球还是水球?The Wayle is a small river that cuts across the park near my home. I like sitting by the Wayle on fine afternoons. It was warm last Sunday, so I went and sat on the river bank as usual. Some children were playing games on the bank and there were some people rowing on the river. Suddenly, one of the children kicked a ball very hard and it went towards a passing boat. Some people on the bank called out to the man in the boat, but he did not hear them. The ball struck him so hard that he nearly fell into the water. I turned to look at the children, but there werent any in sight: they had all run away! The man laughed when he realized what had happened. He called out to the children and threw the ball back to the bank. Lesson31 Success story 成功者的故事Yesterday afternoon Frank Hawkins was telling me about his experiences as a young man. Frank is now the head of a very large business company, but as a boy he used to work in a small shop. It was his job to repair bicycles and at that time he used to work fourteen hours a day. He saved money for years and in 1938 he bought a small work-shop of his own. During the war Frank used to make spare parts for aeroplanes. At that time he had two helpers. By the end of the war, the small work-shop had become a large factory which employed seven hundred and twenty-eight people. Frank smiled when he remembered his hard early years and the long road to success. He was still smiling when the door opened and his wife came in. She wanted him to repair their sons bicycle! Lesson32 Shopping made easy 购物变得很方便People are not so honest as they once were. The temptation to steal is greater than ever before-especially in large shops. A detective recently watched a well-dressed woman who always went into a large store on Monday mornings. One Monday, there were fewer people in the shop than usual when the woman came in, so it was easier for the detective to watch her. The woman first bought a few small articles. After a little time, she chose one of the most expensive dresses in the shop and handed it to an assistant who wrapped it up for her as quickly as possible. Then the woman simply took the parcel and walked out of the shop without paying. When she was arrested, the detective found out that the shop-assistant was her daughter. The girl gave her mother a free dress once a week !lesson33 Out of the darkness 冲出黑暗Nearly a week passed before the girl was able to explain what had happened to her. One afternoon she set out from the coast in a small boat and was caught in a storm. Towards evening, the boat struck a rock and the girl jumped into the sea. Then she swam to the shore after spending the whole night in the water. During that time she covered a distance of eight miles. Early next morning, she saw a light ahead. She knew she was near the shore because the light was high up on the cliffs. On arriving at the shore, the girl struggled up the cliff towards the light she had seen. That was all she remembered. When she woke up a day later, she found herself in hospital.Lesson34 Quick work 破案“神速”Ted Robinson has been worried all the week. Last Tuesday he received a letter from the local police. In the letter he was asked to call at the station. Ted wondered why he was wanted by the police, but he went to the station yesterday and now he is not worried any more. At the station, he was told by a smiling policeman that his bicycle had been found. Five days ago, the policeman told him, the bicycle was picked up in a small village four hundred miles away. It is now being sent to his home by train. Ted was most surprised when he heard the news. He was amused too, because he never expected the bicycle to be found. It was stolen twenty years ago when Ted was a boy of fifteen !Lesson35 Stop thief! 