安全质量标准化达标规划实施专项考核细则安全质量标准化达标规划实施专项考核细则 第一章第一章 总则总则 第一条第一条 为进一步加强煤矿安全基础管理 全面提升煤矿安 全管理水平 根据 国家煤矿安全监察局关于印发 煤矿安全质 量标准化考核评级办法 试行 的通知 煤安监行管 2013 1 号 以及中国华电集团公司有关文件精神 结合 华电煤业集 团有限公司绩效管理办法 华电煤业企 2014 13 号 制定本 专项考核细则 第二条第二条 本细则适用于华电煤业系统各单位生产矿井 试生 产矿井 以下简称 各基层煤矿 基建矿井参照执行 第二章第二章 组织与组织与机构机构职责职责 第三条第三条 华电煤业安全监察局是安全质量标准化达标规划管 理与考核评定工作的归口管理部门 负责安全质量标准化达标规 划管理 检查与考核 生产与机电部 工程管理部是安全质量标 准化工作的业务指导和业务管理部门 参与考核评定 各基层煤 institutionalizationan 由煤矿分管副职领导任专业组组长 领导小组办公室设在安监部 科 安监部 科 是质量标准化工作的归口管理部门 负责安全 质量标准化达标规划管理 牵头组织开展检查与考核工作 各专 业部室负责本专业安全质量标准化工作的业务管理 检查与考核 工作 各区队是安全质量标准化工作的具体实施单位 第三章第三章 达标规划 计划管理达标规划 计划管理 第五条第五条 华电煤业统一研究确定各煤矿年度安全质量标准化 达标规划目标 各基层煤矿具体确定季度达标计划目标 并根据 年度和季度目标制定具体的达标实施方案报表 2014 年不连沟煤矿 隆德煤矿 肖家洼煤矿 小纪汗煤矿年 底要达到安全质量标准化一级水平 万胜二矿投产当季安全质量 标准化要达到 75 分 其中通风 地测防治水 采掘 机电 运 输专业均不得低于 75 分 季度考核中 不连沟煤矿不得低于一级水平 隆德煤矿 肖 家洼煤矿 小纪汗煤矿季度考核中不得低于二级水平 并且与上 季度比较 安全质量标准化水平必须有提升 第六条第六条 各基层煤矿 2 月底前将年度达标规划及实施方案报 表 每季度首月 5 日前将本季度达标计划及实施方案报表 上季 度达标计划完成情况报表报华电煤业安全监察局 以作为考评依 据 年度安全质量标准化达标规划及实施方案报表见附件一 季 度达标计划及实施方案报表见附件二 华电煤业每季度开展一次安全质量标准化检查考核 每年度开展一次综合考核 年度考核与四季度考核合并进行 各 基层煤矿按照 旬检月验 的原则 每旬开展一次检查 每月开 展一次考核 第八条第八条 考核办法 一 考核额度 安全质量标准化考核纳入华电煤业绩效管 理体系 按照 华电煤业集团有限公司绩效管理办法 华电煤 业企 2014 13 号 有关要求执行 考核额度具体体现在公司绩 效考核指标中执行力部分的单项重点工作中 考核权重为安全质 量标准化考核占各单位绩效工资总额的 5 每季度进行奖惩兑 现 二 考核内容 华电煤业对各单位安全质量标准化的检查 考核实行百分制 考核内容分为两部分 一是安全质量标准化达 标计划制定及实施情况 占 20 二是安全质量标准化现场达标 情况 占 80 具体内容见下表 考核项目考核内容分值权重备注 一 达标 计划制定 及实施情 况 20 1 1
