副组长按各自行政分工协助总指挥负责所分管部门的应 急和医疗救援工作 指挥 调遣院内各科室医疗救援力量和应 急处置 抢险维修人员 本小组中各位组员即是应急处置和医 疗救援的具体实施人 5 向当地突发事件应急处置和医疗救援领导小组或上一 级卫生行政主管部门汇报有关情况并接受其指令和任务 统一 口径对外发布有关信息 会同有关部门对突发事件的起因 损 失进行调查 评估 并将调查结果及时报告上级卫生行政主管 疗过程中突发事件应急处理类预案 护理部负责制订护理工作 中突发事件的应急处置预案 感染管理科负责制订医院感染爆 发紧急处置预案 预防保健科负责制订预防感染 食物中毒类 预案 计算机中心负责制订信息系统突发故障应急预案 设备 科负责制订水 电 气 医疗设备故障及突发辐射事件应急处 置预案 医院办公室负责各类预案的汇总 整理工作 以上范 围外的突发事件应急预案根据职能由主要分管部门负责牵头制 订 3 医院突发事件应急管理工作各级各类人员职责 1 当得知本地区有重 特大事件发生 各级各类医务人 员 包括医 护 医技 行政后勤人员 下同 均应主动赶赴 医院待命 随时准备投入救援工作 2 院内发生突发事件后 凡在医院或接到呼叫的医务人 员都应主动及时到达现场 中层以上干部到现场后应当立即向 现场指挥部报到 并接受其统一指挥和调遣 其他人员向本科 室主任或护士长报到 积极组织起来 参加应急处置和医疗救 援工作 3 医疗救援组 医生护士的主要岗位是在病人身边 应尽力保护病人的生 命安全 保障急 危 重病人及时准确的救治和快速撤离出危 险区域 安抚病人及陪客 组织和发动家属或轻病人开展自救 互助 接受指挥部指令 涉及到全院的突发事件 三级医师必 须到位 4 通讯联络组 建立医院各级各类人员通讯网络 及时维护医院通讯网络 的完整性和准确性 保证和督促中层以上干部和特殊工种岗位 组织设备 总务 高配等部门人员 积极采取措施 排查故障 不能及时修复时提供备用设备 尽 快恢复被破坏的交通 通信 供水 供电 供气 以保证临床 开展医疗救援工作和事故发生区域人们的生活所需 7 安全保卫组 建立医院安全保卫制度 在突发事件发生以后 负责院内 事故发生区域或全院的治安管理和安全保卫工作 合理调配人 力 维护秩序 保护现场 预防和打击各种犯罪活动 8 以上各组有 者
