mainresponsibilities areas follows人力资源部为公司培训工作的归口管理部门,主职责为a)Establish andamend the training managementsystem in the pany;制定和修改公司培训管理制度;b)Formulate andimplement pany-wide annual training plan;拟定实施全公司年度培训计划;c)Organize orassist in the pletionof the panys varioustraining courses;组织或协助完成公司各项培训课程;d)Inspect,supervise andevaluate theimplementation of training;检查、监督和评估培训的实施情况;e)Manage andcontrol the training costs;管理和控制培训费用f)Manage andbuild internaltrainer teamin the pany;管理和建设公司内部培训师队伍;g)File alltraining recordsand constructivelymanage the teaching materials;负责对各项培训记录的存档和教材的建设管理;h)Establish andmanage training files of employees.负责建立和管理员工培训档案.-Training responsibilitiesof each department:各部门的培训职责a)Develop andimplement training plan of the consultantstraining外出考察、交流Visits andexchanges outside5.2New employee orientation training新员工入职培训-Abide by the principlesof“first training,and thenworking”for new employees.新员工实行“先培训,后上岗”的原则Training departmentnew employeebelongs toand HR is jointlyresponsible for new employeeorientation training.The training should becarried outafter newemployee registeringin the pany andbefore formallymounting guard.The trainingincludes generalknowledge training and expertisetraining.HRis responsible for the generalknowledge training fornewemployees;the department isresponsible for jobskills training.新员工入职培训由新员工所属部门和人力资源部共同负责进行,在员工报到后至正式上岗的期限内执行。 培训内容包括通用知识培训和专业知识培训。 人力资源部负责新员工的通用知识培训,所属部门负责岗位技能培训。 General knowledge training,including panyoverview,corporate culture,pany rulesand regulations,organizational structureand staffcode ofconduct,is under the charge of HR;three levelssafety knowledge training isunder thecharge ofthe panysafety officer,and employeescannot takethe jobif theydo notfinish safety training;system knowledgetraining isunder thecharge ofQMS.通用知识培训包括企业概述、企业文化、公司规章制度、组织架构及员工行为规范,由人力资源部负责进行培训;三级安全知识,由公司安全员负责进行培训,未完成三级安全教育培训的员工,不能直接上岗。 体系知识培训,由质量部负责。 -Expertise trainingmainly include:department organizationstructure,department documentsand system,job descriptions,working processand method,performance appraisalindex,etc,which areunderthecharge ofeach department.专业知识培训主要包括部门组织架构、部门文件和制度、岗位职责说明书、工作流程和方法及关键业绩考核指标等,由所在部门负责。 -The newemployeeorientationtrainingshould be conductedaording to the requirementsof FS-622-HRM-07“New EmployeeOrientation TrainingPlan”.Each trainingdesignee isresponsible fordetermining the training contentsand recordingtruthfully thetraining process.新员工入职培训期间需按FS-622-HRM-07新员工入职培训计划所列内容参见培训,各项培训指定人负责新员工制定内容的培训,如实记录培训过程。 -The qualifiednewemployeethrough trainingshall officiallymount guardafter departmentresponsible personsign for approval,and FS-622-HRM-07“New EmployeeOrientation TrainingPlan”should be submitted to HRM for filing.新员工培训合格经部门负责人签字同意后开始正式上岗,并上交FS-622-HRM-07新员工入职培训计划人力资源部存档。 -New employeein MFGshould passBasic TheoryTest beforetaking upthe job,which means,the scoreshould beno lessthan60.Another opportunityafter one week canbe givento thosewho failthe firsttest,if passthe test,they canbe remendedto productionfor probation,if failthe test,they will be dismissed.生产部新员工上岗前理论考试60分(含60分)以上为及格,对首次考试不及格人员给予补考机会,一周后补考,合格则推荐车间三班试用,不合格则给予辞退。 