Simultaneously, he/she and the site operation vice director will organize the emergency response organization of the company level I emergency response group and the project level II emergency response group to act according to the emergency precaution regulations & requirements, and the characteristics of scene. If need, they will timely start the agreement emergency rescue resource and social emergency rescue public resources to maximize reduce the economic loss and casualties.六、应急预案的终止Termination of emergency preplan对事故现场经过应急预案实施之后，引起事故的危险源得到有效控制、消除；所有现场人员均得到清点；并确保未授权人员不会进入事故现场；不存在其他影响应急预案终止的因素；应急救援行动已完全转化为社会公共救援；局面已无法控制和挽救的，场内相关人员已经全部撤离；应急总指挥根据事故的发展状态认为必须终止的，由应急总指挥下达应急反应终止令或授权事故现场操作副总指挥明确应急预案终止的决定。After carrying out the site emergency preplan, effectively control and eliminate hazard caused the accident, or all field personnel had been checked and ensure no enter to the site for the unauthorized personnel, or no other factors which may cause the termination of emergency preplan exist. decision to terminate the scene accident emergency precaution. 七、应急预案组织机构 Emergency response organization应急预案的应急反应组织机构分为一、二级编制，公司总部设置应急预案实施的一级应急反应组织机构，工程项目经理部设置应急计划实施的二级应急反应组织机构。Emergency response organization is divided into level I and level II organization, namely, company headquarters level I emergency preplan implementation organizaiton and the project level II emergency preplan responsibilities of emergency preplan commander-in-chief 1）分析紧急状态和确定相应报警级别，根据相关危险类型、潜在后果、现有资源和控制紧急情况的行动的类型；Analyzes the state of emergency and confirm corresponding alarm level on the basis of relevant dangerous type, potential consequences, the existing resources and the type of controlled emergency action;2）指挥、协调应急反应行动；Command and coordinate emergency response action;3）直接监察应急操作人员的行动；Direct supervise actions of emergency operation personnel,4）最大限度地保证现场人员和外援人员及相关人员的安全；Maximumly guarantee the safety of field staff and external aid workers & relevant personnel;5）协调后勤方面支援应急反应组织；Coordinate logistical to support emergency response organizations;6）通报外部机构；Report the situation to outside institutions:7）决定请求外部援助；Make the decision of asking for external help,8）决定应急撤离。Make the decision of evacuation.（2）反应操作副总指挥的职能及职责：Functions and responsibilities of emergency preplan vice commander 1）协助应急总指挥组织和指挥应急操作任务；Assist emergency commander-in-chief to organize and directe emergency operation tasks;2）向应急总指挥提出应采取的减缓事故后果行动的应急反应对策和建议；Propose emergency response countermeasure and suggestion emergency for commander to reduce the accident consequences,3）定期检查各常设应急反应组织和部门的日常工作和应急反应准备状态。Regularly check the routine work and emergency response ready state of the permanent emergency response organization.（3）应急反应物资管理部的职能及职责：Functions and responsibilities of emergency preplan materials management dept 1）协助各项目经理部制订施工场区应急反应物资资源的储备计划，按已制订的项目施工场区的应急反应物资储备计划，检查、监督、落实应急反应物资的储备数量，收集和建立档案并归档；Help each project construction department to formulate emergency response material reserve plan in the construction respectively, and inspect, supervise and implement emergency response materials reserve amount according to the formulated reserve plan, and then collect and archives.2）定期检查、监督、落实过期应急反应物资资源的更新和达标状态；Regularly inspect, supervise, implement to update and meet the standard for the expired emergency response of material resource;3）应急预案启动后，按应急总指挥的部署，有效地组织周边其他项目部的应急反应物资资源，及时对事故现场进行应急救援。Once start the mergency preplan, according to the emergency commander deploy, effectively organize material resource around of other emergency response organization, and promptly to rescue the accident scene.（4）应急反应工程技术服务部的职能及职责:Functions and responsibilities of emergency preplan engineering technology dept 1）根据各项目经理部的施工内容及特点，制订可能出现而必须运用建筑工程技术解决的应急反应方案，整理归档，为事故现场提供有效的工程技术服务做好技术储备；Formulate emergency response plan that possibly occur and must use the architectural engineering technology to solve according to each project construction joint of content and features, then sort and file, getting ready for providing effective engineering technical reserves at the scene of the accident;2）应急预案启动后，根据事故现场的特点，及时向应急总指挥提供科学的工程技术方案和技术支持，有效地指导应急反应行动中的工程技术工作。After starting the emergency preplan, timely provide scientific engineering technical scheme and technical support to emergency commander, effectively direct engineering work associated in the emergency response action field according to the scene of the accident characteristics.