Standard for Green HotelSource: China Hotel AssociationPrefaceAs the depravation of the ecological environment in the whole world day by day, the environmental protection and the promotion of the green consumption have been attentive by people day after day. The sustainable development strategy established by the State Council and the “Three-green project” recently released by the economic & trade commission in the central government have proposed the requirements for the sustainable development and the management works for the environment in the hotel sector in our country. Meanwhile, due to the international exchanges are more and more frequent after our country joined the WTO and the successful application for the Olympics to be held in Beijing, the green consumption has gradually become the mainstream for the consumption in the future.In order to respond to this kind of the situation and requirements, and regulate and strengthen the environmental behaviors in the hotel sector, and guide the enterprise to more consider the demanding elements in the consumer in their operation activities, like the environment protection, the security and the health, etc, this standard is specially established.The establishment of this standard refers to the international traditions, uses the advanced experiences for the implementation of the green hotel in the foreign countries as the references, and combines the operation situations in the hotel sector and the consumption level of people at the current stage in our country, to provide the practical and feasible directing opinions for establishing the green hotel, implementing and strengthening the works of the environmental management in the enterprise.The establishment, the implementation and the maintenance of the green hotel are a sustaining development process. Due to the development of the technology for the environmental protection, the continuous deepening of the acknowledgement for the environmental protection and the increase of the comprehensive management level in the hotel as well as the improvement of the environmental achievements, this standard will follow the actual situations to be continuously amended and improved.This standard is proposed, and administrated by China Hotel Association, and it should be responsible for the interpretation and the amendment of the standard.The draft-out entity of this standard: China Hotel Association, National Technical Committee for the Quality Management and the Quality Assurance Standardization.The main draftsmen for this standard: Mr. Han Ming, Mr. Li Renliang, Mr. Chen Xinhua, Mr. Chen Yong, Mr. Zhou Heping, Mr. Ping Anwen, and Mr. Zhang JunRules for the management of the green hotel1. General1.1 PurposeThis standard regulates the requirements that the enterprises should fulfill for the application of the assessment of the “green hotel”, such as the hotel, the guesthouse, the vacation resort, the restaurant, and the dining house, etc.1.1.1 To verify it is capable to stably provide the service contents in the green hotel required by the customer and the applicable regulations.1.1.2 Through the sustaining improvement, increase the satisfaction degree of the consumption by the consumer and the functions for the environmental protection.1.2 Application scopeThis standard is applicable for the enterprises like the hotel, the guesthouse, the vacation resort, the restaurant, and the dining house, etc, within the territory of PRC.2. Quoted standardsThrough the quotation in this standard, the clauses contained in the following standards compose the clauses in this standard. When this standard is published, the new editions are all valid, and all the standards will be amended, and the parties using this standard should explore the possibilities for using the updated editions of the following standards.GB/T 19001-2000 Requirements by Quality Management System (ISO9001: 2000)GB/T 24001-1996 Requirements by Environmental Management System (ISO14001: 1996)3. DefinitionThis standard adopts the following definitions3.1 Green hotel: the hotel that applies the concepts of the environmental protection, the health and the security, promotes the green consumption, protects the ecology and reasonably uses the resources, whose core is to provide the green guestroom, the green food and beverage that are comfortable, secured and good for the health requirements for the human being to the customer, and reinforce the protection for the environment and the reasonable utilization of the resources in the process of the production and the operation.3.2 Green consumption: means when people are purchasing the commodity and consuming, they are concerned about the problems of the impacts for the environment in the production, the use and after being abandoned of the commodity, and are concerned about the problem of the environmental protection during the consumption process. 3.3 Green food: means to abide by the principle of the sustainable development, and follow the regulated requirements to produce the food that has no pollution, and is secured, quality and nutritious using the symbol of the green food as recognized and permitted by the professional institutions.4. Classification and symbolThe green hotel is classified as five grades, and according to the efforts in the different levels made in terms of the provision of the green service and the environmental protection in the enterprise, etc, it can be classified into five grades of Class A, Class AA, Class AAA, Class AAAA as well as Class AAAAA. The class AAAAA is the highest class.Class A: means that the hotel complies with the laws and regulations in the country in terms of the environmental protection, the hygiene and the security, etc, and has begun to implement some measures for improving the environment, and has made the commitment for the time in