5.3Transferred employeesretraining转岗培训-When employeestransferring to new posts,the newdepartment isresponsible for their expertiseknowledgetraining员工调换工作岗位时,由新转入部门负责进行新岗位的专业技能知识培训-After transferredtonewposts,employees shouldbe retainedabout thesafety knowledgerelated to the newposts.员工调换工作岗位,需要重新接受新岗位所涉及的安全知识培训-They needto passthe assessmentof theirdepartment beforeformal appointment.经部门考核合格后,方可正式上岗。 5.4On-job training在岗培训-Employees inthe officeshould attendthe coursesas requiredbythepany orthe department annual training plan.管理人员按公司和部门年度培训计划规定的课程进行。 -Employees indepartment related to professionaltechniques andmercial businessshould attendinternal professionalknowledgetrainingat leastonce every year.The departmentresponsible personis in chargeoforganizing,including itinthe annual training plan,and summitingthetraining record to HRM for filing.专业技术、业务类部门每年至少进行一次部门岗位技能知识培训,由部门负责人组织并列入年度培训计划,培训记录交人力资源部备案存档。 Training ManagementRegulation培训管理制度No.of issue:版本号01date certification,customer factory audits knowledgeinto annual training plan.体系认证、客户验厂相关知识方面的培训需列入年度培训计划。 -Skill training plans forMFG andother operationalposts shouldbe madeaording to the internaltraining requirementsand submittedto HRM fortherecord.生产部及其他操作类岗位技能培训,按内部培训要求制定年度培训计划交人力资源部备案。 5.5OHSAS培训OHSAS training-Safety managementdepartmentisresponsible formaking OHSASannual training plan every year,appointing aspecial personto beinchargeof it.OHSAS isresponsible forverifying andfiling it.由公司安全管理部门制定每年的OHSAS年度培训计划,并指定专人负责,人力资源部核实、存档。 -New employeesmust attendthree levelssafety training,and mountguard untilbeing qualified.新员工入厂必须经过三级安全教育培训,合格后方能上岗。 -The panyorganizes safetyknowledgetrainingand annualemergency drillon aregular basiseveryyearaording tothe requirementsin PI-446-QMS-01“Safety ManagementRegulations”.根据公司安全管理规定相关要求,每年定期对在职员工进行安全知识培训及组织年度应急预案演练。 5.6External training外部培训-Aording tothepanys developmentneeds,external trainingwillbeorganized bythepanyorthe department aording tothepractical workneeds.根据公司发展需要,统一组织的外派培训或各部门根据实际工作需要申请的参加外部机构的培训。 -FS-622-HRM-04“External TrainingApplication”needs to besubmittedto HRM forthebudget re-checking,and sentto DGM and GM for approval.各部门存在外出培训需求时需提交FS-622-HRM-04外出培训申请,交人力资源部复核培训费用预算后,报公司副总经理、总经理审批。 5.7Training assessment培训考核-After training,the trainerdecides theassessment methodaording tothe courses,which includesclose-book examination,open-book examination,on-spot operation,writing trainingreport,random checkin class,etc.培训结束后,由讲师根据课程自行决定培训考核方式。 培训考核方式包括闭卷考试、开卷考试、现场操作、撰写培训报告、课堂随机抽查等。 -Paper examinationmust beorganized withregard tothe followingtraining:以下培训必须组织试卷类考核?Training toacquire worklicense fornew operationemployees操作类新员工上岗前取得上岗证的培训?Training tomeet specialrequirements relatedto systemcertification,customer factoryaudits.体系认证、客户验厂方面特殊要求的培训?Three levelssafetytraining三级安全教育培训?Training thatrequires totake paperexamination inannual departmenttraining plan.各部门年度培训计划中要求考试考核的培训?As tothe skills trainingforoperation workersat theproduction line,MFG needto regularlyconduct on-spot assessmenteveryyear.一线操作工的岗位技能培训,生产部每年需定期进行现场操作考核。 ?Employees forexternal trainingshould submitTraining Summaryto departmentresponsible personand HRMwithin oneweek after training.外出培训人员,培训结束后一星期内向部门负责人及人力资源部提交外出培训总结5.8Management for training files培训档案管理-HRM isresponsibleforthe managementoftraining files andestablishment oftrainingfilesfor employees人力资源负责培训档案的归档管理,并负责建立员工培训档案Training ManagementRegulation培训管理制度No.ofissue:版本号01date implementationrecord,lecturer materials,teaching material,etc.