所谓成本管理是指企业生产经营过程中各项成本核算、成本分析、成本决策和成本控制等一系列科学管理行为的总称。成本管理一般包括成本预测、成本决策、成本计划、成本核算、成本控制、成本分析、成本考核等职能。成本管理的目的是为了充分动员和组织企业全体人员，在保证产品质量的前提下，对企业生产经营过程的各个环节进行科学合理的管理，力求以最少生产耗费取得最大的生产成果。所以说成本管理是企业管理的一个重要组成部分。它要求信息全面、科学和合理，它对于促进增产节支、加强经济核算，改进企业管理，提高企业整体管理水平具有重大意义。但是就目前来说，中小企业的成本管理的目标是以低成本战略作为其管理战略的基础，而社会资源的大量消耗以及市场竞争力的下降都使中小企业陷入成本管理的困境。下面就成本管理这一问题进行分析。一、中小企业成本管理现状（一）国内研究现状 目前国内学者对成本管理的研究起步比较晚，再加上受计划经济的影响，企业本身成本管理的水平也不高，所以国内学者和研究部门主要借助于从国外引进的管理思想，以先进的信息技术为载体，加上作业成本管理为基础，以动态、及时提供各项资源以及各项作业成本为主要目标。从当前我国中小企业的成本管理工作现状来看，成本管理的水平仍相当落伍，其中，最大的困难就是不少企业仍实施传统的成本管理。（二）国外研究现状 在国外，中小企业成本管理的研究主要集中在如何提高成本管理信息有用性和如何利用先进的计算机技术拓展成本管理功能，提高成本管理效率等方面。英国人肯尼斯西蒙兹在二十世纪八十年代最早提出了战略成本管理理论，美国哈佛商学院教授迈克尔波特在其著作中提出运用价值链(纵向价值链、横向价值链、内部价值链)分析战略成本的方法。英国克兰菲尔德工商管理学院，提出把战略成本管理的工具运用于问题的诊断以及提出战略定位的选择方案，并根据成本效益分析，对方案进行评估和规划，然后予以执行，通过对执行结果进行评价以及不断学习，开始新的循环过程。20世纪90年代以后，日本成本管理的研究人员在上世纪末提出了成本企划这一战略成本管理模式，实质上就是一种对企业未来的利润进行战略性管理的情报研究过程。二、企业成本管理中存在的问题（一）领导人员管理意识不强企业领导团队成本管理意识淡薄，成本管理观念落后。中小企业的领导从事财务工作出身的很少，对成本管理的内涵了解甚少，片面认为成本管理就是成本核算，当成本居高不下时，一味责备财务人员成本核算不准。在中小企业对于成本管理及没有事前的成本预测、成本决策、成本计划，也没有事中的成本控制与事后的成本分析、成本考核、成本检查。有些企业虽然有一些与成本管理有关的制度，但局限于传统的成本管理方式，片面的从降低成本乃至力求避免某些费用的发生入手，强调节约和节省。较少从效益的角度看成本的效用，不能应用成本效益原则，通过发生成本来实现更大的利益。这就会间接影响企业员工，使得企业员工也会产生成本意识不强的局面，这就会使得员工认为自己工作的好坏对于公司的效益都一样，使得浪费现象严重。当前，企业各级成本组织的目标和责任不明确，成本管理混乱，上下级成本管理组织联系不紧密，下级成本管理组织不能很好地完成上级成本管理组织下达的任务，企业各部门之间的相互协调与配合不默契。（二）中小企业财务人员整体素质不佳 企业财务人员只懂财务不懂技术，现在大部分财务人员，即使是理论很强的高级财务人员，在接受专业教育的时候也会缺乏产品方面的教育。即使进入了企业这种再教育也是十分少的，所以中小企业的财务人员由于只懂财务而不懂技术，对于产品成本的超支是在直接材料成本项目还是直接人工成本项目或制造成本项目，不能提供准确可靠的信息，对于如何降低成本，从哪些方面降低成本也不可能提出合适的建议。