Purpose目 的1.1. To summarize safety practice which will serve as guidance for pedestrian and vehicle traffic within the plant and provide instructions for proper use of the parking lot.本 程 序 概 述 了 厂 区 内 行 人 和 车 辆 应 遵 守 的 安 全 规 则， 以 及 如 何 正 确 利 用 停 车 场 停 车 的 规 定。2. General 概 述2.1. All plant personnel are involved in either pedestrian or vehicle traffic during working hours. Each employee has the responsibility to follow the established procedures that are considered as the premise of keeping traffic in good order and provide optimum safety for all employees. Most safety problems concerning pedestrian or vehicle traffic in the parking lot can be eliminated by personnel using proper courtesy and thoughtfulness in driving.工 作 时 间 内 所 有 员 工 均 会 涉 及 到 行 人 或 车 辆 的 交 通 安 全。 遵 守 交 通 安 全 是 每 位 员 工 的 义 务；是 保 证 厂 区 内 交 通 畅 通 的 前 提 条 件 ； 同 时 也 是 给 员 工 带 来 最 佳 安 全 的 保 障。 只 要 我 们 认 真 的 对 待 并 遵 守，那 么 绝 大 数 与 厂 内 交 通 有 关 或 发 生 停 车 场 的 安 全 事 故 皆 可 避 免 。3. Procedures and Responsibilities程 序 与 责 任3.1. Plant Traffic厂 内 交 通3.1.1. Pedestrian行 人3.1.1.1. Keep to the right when using walkways, going around corners, entering doors or using stairways.行 人 行 走 人 行 道， 转 弯，进 门 或 使 用 楼 梯 时 靠 右 行 走。3.1.1.2. Facing a car when walking on the left side of roadway, pedestrians have the right-of-way, but shall exercise caution around vehicles.靠 道 路 左 边 行 走 面 对 来 车,行 人 有 优 先 通 行 权,但 须 注 意 车 辆。3.1.1.3. Recognized walks and roads must be normally used Hazards routes such as taking shortcuts through process areas must be avoided.人 行 道 与 道 路 必 须 正 常 使 用， 应 避 免 走 危 险 路 径 及 走 捷 径 穿 过 制 程 区。3.1.1.4. Reading document while walking is prohibited .禁 止 走 路 时 阅 读 文 件。3.1.1.5. Handrails must be used when ascending or defending steps or stairs . Walking in corridors must be limited to two persons abreast, observing all traffic lines and markers whenever encountered. Motor Vehicles 车 辆4.1. Scope范 围Applicable to all motor vehicles of the plant and of contractors and visitors that stay in plant. 适 用 于 所 有 公 司 机 动 车 辆 和 在 厂 内 行 驶 的 供 应 商 和 来 访 参 观 者 的 车 辆。4.2. Responsibilities 职责4.2.1. DSPC vehicle safety responsibilities including the follows: 公司车辆安全的责任属于： 4.2.1.1. Driver and passengers. 4.2.1.2. 驾驶人员和乘客。 4.2.1.3. Logistics supervisor 4.2.1.4. 运输部门主管。4.2.2. Drivers responsibilities驾驶人员的责任是：4.2.2.1. Following the requirements of this standard and the local transportation regulations. 遵循本标准规定的安全要求和政府部门的有关规定。4.2.2.2. The contractors driver should follow the DSPC safety procedure and obey the safety instructions. 供应商驾驶员必须遵循关于厂规和车辆安全的指导。4.3. Vehicle conditions 车辆状况4.3.1. In order to ensure and maintain DSPC vehicle being driven under safe condition, each driver must follow this standard and consistently conduct the vehicle safety inspection. Each vehicle should be equipped with related documents and inspection report record.为了确保公司车辆始终保持在安全行驶状态，则每一车辆必须按照本标准规定经常加以检查。每一车辆还必须在驾驶室内备有有关的表格和检查报告。4.3.2. Inspection 检查 4.3.2.1. The vehicle parking and loading车辆停放和装载4.5.1. Preface前言Parking regulation apply to the bulk truck, container truck and tank truck, these regulation ensures the driver parking safely.
