确保各施工队伍优 质高效完成所承担的工程内容 特制定本管理办法 施工队伍管理的责任主体是项目经理部 公司相关部门按部门职责实施检查 指 导 协调的管理职能 一 施工队伍的选择一 施工队伍的选择 为了规范施工队伍 包括劳务队伍 的选择 以确保工程项目管理的各项指标得 到有效实施 进一步充实公司的施工实力 结合公司实际和项目管理的要求 特制定 本实施办法 1 项目中标后 由公司领导层 工程部 项目班子确定项目的施工队伍 2 如因项目需要 需选择公司以外队伍 由项目部拟订施工队伍选择方案 工程 部审核通过 项目部按方案选择拟选用队伍 报请领导层批准 项目部洽谈合同 3 禁止中介机构参与分包队伍的选择 4 项目结束后 项目部须对本项目施工队伍作出书面评价报公司工程部 作为工 程部调整施工队业绩 履历的依据 书面评价表式附后 二 施工队伍管理办法二 施工队伍管理办法 1 施工队伍服从所在项目部的统一管理 项目部对本项目施工队伍负有全面管理 责任 公司各职能部门通过项目部对施工队进行管理服务 指导 检查 2 项目部必须与施工队伍签订所承担工程内容的三级合同 合同中应明确工程内 容 工程单价 工期 质量 安全 文明施工等 各项目部需结合实际情况参照修改 完善后签订 合同格式详见附件一 3 对于项目实施时间跨年度的项目部 项目部应与施工队伍签订年度目标责任书 施工队解散后 的人员安置由人力资源部负责 6 2 施工队在项目施工时 队长负责本队人员的日常管理工作并制定考核分配方 案 其所隶属的项目部负责监督管理队部的日常管理工作 施工队主要岗位人员的增 减 由施工队向项目部申请 并由项目部报请人力资源部审批 由于项目业主原因发 生施工暂停时 以月划分时点并由项目部提出申请后经公司工程部确定 3 个月以内 冬雨季除外 施工队的所有费用均由原项目支出 3 个月以上部分费用财务部 工程 部在对该项目进行效益界定时 不计算在总经费内 6 个月以上原则上公司将安排参与 其他工程 6 3 外包队伍的人员管理由项目部按工程合同及项目要求负责 7 材料管理 7 1 材料管理由公司材料部 项目部 施工队共同负责 执行 材料管理办法 施工队或项目部具体负责现场材料管理 确保材料的进出库 领用原始凭证的真实 有效 完整 7 2 施工队负责小宗辅助性材料的采购和质量控制工作 负责对所有需使用材料 现场管理以及仓储工作 施工队对材料的实际耗用数量负全面责任 7 3 外包队伍的材料管理由项目部按 材料管理办法 执行 确保材料的进出库 领用原始凭证的真实 有效 完整 8 设备管理 8 1 设备管理由公司设备部 项目部 施工队共同负责 执行 设备管理办法 8 2 设备日常维护 保养 小修理由项目部督促施工队完成 设备部负责指导