捉贼!Rov Trenton used to drive a taxi. A short while ago, however, he became a bus-driver and he was not regretted it. He is finding his new work far more exciting. When he was driving along Catford Street recently, he saw two thieves rush out of a shop and run towards a waiting car. One of them was carrying a bag full of money. Roy acted quickly and drove the bus straight at the thieves. The one with the money got such a fright that he dropped the bag. As the thieves were trying to get away in their car, Roy drove his bus into the back of it. While the battered car was moving away, Roy stopped his bus and telephoned the police. The thieves car was badly damaged and easy to recognize. Shortly afterwards, the police stopped the car and both men were arrested. Lesson36 Across the Channel 横渡海峡Erna Hart is going to swim across the English Channel tomorrow. She is going to set out from the French coast at five oclock in the morning. Erna is only fourteen years old and she hopes lo set up a new world record. She is a strong swimmer and many people feel that she is sure to succeed. Ernas father will set out with her in a small boat. Mr Hart has trained his daughter for years. Tomorrow he will be watching her anxiously as she swims the long distance to England. Erna intends to take short rests every two hours. She will have something to drink but she will not eat any solid food. Most of Ernas school friends will be waiting for her on the English coast. Among them will be Ernas mother, who swam the Channel herself when she was a girl.Lesson37 The Olympic Games 奥林匹克运动会The Olympic Games will be held in our country in four years time. As a great many people will be visiting the country, the government will be building new hotels, an immense stadium, and a fine new swimming pool. They will also be building new roads and a special railway-line. The Games will be held just outside the capital and the whole area will be called Olympic City. Workers will have completed the new roads by the end of this year. By the end of next year, they will have finished work on the new stadium. The fine modern buildings have been designed by Kurt Gunter. Everybody will be watching anxiously as the new buildings go up. We are all very excited and are looking forward to the Olympic Games because they have never been held before in this country.Lesson38 Everything except the weather 惟独没有考虑到天气My old friend, Harrison, had lived in the Mediterranean for many years before he returned to England. He had often dreamed of retiring in England and had planned to settle down in the country. He had no sooner returned than he bought a fine house and went to live there. Almost immediately he began to complain about the weather, for even though it was still summer, it rained continually and it was often bitterly cold. After so many years of sunshine, Harrison got a shock. He acted as if he had never lived in England before. In the end, it was more than he could bear. He had hardly had time to settle down when he sold the house and left the country. The dream he had had for so many years ended there. Harrison had thought of everything except the weather.Lesson39 Am I all right? 