（5）应急反应后勤供给部的职能及职责：Functions and responsibilities of emergency preplan logistic dept: 1）根据各施工项目经理部施工场区的位置，了解落实该项目周边的应急反应物资供应点分布情况，为及时向应急反应行动的后勤物资供给做好准备工作；In terms of the the construction area of each project department, understand the surrounding emergency response supplies distribution prepared for prompt emergency response logistic supplies .2）应急预案启动后，按应急指挥的部署，及时赶 赴现场，根据应急反应救援工作的需要，及时提供后勤服务。Hurry to the scene after starting the emergency preplan according to the emergency commanders deployment, and timely provide logistic service in line with the emergency response of the rescue work needs.（6）应急反应保卫部的职能及职责：Functions and responsibilities of emergency preplan security dept: 1）协助各项目经理部施工场区建立应急反应保卫队伍并登记归档。Help each project department to establish emergency response defend team and registrate and file.2）应急预案启动后，按应急总指挥的部署，及时赶赴现场，协助组织事故现场的保卫工作，必要时负责组织场区外的居民疏散工作。Hurry to the scene after starting the emergency preplan according to the emergency commanders deployment, and help to organize the accident scene security work, when necessary, take responsible for organizing the evacuation work of field outside residents.（7）事故善后处理组的职能及职责： Functions and responsibilities of accident rehabilitation treatment group: 1）救援结束后，现场清理、人数清点和撤离、警戒解除。After rescue work ending, clean up the site, count and evacuate personnel, relieve vigilance.2）伤者医疗，陪护的安排，伤者家属食宿的安排。Arrange the injured medical, accompany and accommodation of injured employee family.3）与伤者家属商谈赔偿。Negotiate compensation with the injured families.3、一级应急反应组织机构人员的构成Constition of level I emergency response organization staff公司总部一级应急反应组织机构由各职能部门的人员分别兼职构成。Company headquarters level I mergency response organization is constituted by each department personnel concurrenting respectively.（1）应急总指挥由公司经理担任；The company manager hold the post of emergency commander-in-chief .（2）反应操作副总指挥由公司主管生产的副经理担任；Reaction vice commander is undertaken by the company vice production manager;（3）应急反应物资管理部由公司人事部兼任；And emergency response materials management is concurrented by the personnel department,（4）应急反应工程技术服务部由公司总工兼任；Emergency reaction engineering technical department by the company chief engineer;（5）应急反应后勤供给部由公司技术部兼任；Emergency response logistics providing department by the technical department;（6）应急反应保卫部由公司安全部兼任Emergency response security department by the company security department;（7）善后处理组由公司各部部长兼任。 Rehabilitation incidents;2）现场事故评估；Evalute the site accident;3）保证现场人员和公共应急反应行动的执行；Guarantee the performance of site personnel and the public emergency response actions;4）控制紧急情况；Control emergency;5）现场应急反应行动的指挥，与在应急指挥中心的反应操作副总指挥的协调；Command action of site emergency response, and coordinate with vice director in emergency command center;6）做好应急救援处理现场指挥权转化后的移交和应急救援处理协助工作；Completes the emergency rescue handovering and assistting work after transforming right of conmmand.7）做好消防、医疗、交通管制、抢险救灾等各公共救援部门联系工作。Connect various public aid such as the fire, medical, traffic control, rescue and to safety place.（3）物资抢救组的职能及职责：Functions and responsibilities of the first-aid group1）抢运可以转移的场区内物资；Transfer transferable materials in the field area,2）转移可能引起新危险源的物品到安全地带。Transfer new items that may cause hazard to safety place.（4）消防灭火组的职能及职责：Functions and responsibilities of the fire extinguishing group 1）启动场区内的消防灭火装置和器材进行初期的消防灭火自救工作；Start fire extinguishing devices and equipment in the field area for the primary self-rescue fire extinguishing,2）协助消防部门进行消防灭火的辅助工作。Assist fire extinguishing department.（5）后勤供给组的职能及职责;Functions and responsibilities of the logistics supply group1) 迅速组织后勤必须供给的物品；Immediately organize things supplied by logistics.2）及时输送后勤供给物品到抢险人员手中Timely deliver logistics supplied goods to rescuers.（6）现场临时医疗组的职能及职责：Functions and responsibilities of the scene temporary medical group1） 对受伤人员作简易的抢救和包扎工作；Do simple rescue and the bandage on a wounded personnel;2） 及时转移重伤人员到医疗机构就医。Transfer the injuries to the medical establishment.（7）事故善后处理组的职能及职责;Functions and rescue party is composed by the construction workers and each shift person respectively. （4） 消防灭火组由安全员、电工、和各作业班组分别抽调作业人员组成Fire extinguishing group is composed by security officer, electrician and each shift person respectively. （5） 物资供给组由仓库管理员、各作业班组分别抽调作业人员组成；Material supplies group is composed by warehouse administrators, each shift personnel respectively; （6）
