It is fair to say that the patent system has played an increased important role in Chinas economic , social , scientific and technological development . To summ up in the year of 2009, in terms of patent application and grants , we have taken note of 5 feature .一是国内专利申请量持续呈现快速增长的态势。first the number of domestic patent applications continuous to raise quickly . 据统计，2009年中国专利申请量达到97万件，比上年增长17.9%，而且其中国内专利的申请量同比增长达到22.4%。According to statistics , in 2009 , patent applications in China reached 970,000 up 17.9% the previous year , 二是国内发明专利的比例不断提高。Second , if you look at the overall number of sunch application percentage , the Chinese inventions continuous raise quickly .在国内的三种专利申请中，去年发明专利的比例达到26.1%，比五年前提高2.5个百分点。Among the 3 categories of patent application publications , last year the number of invention applications rose 26.1% , that was 2.5 percentage higher than the situation 5 years ago . 国内发明专利的申请占整个发明专利申请的总量达到73% the percentage of domestic inventions made up 73% of the overall invention applications we recieved .同比增长18%，这是一个非常了不起的成绩。up by 18% of the previous year , that is very outstanding story .三是企业创新的主体地位基本确立。Third, the percentage from those abroad making up 50.9% of total .That is a very good example showing that our businesses have increasingly become the main creator of party to patent cooperation organization treaty , the nuber of application we receive only stood at 103, and last year alone however the number jump to nearly examination is 25.8 months , the circle for pratical new examination is 5.8 months , and for the layout and design , the circle is 5.5 months , by the global standard ,relatively speaking China has for me personally to be involved in China-U.s economic and trade consultation , not in the SED you spoken about , also in the JCCT , which is Joint commission on commerce and trade between u.s and china . each time the chinese said , raising the issue asking for the u.s to relax its hi-tech exports control to china, however those remarks seems will not take aboard with u.s side your question , about the international level of trade mark examination , according to the standard of world intellectual property organization , if you look at agreement , which does set a circle of chinas examination it should be less than 1 year ,that is why we can finish the job within one year , that is an international standard . 第二个问题，关于国家工商总局、商标局三年内能不能解决商标积压的问题，可以明确的说，完全没问题。the second part of question is that whether the state trade mark bureau will address backlog within 3 years , I am confident about it , I think there is no problem. 因为大家知道，商标是知识产权的重要组成部分。随着我国经济社会的发展，改革开放的深入和扩大，商标事业的发展也非常快。you know this very well , trade mark is an important part of intellectual property , in the course of chinas rapid economic and social development , and given the factor that our reform and opening keep deepening and expanding , the work related to trade mark has been progressing fast as well .年申请量由改革开放初期的2.6万件，猛增到去年的83万件，猛增了20多倍，连续八年在世界排在第一位。if you look at the situation in the earlier days of chinas reform and opening up , that was in earlier 1980s , we only received around 26,000 sunch trade mark applications , last year , along , however , the number jumped to 83,000 that was 20 folds increase , for 8 years in a row , china ranks 1st globally .由此而产生的商标审查周期大大延长，达到了36个多月，到2007年底积压了180多万件，国内外意见非常大。with that fact the trade examination circle has been extented by a large margin to 36 months , in late 2007 we had a serious backlog 1.8 million outstanding cases , that was a subject of growing camplain from home and abroad .对此，国家工商总局非常重视，按照国家知识产权战略纲要的要求，采取了一系列重大措施，解决商标审查积压的问题。the state administration for industry and commerce have taken this challenge very seriously , according to the china , national IP strategy , we have take a range of decisive measures to address the backlog .我们通过采取加强班子队伍建设，增加商标审查的工作人员，实行激励机制，签署责任书等措施，明确提出三年解决积压，五年达到国际先进水平的目标。as I said earlier , we have rolled out a range of important measures , such as building up our team , increasing the professionals dealing with the examination , offering the policy of incentive and signed accountability letters , our goal is clear , that is within 3 years we will address backlog issue , and within 5 year , china will be one of leaders in this area . 2008年我们审查商标75万件，第一次实现了自2000年以来商标审查量大于商标申请量的可喜局面。in 2008 , we examed 75,000 trade marks , that was 1st time since 2000 , that the number of examinations exceeded the number of applications , that was quite encouraging .因为2000年的时候，商标申请量22万件，而我们当年的审查量是18万件。从那一年直到2007年都是商标的申请量大于商标的审查量。in the year 2000 , we had 220,000 applications , alongside 180,000 examinations . from that year all the way to the 2007 , the examinations always smaller than applications .2008年当年的商标申请量69.8万件，审查量75万件，八年以来第一次实现审查量大于申请量，而且审查周期由36个月缩短到30个月。in 2008 we had 698,000 applications , and the examination done has stood at 750,000 as I said earlier that was 1st time in 8 years , that the number of examination exceeded the number of application , and the avarage examination circle was look at the number of trade mark applications we hit a record high , reaching 834,7000 cases and we examed 1.4105 million sunch applications , that is to say our workload for 1 year was equivalent to short from 30 months to 17 months , actually , we received congratulation letters within wipo , from its memeber countries , including .they thought it was really something very important , becacuse with sunch progress we can better address concerns their businesses operating in china , they feel very it very munch encouraged .到目前为止，我们国家的商标注册累计申请量达到722万件，已经注册的商标达到427万件，商标的年申请量达到了83万件，均居世界第一。as a result the number of trade mark application and registered 7.22 million , the number of registration stood at 4.27 million 830 同时，国外企业通过马德里协定到中国申请注册的商标达到14.28万件，连续五年世界第一。at the same time the number of trade mark applications filed by foreign businesses operating in china ,according to madrid agreement , reaches 142.8000 that is largest globally for five years in succession . 我们国家的企业通过马德里协定到国外申请注册的商标达到9721件，连续五年居世界第八位。the number trade mark application filed by chinese businesses abroad according to the madrid agreement has reached 9721 , that is the 8th largest globally for 5 years in succession .4月26号，世界知识产权总干事为我们第十个世界知识产权日致辞中说到，中国有着世界最大的商标局，仅去年的商标申请量就达到80多万件。that was why 3 days ago , that was on 26 of April , WIPO director general in his congratulate letters massage on the world property day , puting it out that china has world largest trade mark office , and last year alone , china received over 800,000 trade mark applications 我们一定要按照国家知识产权战略纲要部级联席会的要求，按照我们设定的三五目标的要求，今年完成商标审查量140万件，审查周期缩短到一年之内，彻底解决积压问题。that is why we will take actions , according to the requirements of entire agency meeting mechanism , for implimentation of national IP strategy , and the objective we laid out , including the . our goal is clear , we will exam this year 1.4 million cases , and the examination circle on average will reduce to less than 1 one important component of important assets is intangible , that is intellectual property right . as a result the chinese government in the course of intensify ip protection . will also increase the