（三）成本监督机制不完善成本的监督机制是企业成本管理中重要的政策，是保证成本管理中数据的真实性和准确性必不可少的一个部分。中小企业因为自身发展的局限性，制度上和人力资源方面都会存在着很大的缺陷，很多企业往往没有成立一个独立的财务部门，而是只有一个会计或者出纳负责公司的财务工作。人力资源的短缺直接造成专业会计人员的匮乏，而成本监督机制需要专业的会计人员通过对企业内部考察和实际情况的研究进行定制，这是中小企业成本监督机制不完善的主要原因。所以说成本监督机制的完善工作就是一个迫在眉睫的问题。相反一个中小企业没有认真考虑成本监督的问题，那么这个企业在发展到一定规模时必然会出现倒退的现象，最终企业也会因为其自身的原因而被淘汰。（四）成本费用得不到很好的控制虽然说成本费用的控制问题在各企业中都会存在，但这个因素在中小企业中显得更为明显，因为经营稳定的大型工业企业，所耗的资金与生产的回报之间能够建立容易把握的函数关系，其成本控制主要采用标准成本系统、目标成本和费用预算管理。在现代企业尤其是中小企业中，虽然是标准成本、目标成本和费用预算等形式仍然可用，但实际上面临的不确定因素太多，很难把握那些关键的指标，所以说对成本的变化的分析和成本费用发生规律很难掌握。而且在成本的具体核算中，只注重财务成本的核算，缺少管理成本的核算。管理者对成本的认识不足，概念狭隘，而且传统成本管理将固定成本简单地作短期的期间化处理，淹没了大量的长期性和战略性的重要信息，使企业多项活动的绩效难以真正体现。成本控制方法和手段落后。一些企业成本管理处于落后状态，没有真正形成科学的成本管理体系，不利于企业成本的宏观调控。随着市场的发展和行业环境不断变化，在材料进价不断上涨、外资企业强势进入、国内企业竞争加剧等重重压力下，A企业面临着适应市场、加速企业转型的巨大挑战。在如此动态竞争激烈的市场和行业环境下，A企业要想进一步突破发展，实现做强做大，必须正确审视自己的战略环境，进行企业核心竞争力和资源分析。这就对A企业的成本核算与管理系统提出了要求。A企业临危不惧对企业进行了以下几个方面的改革：1、减少成本损失资金欠缺、产品品种少、市场影响小等因素使A企业对企业外部的依赖性增强，在交易中容易依赖于某个客户或供应商，特别是在与大企业的交易过程中，这种情况更易出现。与大企业明显不同的是，A企业不具备利用纵向一体化的方式回避这种风险的能力，而更多的是采用横向或纵向结盟的方式，来提高谈判的地位或补偿交易中的损失。所以A企业借助行业协会的力量，充分发挥行业协会的作用，共同协商和制定行规和行约，并监督供应链各节点成员共同遵守，将其交易损失成本最大程度的减少。2、应用第三方物流，节约作业成本A企业由于规模和利润都较小的原因，采取自营物流和分包物流方式，第三方物流的参与程度很低。自营物流方式设施利用率低，成本高。而分包物流方式干线发运，市内配送、仓储和包装业务等，分别外包给数家企业，达不到一定的经济规模。所以近些年来A企业将物流业务外包给第三方物流，通过专业物流服务，不仅可以节约物流运营成本，而且能够更有效地管理企业资源，还无需承担仓储及存货管理的成本。3、建立健全了企业内控制度A企业依据会计法、公司法健全法人制度，履行法人的权利和义务，组织建立存货内部控制制度，结合了企业的生产经营特点，从严格采购、销售制度，规范存货采购、消耗、销售环节，建立供应、销售方的信息档案，加强对其信誉、资质等级管理，进一步明确各职能部门的岗位职责，严格执行不相容岗位分离的原则，发挥存货内部控制制度的相互牵制作用。