term of the key environmental principles.Class AA: means that the hotel has made the certain efforts in terms of providing the green service for the customer and reducing the impacts of the enterprise operation for the environment, and has achieved the initial effects.Class AAA: means that through the continuous practice, the hotel has achieved the outstanding progress in term of the ecological benefits and results, and holds the leading position in the hotel sector in their own area.Class AAAA: means that the services and facilities in the hotel have obtained the highly recognition by the society in the practice of improving the ecological benefits, and continuously proposes the new innovations, and holds the leading position in the hotel sector within the country.Class AAAAA: means that the ecological benefits in the hotel hold the leading position in the hotel sector in the world, and the various items of measures continuously improved by it have been adopted and followed by the hotels at home and abroad.5. Reference and assessment methods for the classification5.1 The reference for the classification is the standard for the green hotel.5.2 Assessment method5.2.1 The enterprise voluntarily signs up from China Hotel Association and its designated institutions, and organizes the related personnel to attend the training.5.2.2 The enterprise will refer to the standard and the specifications for the green hotel to deploy and implement the activities. According to the need in the enterprise, National Assessment Institution for the Green Hotel will dispatch the experts for the specific instructions. 5.2.3 The enterprise should follow the implementation results to fill out the related appraisal materials to be reported to National Assessment Institution for the Green Hotel.5.2.4 After National Assessment Institution for the Green Hotel reviews the materials in the written form, it will dispatch the assessment team to the field for the check and the assessment, and issue the assessment report and confirm the class.5.2.5 One enterprise will be assessed for one class, and if the enterprise is composed with several branches, it should follow the actual situations in various branches to respectively assess the classes. If it is a chain store, it can be uniformly declared, and assessed in once.6. Principles for the classification and the management6.1 The assessment for the green hotel adopts the voluntary application by the enterprise, and the enterprise that has been assessed as the green hotel should implement the compulsory management system.6.2 The green hotel that has been assessed should be granted with the symbol plate for the green hotel in the corresponding class, and after being assessed and permitted by the expert committee, the food and the beverage produced by this enterprise can use the symbol of the “Delicious green food” and be granted with the certificate.6.3 The symbol plate for the green hotel is uniformly fabricated and granted by National Assessment Institution for the Green Hotel, and without the authorization or the consent, any entity or individual should not use as will.6.4 The green hotel that has been assessed should have the yearly supervision once per two years by National Assessment Institution for the Green Hotel, and have the reassessment once per four years. During this period, as applied by the enterprise, the assessment for the class upgrade can be arranged. Meanwhile, China Hotel Association will also have the aperiodic secret visits, and after the personnel for the supervision, the secret visit and the reassessment bring forth their certificates for the assessors and the letter of authorization by the assessment institution for the green hotel, the hotel should actively cooperate to deploy the related works. The valid period of the symbol is four years (calculating from the date of the issuance of the certificate).6.5 During the period of using the symbol by the enterprise, once the incompliance with the standard found or other behaviors bringing the direct or indirect benefit damages for the consumers occurring, it will be treated for the warning, the degradation or the plate removal, etc depending on the seriousness of the behaviors.7. Assessor7.1 The assessment works for the grade of the green hotel should implement the assessor system. The assessor must have the professional training and examination, and the eligible will be granted with the qualification certificate of the assessor.7.2 The qualifications of the assessor for the green hotel are divided into three grades of the junior, the intermediate and the senior to implement the registration system. The registered junior assessor is qualified to implement the internal audit for the enterprise of the green hotel, the registered junior assessor is qualified to implement the external audit for the green hotel, and the registered senior assessor is qualified to occupy the team leader of the external audit team for the green hotel.7.3 During the four-years period, the assessor should accept the retraining and the validation on the periodic basis, thus to confirm its registered qualification.7.4 The assessor should follow the regulated audit procedures to audit, and should strictly execute the related disciplines.7.5 Only after accepting and executing the letter of accreditation by National Assessment Institution for the Green Hotel, can the assessor execute his responsibilities for the assessment.Standard for the green hotelA1 PreconditionsA1.1 It should strictly abide by the related laws and regulations on the environmental protection, the energy saving, the hygiene, the epidemic prevention, the food, the fire fighting and the planning in the country, and various items of licenses are complete and valid.A1.2 The highest management in the hotel must appoint the special person (The green