But when a preposition is used as the particle in a phrasal verb, it is often stressed, especially when the phrasal verb has no object (for example, Whats going ON?) or has a pronoun as the object (for example, I just ran INTO her). Some prepositions are not usually stressed, even as particles: at, for, of, with. When we use phrasal verbs that have these particles, we stress only the verb.
