The purpose of establishing this test is to evaluate the English level of the students who prepare to get into universities and colleges which take English as predominant teaching language or of the people who prepare to immigrate to the Independent Commonwealth Countries (Wang, 2000, pp. 230-236). Now IELTS has become another large-scale international English test after TOEFL. It has developed quickly in the whole world since 1980 (Kail, 1990).2 Major Heading2.1 Minor Heading2.1.1 Detail Heading Example HeadingThe disparity lies in the reading part and the first part in writing. The key point is the application of English language rather than grammar and vocabulary.2.1.2 Detail HeadingCET mainly investigates the mastering of grammatical structure and the vocabulary application. The theoretical foundation is structuralism.2.2 Minor Heading2.2.1 Detail HeadingThere are no pass lines set up in both IELTS and CET. The overall band descriptors are defined explicitly from 9-Expert user to 0- no assessable information. 2.2.2 Detail Heading Example HeadingAll of the materials used in IELTS come from the language materials that the examinees may encounter in real life. There is not any process of modification, so the original text style is reserved. Example HeadingConcerning the choice of listening materials, IELTS pays more attention to authenticity and variety. In addition to various topics, the ways of speaking are also very important, like dialogues and lectures. Listening part in IELTS chooses many authentic materials in real life, including not only the dialogue between two persons but also lecture and discussion among several persons. Examinees may hear some interference factors such as background sounds and other noise appearing while listening, which make examinees feel in the real language context.2.2.3 Detail HeadingOne of the most remarkable discrepancy between IELTS and CET lies in that IELTS is not an examination which regards multiple choices as the principal form.2.2.4 Detail HeadingIELTS is an examination which has a term of validitytwo years. It means that no matter how excellent result a person has acquired in IELTS, the report card will completely lose meaning after two years. 2.3 Minor HeadingOn the basis of a careful comparative analysis between IELTS and CET, we found some demerits of CET.2.3.1 Detail HeadingFirst, as for marking standard of CET, the current one with the full marks 710 has been a big break. However, there still exists drawback compared with IELTS.2.3.2 Detail HeadingSome materials in CET lack authenticity, especially in listening part.2.3.3 Detail HeadingThe variety of question forms is the most brilliant point of IELTS. It is also the easiest and most feasible one for change.2.3.4 Detail HeadingSome people may hold the point that setting up term of validity of a test is not reasonable and even not human, because marks are something like awards. Once acquired, it never expires. Perhaps it is true for some technical abilities, but for a language it is indeed different. Setting up the term of validity for CET is necessary. Languages need continuous practice and application in the language environment or it will be rusty. Therefore, the result of CET can just reflect the English level of an examinee during the college period.3 ConclusionThis paper made a comparative study between an international testIELTS and our national large-scale testCET.