我是否痊愈?While John Gilbert was in hospital, he asked his doctor to tell him whether his operation had been successful, but the doctor refused to do so. The following day, the patient asked for a bedside telephone. When he was alone, he telephoned the hospital exchange and asked for Doctor Millington. When the doctor answered the phone, Mr Gilbert said he was inquiring about a certain patient, a Mr John Gilbert. He asked if Mr Gilberts operation had been successful and the doctor told him that it had been. He then asked when Mr Gilbert would be allowed to go home and the doctor told him that he would have to stay in hospital for another two weeks. Then Dr Millington asked the caller if he was a relative of the patient. No, the patient answered, I am Mr John Gilbert. Lesson40 Food and talk 进餐与交谈Last week at a dinner-party, the hostess asked me to sit next to Mrs Rumbold. Mrs Rumbold was a large, unsmiling lady in a tight black dress. She did not even look up when I took my seat beside her. Her eyes were fixed on her plate and in a short time, she was busy eating. I tried to make conversation. A new play is coming to The Globe soon, I said. Will you be seeing it ? No, she answered. Will you be spending your holidays abroad this year ? I asked. No, she answered. Will you be staying in England? I asked. No, she answered. In despair, I asked her whether she was enjoying her dinner. Young man, she answered, if you ate more and talked less, we would both enjoy our dinner ! lesson41 Do you call that a hat? 你把那个叫帽子吗?Do you call that a hat ? I said to my wife. You neednt be so rude about it, my wife answered as she looked at herself in the mirror. I sat down on one of those modern chairs with holes in it and waited. We had been in the hat shop for half an hour and my wife was still in front of the mirror. We mustnt buy things we dont need, I remarked suddenly. I regretted saying it almost at once.You neednt have said that, my wife answered. I need not remind you of that terrible tie you bought yesterday. I find it beautiful, I said. A man can never have too into the cave hoping to find buried treasure. The leader of the party was examining the soil near the entrance to the cave when the machine showed that there was gold under the ground. Very excited, the party dug a hole two feet deep. They finally found a small gold coin which was almost worthless. The party then searched the whole cave thoroughly but did not find anything except an empty tin trunk. In spite of this, many people are confident that The Revealer may reveal something of value fairly soon.Lesson56 Faster than sound! 比声音还快!Once a year a race is held for old cars. A lot of cars entered for this race last year and there was a great deal of excitement just before it began. One of the most handsome cars was a Rolls-Royce Silver Ghost. The most unusual car was a Benz which had only three wheels. Built in 1885, it was the oldest car taking part. After a great many loud explosions, the race began. Many of the cars broke down on the course and some drivers spent more time under their cars than in them ! A few cars, however, completed the race. The winning car reached a speed of forty miles an hour-much faster than any of its rivals. It sped downhill at the end of the race and its driver had a lot of trouble trying to stop it. The race gave everyone a great deal of pleasure. It was very different from modern car races but no less exciting. Lesson57 Can I help you, madam? 