公司培训档案包括培训计划、培训实施记录、讲师资料、培训教材等;-Employee trainingfile include:employeetraining record,examination paper,training summary,license acquiredbytraining,etc.员工培训档案包括员工培训记录、考试试卷、培训心得、培训取得的证件等。 5.8.1Management processfortrainingfiles培训档案管理程序-For internaltraininginthepany,the lecturershould sendtheteachmaterials,trainingrecordand assessmentresult to HRMforfiling within oneweek aftertraining.公司内部培训,培训结束后由授课讲师一周之内将培训教材、员工培训记录及考核结果交人力资源部存档。 -Regular trainingfor employeesat theproduction line,the departmentshould sendtrainingrecordtoHRMforfilingbefore the15th ofnext month.一线操作工人常规性培训,由部门在次月15号之前将培训记录交人力资源部存档。 -Employees,who attendexternal trainingthat hasbeen approved,should sendtraining materialsand thecopy ofacquired certificatestoHRMforfilingwithinoneweekafterthetraining.经公司批准的外出培训,外训员工在培训结束后一周内将外出培训资料及所获证书复印件交人力资源部存档。 -Aording tothetraining records,HRM establishesand updatesthe employeetrainingfilesin orderto providereference tointernal promotionand performanceappraisal.Employee trainingfiles shouldbe updatedquarterly.人力资源部根据培训记录资料,建立及更新员工培训档案,为员工内部晋升、考核提供参考资料。 员工培训档案每季度更新一次。 5.9Annual trainingplan andimplementation年度培训计划与实施5.9.1Annual trainingneeds survey年度培训需求调查-Aording tothe wholestrategy ofthepany,HRM developspany-wide trainingneeds surveyevery December.根据公司整体战略,人力资源部每年12月份在全公司范围内开展培训需求调查。 -Each departmentdevelops internalinvestigation aordingto trainingneeds surveyprogram,and passon theinformation toHRM.各部门根据培训需求调查方案在本部门内开展调查,并将本部门的需求信息进行汇总交人力资源部-HRM collectand analyzethetrainingneeds fromeach departmentand writethetrainingsurvey report.人力资源部根据各部门提交的培训需求信息进行分析和,撰写培训调查报告。 5.9.2Development oftrainingplan培训计划制定-HRM developannualtrainingplan forthepanyaordingtothepany-wide trainingneeds survey.人力资源部根据公司年度培训需求调查结果,撰写公司年度培训方案。 -Each departmentdevelop departmentannualtrainingplan aordingtothepractical workneed andsubmit toHRMforverification.各部门根据实际工作需要,撰写部门年度培训计划,提交人力资源部汇总审核。 -After HRMmake unifiedplanning ofpany annualtraininganddepartmentannualtraining,submit totop managementforapproval and sendto eachdepartment bydocuments人力资源部将公司年度培训方案及各部门年度培训计划统一规划后,提交公司总经理审批后,以文件形式下发各部门。 -Knowledge andskillstrainingrelatedtosystemcertificationand customerfactoryauditshouldbeincluded inthe annualtrainingplan.体系认证、客户验厂相关联的知识技能培训应列入年度培训计划。 5.9.3Implementation oftrainingplan培训计划实施-In orderto beconvenient toimplement andsupervise thetraining,HRM disintegratetheannualplan tomonthly planand sendthe monthlyplan toeachdepartmentinthebeginning ofevery month;为便于计划的实施与监督,人力资源部将年度培训计划分解到月度计划,每月月初下发到各部门;Training ManagementRegulation培训管理制度No.ofissue:版本号01date objectivefactors orspecial events,thedepartmentmust givewritten noticetoHRM.HRM puton recordsand doappropriate extension.各部门如因客观因素或特殊事件导致培训无法按计划进行,必须提前以书面形式通知人力资源部,人力资源部备案,可做适当延期-HRM collectthe pletionstatus ofthe monthlytrainingplan,and providefacilities andlogistics supportfor alltrainings.人力资源部每月汇总月度培训计划完成情况,并为各项培训提供设施及后勤协助。 -The applicationprocedure ofexternal trainingis:外出培训申请程序为Reviewed thetraining budgetBy HR人力资源部审核培训预算Applying fora training,a departmentfills inthe Application for External Training所属部门提出申请,填写外出培训申请表Training outside外出培训Done