representative) to be responsible for the task of the construction of the green hotel in this enterprise, and the hotel should have the green working plan, and make clear the environmental targets and action measures, and improve the related regulations and systems on the public security, the food safety, the energy saving and consumption reduction, as well as the environmental protection, and continuously renovate and develop them, and the hotel management should check the fulfillment situation of the targets and the execution situation of the regulations and systems on a periodic basis.A1.3 The training programs on the public security, the food safety, and the environmental protection in the hotel should be participated by all the staff, thus to improve the concepts for the safety and the environmental protection in the employees, and the person in charge of the works of the construction of the green hotel must attend the trainings and the education on the issues of the security and the environment.A1.4 In the guest activity area, the guests are encouraged and led to have the green consumption in forms of the notice and the demonstration board, etc, to make them concerned about the green activity. After being granted with the “Green hotel”, the hotel must place the plate in the obvious position.A1.5 Related documents and files for the green hotel are established.A2 Save the water consumptionA2.1 The new-type water-saving equipments should be actively introduced, and many types of the water-saving measures should be taken, and the callback and the utilization of the water resource should be reinforced.A2.2 The total volume of the water consumption in the hotel should be recorded at least once per month, and the flush volume of the water every time in the toilet, the flux of the water per minute in the water faucet, the water flux of the water faucet in the plunge bath, the water consumption in the urinal, and the water consumption in the dish washer, etc all have the clear standards to be executed.A2.3 The water consumption in the hotel is mainly in the guestroom, the cleaning of the kitchen and the dishware. Various primary departments should have the standards and the responsibility systems for the rated volumes of the water consumption.A2.4 The water consumption in the hotel should be supervised at least once per month, and the water measurement system should be established to record and analyze the situation of the water consumption.A2.5 The water leakage in the water faucet is strictly prohibitedA3 Energy managementA3.1 The hotel should have the report from the energy management system, and at least once of the supervision for the electrical balance should be fulfilled in one year, and various primary departments should have the rated volumes and the responsibility system for the energy consumption of the electricity and the coal (the oil).A3.2 The equipments for the ventilation, the refrigeration and the heating should reinforce the daily maintenance and the cleaning management, and should be equipped with the supervision system, and the airproof situations in the refrigerator and the window should be checked every year, and the inspection report should be compiled.A3.3 Improve the measurement system for the utilization of the energy in the hotelA3.4 Actively adopt the new technologies for the energy saving, and the enterprise with the conditions should use the recyclable energy system (the heat supply device by the solar energy, and the terrestrial heat, etc).A4 Environmental protectionA4.1 The sewage discharge, the emission of the smoke and the dust in the boiler, the emission of the waste hot gas, the emission of the air pollution in the kitchen and the noise control in the hotel should fulfill the related standards in the country.A4.2 The use articles for the bath and the wash should not contain the phosphor, with the correct use and volume, thus to reduce the impacts for the environment to the minimum.A4.3 The refrigerator, the air conditioner and the cooling water unit, etc should actively adopt the environmentally friendly equipments.A4.4 The indoor green should be coordinated with the environment, without the pollutions in the decoration, and the air quality complies with the national standard.A4.5 The green coverage rate in the outdoor lands that can be green reaches 100%.A5 Garbage managementA5.1 The hotel should control and manage the garbage by means of the categorization of the garbage, the reclaiming utilization and reducing the quantity of the garbage, etc.A5.2 The hotel should establish the equipments for the collection of the garbage in categories so as to reclaim and utilize the garbage, and the staff can categorize the garbage as per the specified standards.A5.3 Fulfill the promotion for the treatment of the garbage in categories for the guest.A5.4 There are the special depositary points for the hazardous castoffs like the waste battery, etc.A6 Green guestroomA6.1 There are the non-smoke guestroom levels (The non-smoke small building).A6.2 The one-off use articles for the guest like the toothbrush, the comb, the small fancy soap and the slipper, etc and the cotton textile articles like the towel, the pillowslip, the bedsheet and the bath gown, etc should be replaced as requested by the guest, to reduce the times of the wash.A6.3 Alter (Using the degradable material), simplify or cancel the packages used for the living, toilet and bath articles in the guestroom.A6.4 The green plant good for the human being should be placed.A6.5 The clean drinking water should be supplied.A6.6 The daylighting in the guestroom is sufficient, with the good new air system, and in the closed status, there should be no peculiar smells and noises indoors, and the inspections for various items of the pollutants and hazardous gases all should comply with the national