三、加强中小企业成本管理的对策（一）提高中小企业领导人的管理意识企业领导对成本管理的认识可以说是企业成本管理认识中最重要的部分，因为企业的领导者是企业的决策者，它影响着企业未来的走向还有员工对成本管理的理解。中小企业的领导者的结构相对简单，不会像大型企业管理层那么复杂，这样的话领导者与员工之间的接触也会很多。领导者的榜样作用也会很好的传递给员工，也会利于两者的沟通。所以说，中小企业应该加强领导者的再教育，加强对领导者进行正确的成本管理知识的灌输以及相关实例的描述。并加大企业领导进行出国深造的支持力度，并提供一项专门的资金对这些管理层的人员的再学习进行鼓励。（二）加强员工素质成本管理知识的普及首要的目的在于提高广大职工对成本管理的认识，增强成本观念，贯彻技术与经济结合、生产与管理并重的原则，向全体职工进行成本意识的宣传教育，培养全员成本意识，变少数人的成本管理为全员的参与管理。 一方面，加强人力资源管理，企业可以通过教育、学习、训练的途径提高劳动者的科学文化素养，开发劳动者的智慧，为技术的创新提供计策。加大员工激励约束力度，通过股票期权、激励股等措施，鼓励员工进行成本管理方面的了解与创新。另一方面，加大员工的培训，强化专业技术人才综合素质的培养，针对中小企业员工懂财务的不懂技术，懂技术的不懂财务这一现象，企业加强员工的培训，提高专业技术人才的综合素质。中小企业应该高度重视专业人才的培养和使用，积极举办各种类型的成本培训班，借以提高他们成本方面的专业知识，从技术经济领域开辟降低成本的广阔途径，并在企业内部形成职工的民主和自主管理意识。实现自主管理，既是一种代价最低的成本管理方式，也是降低成本最有效的管理方式。（三）完善中小企业成本监督机构成本监督机构关系着成本管理工作效率的高低，它还关系着中小企业能否可持续的发展。成本监督一方面离不开对人才的培养，有了专业的人才才能有好的制度出台，在中小企业的发展中应该考虑人力资源的培养，这是企业实施可持续性发展的重要途径。中小企业成本监督机制的设置不是一个急于求成的过程，而是一个循序渐进的过程，首先要构建一个设想的框架，然后分析和探讨这种结构是否合理和符合企业自身的情况；其次要对框架进行小范围的测试，测试是一个探索的过程，也是决定这个框架是否可以实施的依据；最后将调整的框架结构运用到企业中，对企业的发展起到应有的作用。（四）改进成本核算办法，加大成本控制力度改进成本核算办法，基层车间、班组直接影响着产品制造成本的大小，为充分发挥其成本控制的职能，大幅度降低成本，必须结合实际，采取行之有效的成本核算办法。中小企业想要拥有更大的市场占有率和行业竞争力，就必须在产品的价格上有所优惠，而对于企业本身而言就必须降低成本。中小企业应该注意和调节好各个部门的费用，包括人力资源费用、生产成本费用、物流成本费用和销售成本费用等，这些都是企业整个生产链中的环节，中小企业应该注重企业生产中各个环节的控制，进而实现企业在整体上的成本控制。四、结语通过资料的调查以及实际的考察，不难发现中小企业的成本管理对中小企业自身发展的重要性。成本管理乃企业效益之源，企业必须摈弃就成本而论的观念。这就迫切需要企业将成本管理观念灌输到每一个员工的身上，不断创新成本管理方式，将理论探讨与实践需求相结合，突破传统思维模式，在战略层面综合考虑成本管理问题。充分发挥员工创新在企业成本管理中的作用，建立成本管理保障措施，将成本管理纳入到提高经济效益的轨道上来，以适应形势发展的需要。所以说，只有企业不断地寻找适合自身的发展的成本管理方式它才能够在未来市场上能够占有一席之地。这将会是中小企业在未来发展中的重要目标。五、参考文献1陈金梅.