你要买什么,夫人?A woman in blue jeans stood at the window of an expensive shop. Though she hesitated for a moment, she finally went in and asked to see a dress that was in the window. The assistant who served her did not like the way she was dressed. Glancing at her scornfully, he told her that the dress was sold. The woman walked out of the shop angrily and decided to punish the assistant next day. She returned to the shop the following morning dressed in a fur coat, with a handbag in one hand and a long umbrella in the other. After seeking out the rude assistant she asked for the same dress. Not realizing who she was, the assistant was eager to serve her this time with great difficulty, he climbed into the shop window to get the dress. As soon as she saw it, the woman said s many ties.And a woman cant have too many hats, she answered.Ten minutes later we walked out of the shop together. My wife was wearing a hat that looked like a lighthouse !Lesson42 Not very musical 并非很懂音乐As we had had a long walk through one of the markets of Old Delhi, we stopped at a square to have a rest. After a time, we noticed a snake-charmer with two large baskets at the other side of the square, so we went to have a look at him. As soon as he saw us, he picked up a long pipe which was covered with coins and opened one of the baskets. When he began to play a tune, we had our first glimpse of the snake. It rose out of the basket and began to follow the movements of the pipe. We were very much surprised when the snake charmer suddenly began to play jazz tunes and modern pop songs. The snake, however, continued to dance slowly. It obviously could not tell the difference between Indian music and jazz!Lesson43 Over the South Pole 飞越南极In 1929, three years after his flight over the North Pole, the American explorer, R. E. Byrd, successfully flew over the South Pole for the first time. Though, at first, Byrd and his men were able to take a great many photographs of the mountains that lay below, they soon ran into serious trouble. At one point, it seemed certain that their plane would crash. It could only get over the mountains if it rose to 10,000 feet. Byrd at once ordered his men to throw out two heavy food sacks. The plane was then able to rise and it cleared the mountains by 400 feet. Byrd now knew that he would be able to reach the South Pole which was 300 miles away, for there were no more mountains in sight. The aircraft was able to fly over the endless white plains without difficulty. Lesson44 Through the forest 穿过森林Mrs Anne Sterling did not think of the risk she was taking when she ran through a forest after two men. They had rushed up to her中国重庆文化创意产业创新基地项目建议书北京城市发展研究所二九年十二月中国重庆文化创意产业创新基地项目建议书目录第一章 项目总论第二章 项目背景第三章 项目基本情况第四章 主要建设工程第五章 基地招商范围第六章 基地功能第七章 基地经营管理第八章 建设资金筹集与经济效益预算第九章 项目实施进度安排第十章 结论和建议中国重庆文化创意产业创新基地项目建议书第一章 项目总论文化创意产业是指源自个人创意、技巧及才华,通过运用知识产权,创造财富和就业潜力的行业。包括广告、建筑设计、艺术和古董市场、手工艺品、电影与录像、数码娱乐、动画制作、时尚生活产品设计、软件及计算机服务、音乐、表演艺术、新闻出版业、电视和广播及旅游、博物馆、美术馆、文化遗产、休闲旅游、体育等行业。当前全世界文化创意产业每天创造产值220亿美元并以5%以上的速度递增。目前文化创意产业占美国GDP的12%;英国GDP的10%。就业人员各占全部就业人员的比例分别为20%、10%。美国影像出版等年收入超700亿美元,成为仅次于航天业的第二大出口创汇产业。近年来我国文化产业在全球金融危机中逆势上升。2008年中国文化产业总产值近4万亿元,成为新的经济增长点。为推进文化创意产业发展,北京、重庆两地单位联手合作,拟发挥各自广泛拥有文化创意、产业精英的优势,联合在巴南区惠民街道建设“中国重庆文化创意产业创新基地”。一、基地发展定位中国重庆文化创意产业创新基地的发展定位是形成以市场为导向,文化创意研发设计、生产制作、创业孵化、风险投资、文化旅游、贸易物流、信息交流、教育培训、展览展示等功能于一体的综合性文化创意产业基地,打造完整的文化创意产业链,成为重庆经济发展的支柱产业。 基地主要建设项目为中国重庆国际文化交流中心、中国文化创意产业展示交易中心、文化创意产业创业孵化中心、中国文化创意产业学院、国际书画家之家、文艺广场及生活服务配套设施。力争经过5年的努力,将基地打造成为我国文化创意研发企业的集聚区,文化创意成果的展示窗口,文化创意产业的交易中心,文化创意企业的孵化区,文化创意人才的培养基地。