第一部分: 技术移民 一 技术移民一般性介绍 技术移民有三类: 1 Skilled Migrant Category - for people who have the skills, qualifications and experience New Zealand needs. (满足新西兰政府要求技能 学历和经验的人士） To be eligible for residence under SMC you must: 谁能申请？ be 55 or under be healthy be of good character speak English. 必须是55岁或者以下，身体健康，无故意犯罪而且证明有良好品性，能够讲英语，达到英语能力最低要求。To decide if you can apply we use a points system. You get points for age, experience, employability and qualifications. 申请者是否会有机会进入移民挑选名单，必须要通过移民局的评分系统，这个评分主要根据年龄 工作经验和工作经历以及学历等因素来考察。 How to apply 如何申请 There are two steps: 1.You complete an Expression of Interest, telling us about yourself, your family, your skills and your experience. 2.If you have enough points, we accept your Expression of Interest, and send you an Invitation to Apply. You complete it, and return it to us with your supporting documents.第一步：申请者填写有兴趣申请移民的表格， 告知申请者以及家庭情况；第二步：如果经过评分， 你获得足够的移民邀请分数，移民局会接受移民兴趣申请，邀请你申请移民。申请者填写申请表格，连同需要的材料证据送交移民局。 2 Work to Residence - for people who: are qualified in occupations that are in demand in New Zealand, or （获得新西兰雇主雇佣合同或者在艺术和体育上有特殊才能；此类申请需要先申请到一个工作签证，再转到移民签证） have a job offer from an accredited employer, or have exceptional talent in sports or the arts. This option allows you to apply for a temporary work visa as a step towards gaining permanent residence. 此类特殊技能人才申请，其雇主必须是移民局事先许可备案的。 3 Residence from Work - for people who are already in New Zealand on a Work to Residence visa, and want to apply for residence. （已经在新西兰的工作人士申请的移民签证）二 技术移民注意问题1 关于评分入选： #海外申请新西兰技术移民，一定要是紧缺行业且分数125以上才可以选上(最近一期有降分，115分可入选)；#海外申请新西兰技术移民，如果不属于紧缺行业一定要在140分以上才可以选上；#如果人已经在新西兰参加工作，100分就可以选上(无需是紧缺行业)；#不论申请人是在新西兰境内还是在海外，如果没有一份新西兰的工作，容易批WTR。#申请人是否已经对新西兰做出过贡献是移民考评中的重要因素。#如果贡献度为零，容易批WTR。#曾在新西兰留学、已经在新西兰工作一年以上并合法纳税，被视为对新西兰做出过贡献。#仅持有一份job offer，尚未开始上班，或刚刚开始上班，被视为贡献度为零。#在新西兰工作的时间越长，合法纳税越多，获取绿卡可靠性越强。#属需新西兰注册职业，须取得注册资格才可以申请移民，但是多数注册无法在海外完成，所以需要先入境。 2 关于学历： #新西兰移民局不认可中专学历与民办大学学历，无学历加分。#没有学历，也可以申请新西兰技术移民，但是需已经在新西兰技能就业且至少有3年以上的工作经验；#新西兰移民局认可中国教育部颁发的正规高等学历，包括成教学历、自考学历、广播电视大学、远程教育学历。#新西兰移民局认可中国人力资源与社会保障部(原劳动部)颁发的国家职业资格证书，高级证等同大专学历。#无高等学历者，可先在国内考取一个国家职业资格证书(高级证或以上，如厨师证、钳工证)，再入境寻求相关工作，然后提交技术移民申请。 3 关于英语： #申请新西兰技术移民，英语能力不参与计分；#原则上，新西兰移民局要求主申请人雅思必须达到6.5分(平均分，A/G均可，单项无要求)；#申请人为新西兰两年大专课程、本科或以上课程毕业生，直接豁免雅思要求。#申请人如果是英语系国家高等学历，有机会豁免雅思要求；#申请人如果有英语系国家工作经历，有机会豁免雅思要求；#申请人如果已经在新西兰工作一年以上，有机会豁免雅思要求，工作时间越长，豁免可靠性越高； 4 关于紧缺行业： #非紧缺行业，只要有job offer，可以申请技术移民；#如果属紧缺行业，只要有一份新西兰的相关工作，并不需要满足紧缺表中的要求；#在新西兰就读紧缺专业，并不能在毕业后直接申请绿卡(需找到工作)； 5 关于留学： #选择留学移民，报读硕、博类高等学历与能否轻松获得绿卡无直接因果关系。#事实上，一个MBA硕士没有一个维修工移民容易，因为技工容易就业。#工科类移民比商科类移民要容易，因为前者移民时无职位要求、无年薪要求。#新政后，在新西兰留学完，不能直接申请绿卡，需要本地就业后，才具有申请资格；#新政后，一年大专课程，必须在2012年4月2号前入学，否则无毕业生工签；#新政后，短平快的移民课程是一年Graduate Diploma课程，可以跨专业就读；#新政后，核心在于选择就业率高的专业。 6 关于工作： #无论如何，拥有一份新西兰的技能工作会被优先给予绿卡。#已经在新西兰从事技术性工作，满3年以上申请绿卡成功率为80%，5年以上接近100%#可以是华人雇主提供的job offer担保移民。#在洋人雇主那里上班，更容易申请技术移民。#如果是买job offer申请技术移民，勿被移民局发现，因为并不合法。#非技术性工作无法申请技术移民。#自雇性质的工作无法申请技术移民。#持有技能工签，可享有基本福利，如配偶工签，子女免费上学。#非技能工签，无福利。 7 其它： #乙肝病毒携带者可以移民新西兰，无论是大小三阳，前提是肝功正常，肝脏无纤维化。#陈旧性肺结核可以移民新西兰，前提是已经治愈，不再具有传染性。#艾滋病感染者无法移民新西兰。#有过犯罪记录的人无法移民新西兰。#年龄56岁以上无法申请技术移民。#只要人在新西兰，不论何身份，都可以担保亲友前往新西兰探亲。#全家申请新西兰绿卡，对主申请人以外的配偶、子女、父母无英语/年龄/学历要求。（附上移民局紧缺专业名录）第二部分：投资移民 投资移民分为一般的投资移民和商业创业移民。 一 、一般投资移民There are two categories: Investor Plus (Investor 1 Category), and Investor (Investor 2 Category). Once your Long Term Business application is approved, you will initially be given a nine-month work visa, enabling you to buy or establish your business in New Zealand.
