the light of Shenzhen socio-economic development and the upgrading of industrial structure, in consideration of fiscal capacity as well as the needs of optimizing population structure and keeping the city vigorous, in the approach of balancing and focusing, subsidy both in kind and in cash. 15. City Action Plans for World University Student Summer Sports Games:It is a series of work plans aimed to enhance the international influence of Shenzhen city. As the host city of World University Student Summer Sports Games, Shenzhen will take every chance to accelerate the overall development of the city and improve the economy, administration, service level and citizen quality in an all-round way through these action plans including 35 special action plans covering city construction, public administration, social service, food safety, medical and health service, civilization etc.16. Five Projects and Four Systems of Food Safety:“Five Projects” refers to the projects of constructing the production base for agricultural products and that for non-staple food, reform of pig slaughtering operation, industrial zone canteen improvement and construction, reform of modern food distribution system. “Four Systems” refers to food safety monitoring system, food safety inspection system, food safety credit information system, as well as food safety legal and regulatory system.17. Classified Management Reform of Civil Servants:Classified management reform of civil servants is a major innovation in the management system of civil servants. Its basic thinking is to classify civil servants into three types, i.e. comprehensive management, administrative law enforcement and professional technicians, who will have independent GGS and their own targeted recruitment, training, evaluation and promotion/demotion systems. The reform is aimed to improve the quality of civil servants, their administrative efficiency, the satisfaction of citizens towards the government and civil servants.18. Contract-Based Civil Servants: It means administrative organs hire through contract within the headcount reviewed and approved by their headcount setting department, staff who honor their public service obligations and are paid salary and benefits by national treasury.19. Government Performance Management:Government performance management gives judgments and evaluation on the management activities of government organs by way of scientific standards, effective methodology and rational procedure so that government performance can be improved and enhanced.20. Legally Bound Layout Principles:Legally bound layout principles refer to the control and guidance regulations on the land usage, development intensiveness, as well as public service facilities, transportation facilities, city design of the designated section of the planned area under the guidance of the overall planning and other special planning of the whole city. They become legally bound planning documents with approval through legal procedures hence serve as direct reference for administrative approval.21. “Seven Horizontals and Thirteen Verticals”:It refers to the planned layout for super highways and expressways put forward in Trunk Line Road Plan of Shenzhen City. “Seven horizontals” from south to north are Yanyixian Express Passway, South Ring Express, Yanba Super highway, North Ring Express, Nanping Express, Jihe Super highway, Outer Ring Super highway. “Thirteen verticals” from west to east are Yanjiang Super highway, Haibin highway, Nansha Express, Guangzhou-Shenzhen Super highway, Nanguang Express, Fulong Express-Longda Super highway, Longguan Express, Meiguan Super highway, Qingping Super highway, Danping Express, Shenzhen-Huizhou(Shenzhen-Shantou) Super highway, Yanpai Super highway, Longyan Express.22. Supply Chain Management: It is a kind of centralized management philosophy and methodology executing logistical plan and control of the supply chain from supplier to end user. It gains competitive edge by improving the supply chain relationship between upstream and downstream, consolidating and optimizing the information flow, logistical flow and capital flow in the chain.24. “Four Belts and Six Corridors”:It is an eco-space protection strategy of our city. It is aimed to link big scale eco-land, separate functional areas of the city and ensure eco security of the region. “Four belts” are North border eco belt which is east-west direction, eco isolation belt of the central-north town, central-south mountain eco belt and seaside eco protection belt in the south. “Six corridors” are Baoan eco corridor which is north-south direction, Baoan-Nanshan eco corridor, Baoan-Futian eco corridor, Longgang-Luohu eco corridor, Longgang-Yantian eco corridor and Longgang eco corridor.25. Green Network:Green passway is a linear green open space, along riverside, view highway and other natural or artificial corridors, with green sceneries inside available for pedestrians and bicyclers. Green network is composed of green passways linking major parks, natural protection zones, natural sceneries, places of historical interest and the concentrated area of urban and rural residents. It is an important part of the eco system of the city, with multi-functions such as eco protection, leisure time resort, and protection of historical and cultural relics as well as scientific research.26. Blue Sky Initiative:It refers to a series of special actions targeted to control and reduce pollutants in the air and keep sound air quality by law enforcement departments such as environmental protection bureau, city management, city construction, public security and traffic police with the focus on countering dust and air pollution sources.27. Legal institutions:They are institutions with independent legal person status established by law, supervised by relevant laws and regulations.