成为最具创新氛围、最具投资吸引力、最具企业发展空间、最具人文活力的新兴文化创意产业基地,成为新兴文化旅游中心和人们消费、休闲娱乐天堂。二、基地投资计划基地计划占地1500亩,建筑面积60万平方米。其中中国重庆国际文化交流中心大厦10万平方米,中国文化创意产业展示交易中心20万平方米,文化创意企业创业孵化中心10万平方米,相关配套服务区20万平方米。资金投入上,首期投入5亿元作为启动资金,并按照现代企业治理规则,成立专业项目公司,负责基地建设、管理和运行。同时根据项目需要,积极争取政府财政资助、金融机构贷款支持、发行债券、上市融资等渠道,组织建设资金;在条件允许时,吸收部分社会资金、风险投资基金等筹集建设基金,确保项目按时完成。三、基地发展目标中国重庆文化创意产业创新基地以市场化、产业化、国际化为基本运作思路,以高新技术为支撑,以创新创业为动力,建立起以市场为龙头,文化创意研发、生产制作、创业孵化、风险投资、教育培训、贸易物流、信息交流、展览展示等功能于一体的综合性文化创意产业园。总目标是:力争在2012年前引入、孵化1000家以上入园企业;引入经销户超5000家,年交易额超100亿元;全部就业人员超5万人,成为国内一流、国际闻名的大型综合性文化产业基地,成为重庆经济新的增长点。第二章 项目背景国务院关于深化文化体制改革的若干意见明确以发展为主题,以改革为动力,以体制机制创新为重点,形成科学有效的宏观文化管理体制、富有效率的文化生产和服务的微观运行机制、以公有制为主体、多种所有制共同发展的文化产业格局和统一、开放、竞争、有序的现代文化市场体系;要形成完善的文化创新体系,形成以民族文化为主体、吸收外来有益文化,推动中华文化走向世界的文化开放格局。2009年9月国务院发布了文化产业振兴规划。随后文化部发布文化产业指导目录。国家将重点推进的文化产业包括文化创意、影视制作、出版发行、印刷复制、广告、演艺娱乐、文化会展、数字内容和动漫等。国家对文化产业发展的支持力度前所未有。这表明,我国文化创意产业面临着前所未有的发展机遇。大力发展文化创意产业,也是重庆建设“五个重庆”的核心元素之一,是创新与发展重庆市经济社会的重要组成部份。重庆市委、市政府高度重视文化创意产业的发展,重庆市人民政府第79次常务会审议通过的重庆市创意产业“十一五”发展规划和重庆市人民政府关于加快创意产业发展的意见,为加快重庆市文化创意产业的全面与健康发展提供坚实的保障!我国文化产业发展,拥有众多的有利因素:1、得天独厚的文化资源。如悠久的文化传统,浩如烟海的文化典籍,多姿多彩的民族文化,独特的人文景观,魅力独具的自然风光,丰富的人力资源,广阔的文化市场等。2、坚实的经济基础。随着生活水平的提高,人民消费结构中教育、旅游、娱乐、信息、体育等文化消费所占比重越来越大。3、我国人均占有自然资源较少,人力资源丰富。文化创意产业以智力密集、知识密集、高附加值、高科技手段、低能耗等优势,符合我国经济发展基本要求。4、重庆具有发展文化创意产业的坚实基础。全市拥有各类艺术表演团体、演出经纪机构、文化、影视制作、出版、古玩等单位。IT产业基础雄厚,重庆大学、四川美术学院等众多高校、科研院所的人才资源都将成为重庆文化创意产业发展的坚实基础。第三章 项目基本情况1、项目名称:中国重庆文化创意产业创新基地2、项目选址:重庆市巴南区惠民街道(镇)3、拟请项目指导单位:文化部、新闻出版总署、广播电影电视部、国家旅游局、中国文化产业促进会、中国工业设计协会、中国广告协会、中国服装协会等相关组织和团体4、投资单位:由重庆市工商联创意产业商会牵头,联合重庆蓝设产业投资有限公司、重庆力中乡村投资股份有限公司等各方投资者,组建基地项目投资公司5、项目投资额:总投资20亿元6、建设规模:项目计划用地1500亩,建筑面积60万平方米。其中中国重庆国际文化交流中心大厦10万平方米;中国文化创意产业展示交易中心20万平方米;文化创意企业创业孵化中心10万平方米;相关配套服务区20万平方米。7、项目主要指标建筑密度:35%容积率:1.5绿化率:40%8、项目功能设计项目设计以建筑为体,产业为本,创意为魂。项目运作以市场化、产业化、国际化为基本思路。最终形成以市场为导向,文化创意研发设计、生产制作、创业孵化、风险投资、文化旅游、贸易物流、信息交流、教育培训、展览展示等功能于一体的综合性文化创意产业基地,打造完整的文化创意产业链。 9、规划立意文化创意产业基地是一种连接过去(丰富的文化遗产)、未来(文化创意事业)、现在(社会共享的多元文化),以个人创意和产业化的组织形态为核心的一种族群结构,是一种能聚集创意资源的优良社会结构。文化创意产业基地规划,遵循可持续发展原则,在完善内部功能的同时,坚持特色性、整体性的统一。文化创意产业基地以绿化为铺垫,灵动的水系为串联,产业功能区为线索,道路为框架,生态为理念,市场为中心铺叙全区空间构架,融汇先进文化元素的现代休闲设施,博物馆、科技馆、画廊、艺廊、特色走廊、步行街、影剧院、酒吧、茶室、音乐厅、保龄球馆、网球场、泳池、健身馆、汽车电影等混合组合,使创意人在紧张与放松、压力与兴奋的交替中,激发出最大的创造热情。第四章 主要建设工程中国重庆文化创意产业创新基地遵循市场化、产业化、国际化原则,项目功能设计以推动文化创意产业发展,有利于文化创意产业链的形成为指导思想,环绕主题,总体规划,分布实施。主要建设工程有:1、中国重庆国际文化交流中心中国重庆国际文化交流中心大厦是基地标志性建筑。大厦建筑面积10万平方米。主要为各国驻华文化机构、国内外文化创意企业、行业主管部门及相关服务机构提供办公、商务用房,成为有国际影响的文化创意产业集聚区。主办单位将发挥行业优势,协同外事管理部门和驻外使领馆现任和退任文化参赞等权威人士,邀请外国驻华文化管理机构在中心设立办事机构,并为其开展工作提供各种便利。通过他们的影响,吸引各国文化创意企业入驻。主办单位将协调国家(广告、媒体、设计、服装、影视、图书、建筑)等机构,在中国重庆国际文化交流中心大厦设立分支机构,创意策划举办国家级会议、展览、评比等活动,使其成为行业政策发布中心、活动中心、信息中心。大厦将集聚服务机构,如物流企业、教育培训机构、中介经纪服务机构、法律服务机构、风险投资机构,成为基地管理机构和综合办事场所。2、中国文化创意产业展示交易中心展示交易中心是为文化创意产业实现产业转化的关键。中心将全力争取文化部、新闻出版总署、广电总局等部门的支持下,为文化创意企业提供展示交易产品、服务的场所,使创意成果迅速转化为生产力;文化创意企业和创意族也可通过市场迅速了解国内外消费动态、消费信息、市场发展方向,以市场为中心进行创意创新。展示交易中心拟建面积为20万平方米,设立8000个展示单位,集聚5000个以上单位在此设点展示产业成果。展示交易中心配套建设20000平方米博览中心,用于政府有关部门、基地、展览机构及基地企业、个人等举办的各类展览、会议、画展、新闻发布会、产品发布会等活动。展示交易中心主要交易品种为影像制品、数码娱乐、动画、时尚产品设计、工业设计、图书、演艺经纪、软件及计算机服务、电视广播、经纪服务、民族手工艺品和休闲旅游景点、旅游用品等。展示交易中心在开展实物交易的同时,建设电子商务网站,进行网上交易,形成实物贸易与虚拟贸易相结合的一条龙服务体系。3、文化创意产业创业孵化中心孵化中心主要为各类准备创业的个人、新办企业、有创意成果但缺资金的个人提供商务、办公用房,提供融资、入股等孵化服务。孵化中心将在有关部门支持下,为入园企业争取资金、税收、房租、税费减免的支持,设立孵化企业创业基金,通过多种手段支持、促进企业的发展。孵化中心将设立为入驻企业、个人提供生产制作的服务场所。如电影电视拍摄、后期制作的摄影棚、编辑线;雕刻、广告制作、喷绘、模型制作;新闻发布、时尚产品发布、商务洽谈的舞台、会议室;实验剧场;印刷、复印服务等,让各类企业、个人享受全方位服务,促使入驻企业健康成长。4、中国文化创意产业学院为促进我国文化创意产业发展,为产业发展培养急需人才,主办单位将发挥自身优势,联合有关大学、研究机构,依托基地资源和重庆高校密集、人才密集的优势,建立文化创意产业学院(或依托著名大学在基地设立独立学院或分校),用于文化创意产业的人才培训、产业研究、国际合作交流。学院建设目标是以大学为基础,连接信息、软件、游戏、创意等各个产业,形成充满
