OMB Circular No. A-11, Preparation, Submission, and Execution of the Budget, June2008.28.7 General28.7.1 Military Intelligence ProgramThe Military Intelligence Program (MIP) refers to the programs, projects, or activities that support the Secretary of Defenses intelligence and counterintelligence related responsibilities as outlined in Reference b. above. The term “MIP” excludes capabilities, programs, projects, and activities funded in the National Intelligence Program (NIP), and excludes intelligence activities that are associated with a weapons system whose primary mission is not intelligence. The MIP is directed and controlled by the Secretary of Defense. Resources included in the MIP were previously referred to as “Joint Military Intelligence Program” (JMIP) and “Tactical Intelligence and Related Activities” (TIARA); these terms are no longer in use. MIP resources are explained annually in detail in the DoD MIP Congressional Justification Books (CJB), prepared by ODCS, G-2, in coordination with ODCS, G-8 (DAPR-FDI).The Military Intelligence Program (MIP) data submission will conform to the requirements put forth in DoD FMR. (Reference a. above.) The Office of the Director of National Intelligence (ODNI) and the Office of the Under Secretary of Defense (Intelligence) (OUSD(I) provide further detailed guidance.All Army Commands, Service Component Commands, Direct Reporting Units and other organizations requesting or receiving Army MIP resources must submit their requests in accordance with all fiscal and administrative guidelines put forth by Army G-3, PA&E, and the Army Budget Office. In addition, all MIP requests must simultaneously be provided to the ODCS, G-2 (DAMI-RI). DAMI-RI will validate all requests for MIP funding, coordinating with other Army Staff and Intelligence Community elements as necessary. Requests submitted by claimants that are not vetted through DAMI-RI risk non-concurrence and deletion at OSD level; thus it is imperative that DAMI-RI is fully aware of all MIP requirements as early in the process as possible, so they may advocate and coordinate in the Intelligence Community for each initiative.Once submitted, MIP items will be a part of the total Army POM submission, included in all POM aggregations by G-8, G-3, and ABO, as appropriate. At the same time, DAMI-RI will gain G-2 approval for each items inclusion in the MIP, and forward the final Army MIP request to OUSD(I). DAMI-RI is responsible for reconciling discrepancies between OUSD(I), and Office of the Under Secretary of Defense (Comptroller) (OUSD(C) totals; it will coordinate and include in this reconciliation with ABO, PAE, the appropriate Program Evaluation Group (PEG), and the submitting organization.Army Commands, Service Component Commands, Direct Reporting Units and other organizations requesting or receiving Army MIP resources will be expected to monitor and report MIP execution and respond to periodic data calls at the request of OUSD(I) or the ODCSI, G-2. Some MIP participants will also be required to assist in preparing their portion of the annual MIP CJB.Any changes to programmed or supplemental MIP resources must be coordinated with DAMIRI, the OUSD(I) and in many cases, the House and Senate Committees on Intelligence.Questions concerning the guidance interpretation, data calls, and resource submissions should be addressed to Mr. Thomas Constable, 703-695-1 National Intelligence ProgramThe National Intelligence Program (NIP), formerly known as the National Foreign Intelligence Program as defined by the National Security Act of 1947 (as amended), refers to all programs, projects, and activities of the intelligence community, as well as any other programs of the intelligence community designated jointly by the Director of National Intelligence (DNI) and the head of a United States department or agency or by the President. The NIP does not include programs, projects, or activities of the military departments to acquire intelligence solely for the planning and conduct of tactical military operations by United States Armed Forces. Under the law, the DNI is responsible for directing and overseeing the NIP.The National Intelligence Program (NIP) data submission will conform to the DoD FMR requirements. See Reference a. above. The Office of the Director of National Intelligence (ODNI) and the individual NIP Program Managers (PM) provide further detailed guidance. NIP resources are annotated and justified in the ODNIs NIP Congressional Budget Justification Books (CBJB), but annotated only in the appropriate Defense justification books. No justification is required in the DoD justification books. The DoD guidance concerning NIP classification guidelines are included in DoD FMR. (Reference a. above.).All Army Commands, Service Component Commands, Direct Reporting Units and other organizations receiving Army NIP resources will submit their FY11-15 Intelligence Program Budget Submission (IPBS) in the specified NIP PMs data format, which in turn is submitted to ODNIs Integrated Resource Information System (IRIS). The FY11-15 IPBS submission will include complete resource data, base and overguidance justifications, performance data, budget projection 2020 data, and any other ODNI/NIP PM requirements formatted in the NIP budget structure and ODNI specific templates. PROBE and CIS will be reconciled to the PMs databases/spreadsheets and the ODNIs IRIS. All discrepancies between NIP PM databases/IRIS resource totals and PROBE/CIS totals will be reconciled by DAMI-RI, the component, Army Budget Office, Army PAE, the effected NIP PMs resource office and OUSD(Comptroller).ODNI and the NIP PMs provide detailed NIP IPBS administrative and procedural guidance. Various annual data calls are included within this annual guidance. All are required to use the ODNI specific data call templates when submitting responses.NIP data calls topics include Countries of Interest, Missions of Interest, Human Capital, Federal Information Security Management Act (FISMA), Cross-Domain Initiatives, Human Language Technology, Incentive Award Proposal, Foreign Language Incentive Pay, Foreign Language Capabilities, Rapid Technology Transition (RTTI) Initiatives, Science and Technology (S&T), Exercise Activity, Performance, and Lessons Learned.NIP changes must be coordinated with the ODNI and NIP PM. All will report changes from the FY 2010 Presidents Budget to the FY11-15 IPBS in their resource submissions. Military end strength changes must be coordinated at the HQDA level with the NIP PM during the IPBS with a MOA.
