The course participants are supposed to achieve the following objectives: understanding of the central concepts and models of modern public economics; ability to identify and analyze some basic policy problems in this field.课程简介: The course of Public Economics is to introduce the role of government in the economy and governments effect on the economy both positively and normatively. It aims to provide an understanding of why and how government behaves as it does, how its behavior influences the behavior of private firms and households, and what the welfare effects of such changes in behavior are. In specific, the course discuses on the one hand the governmental action against market failures such as the failure of competition, public goods, externalities, incomplete markets, and asymmetric information, and on the other hand the governmental intervention towards income distribution as well as consumption even without market failure for the purpose of social equity and merits. The key issues are welfare economics, public choice, and the economic analysis of government effects including government failures. The latter one is also the most difficult issue in the course due to its various economic models.Public economics, as a major branch of modern economics, is an important compulsory course for advanced undergraduate students in economics specialty. This course, due to its bilingual character, is an introductory course for the branch. Since the bilingual courses are rare in the economics specialty of our university, it is quite important for the students to undertake the course. In order to improve our educational effectiveness, both English and Chinese will be used in the class. Text study, case study, question and answer session, discussion, and students presentation would be some of the characters of this course.教学内容:PART I: INRODUCTION1.
