1. 项目概要: Overview:1.1 项目名称:“智慧新城”城市设计及启动区修建性详细规划方案设计 Project name: Urban Design of “Wisdom New Town” & Detailed Constructive Planning Scheme for Initiating Zone1.2 基地概况: Site profile:1.2.1 项目选址区域:禅城区季华二路以南,禅西大道以西,东平河以北围合的区域。总用地面积约2700亩,其中启动区的建设用地约占500亩(可根据城市设计方案及区政府的有关要求作适当调整)。 Site location: the project is located at the south of No. 2 Jihua Road, the west of Chanxi Avenue and the north of Dongping River in Chancheng District. Its total land area is about 2700mu, including 500mu for construction of the initiating zone (to be adjusted according to the urban design scheme and relevant requirements of the district government). 1.2.2 概况:为促使智慧型产业在禅城迅速落地生根,禅城将以佛山高新区为依托,打造战略新兴产业核心基地,目前已经预留了足够的土地空间,并出台相关配套政策(资金、人才、土地),加快创新平台、服务平台建设。禅城智慧型现代产业体系将包括加快发展战略性新兴产业,重点发展现代服务业,改造提升优势传统产业三大方面内容。禅城将着力培育光电产业、新IT产业、物联网产业、新能源产业等四大战略性新兴产业;发展总部经济、金融服务业、现代物流业、服务外包业、商务会展与中介服务业等五大现代服务业。 Overview: In order to promote rapid rooting of wisdom-type industry, Chancheng will create a key strategic emerging industry base, based on the High-tech Zone in Foshan. At present, there is sufficient land area preserved, and relevant supporting policy issued (fund, talent, land), so as to quicken the construction of innovation and service platforms. Modern wisdom-type industry system of Chancheng will include three aspects, i.e. quick develop strategic emerging industries, principally develop modern service industries, and reform and improve predominant conventional industries. Chancheng will put forth effort to develop four major strategic emerging industries, i.e. opto-electronics industry, new IT industry, logistic network industry and new energy industry; to develop five major modern service industries, including headquarters economy, financial service industry, modern logistics industry, service outsourcing industry, business conference and intermediate service industry, etc. 广佛都市圈是珠三角的核心都市圈,是广东地区的地理中心及产业链条中心、行政管理中心,也是泛珠三角的核心区域。广佛都市圈的目标是推动新一轮经济起飞,广佛都市圈的建设,使佛山和禅城面临着巨大的历史机遇,这对于提高禅城在佛山和整个珠三角甚至泛珠三角的地位,提升其综合服务功能都具有巨大的促进作用。正准备建设的地铁2号线沿将季华路高新园区范围设两个站点,通向广州交通枢纽广州新客站,高新园区具有广佛都市圈建设得天独厚的区位条件。 Guangzhou-Foshan Metropolis Circle is the core metropolis circle in Pearl River Delta Region. Besides, it is the geographic center, industrial chain center and administration center of Guangdong Region. And it is also the core area of Pan Pearl River Delta Region. The goal of Guangzhou-Foshan Metropolis Circle is to push forward a new round of economic take-off. The construction of Guangzhou-Foshan Metropolis Circle provides both Foshan and Chancheng with enormous historic opportunities, which will bring forth enormous stimulation to improve the position of Chancheng in Foshan, the whole Pearl River Delta Region and even the Pan Pearl River Delta Region, and to enhance its integrated service function. Two stations of the No. 2 subway line under construction will be set within the High-tech Zone of Jihua Road. This subway will lead to Guangzhou New Passenger Station which is the transportation junction of Guangzhou. The High-tech Zone has advantaged regional conditions for the construction of Guangzhou-Foshan Metropolis Circle. 1.2.3 水文地质等情况:(见附件) Hydrogeological conditions: (see the attachment)1.3投资控制:启动区首期不超过12亿元人民币Investment control: the first phase of the initiating zone should be no more than RMB 1.2 billion yuan.2. 规划设计范围: Scope of conceptual design:2.1 季华二路南侧,西至季华大桥,东至禅西大道、南至东平河北岸,规划范围总面积约183公顷。示意图如下: The total area of planning scope is about 183 hectare. It is at on the south of No. 2 Jihua Road, the west to Jihua Great Bridge, the east to Chanxi Avenue, and the south to the north bank of Dongping River. The schematic diagram is as follows:3. 规划设计内容: Content of conceptual design:3.1发展目标Development goal1. 根据佛山市禅城区城市总体规划的中远期目标 According to the long-term goals of the Overall Planning of Chancheng District, Foshan品牌企业全面带动园区经济的发展,工业具备强大的技术创新能力,高新技术产业发展走向规模化,总部经济和现代都市型工业全面形成。 Brand enterprises will all-roundly drive economic development of the zone. The industry has powerful technological innovation ability. Development of the high-tech industry is on the way to enlargement. Both the headquarters economy and modern metropolis industry have been all-roundly formed. 打造区域性的现代产业中心。 Create regional modern industry center. 形成传统产业升级与新兴产业互动并进的现代化产业区,现代城市景观与生态环境交相辉映的魅力城区,适宜工作、适宜生活的人文和谐区。 Build up modernized industrial area to upgrade traditional industries and advance emerging industries, establish a charming urban area with modern urban landscape and ecologic environment, and create civilized and harmonious area suitable for working and living. 实现国民经济跨越式协调发展。 Realize the leap-forward and harmonized development of national economy. 2. 区委区政府提出该规划范围的建设目标 Objectives of this planning scope proposed by District Party Committee and District Government 依托高新区打造媲美北京中关村的智慧新城,智慧新城的建设应在理念、技术具有创新性、前瞻性,是引领未来发展的智慧示范区。 Base on the High-tech Zone to create a “Wisdom New Town” which is able to match with Zhongguan Village, Beijing. The construction of “Wisdom New Town” should be innovative and prospective in theories and technology. Moreover, it should be a wisdom demonstration area leading the future development. 打造高端、创新、低碳产业聚集的金融服务基地、金融交易平台、高新技术创新中心、信息服务平台、总部经济基地,成为珠江三角洲高端人才活跃的平台。面向亚洲,吸引跨国公司、科技创新企业的资本、技术和人才的产业基地和研发中心。 Create a financial service base of high-end, innovative and low-carbon industries, a financial transaction platform, a high-tech innovative center, an information service platform and a headquarter economy base, so that it will become a platform with high-end talents in great force in the Pearl River Delta. Facing with Asia, it will become an industrial base and R&D center to attract capitals, technologies and talents of transnational corporations and technological innovation enterprises. 形成总部经济+金融+中小企业的产业发展模式,通过项目孵化逐渐壮大产业规模。 Form the industrial development pattern with headquarter economy + finance + medium and small enterprises, and gradually expand the industrial scale via project incubation. 指导建设的策划和规划措施需精准可行,把握好时间,项目推动要见实效。在2011年初需构建出智慧新城的框架,争取2011年底进驻一批高端企业。 Planning measures to guide the construction should be precise and feasible. The project should be promoted timely and effectively. At the beginning of 2011, it is required to build up the framework of the “Wisdom New Town”, and to strive to welcome a batch of high-end enterprises by the end of 2011. 智慧新城规划研究在上述要求中需找准平衡点,具备可操作性。 For the planning research of “Wisdom New Town” in the above-mentioned requirements, balance point should be found out and should be operable. 3.2研究的内容 Content策划方案需着眼城市发展全局,根据禅城区城市发展战略、该片区发展战略研究,充分吸收和借鉴先进规划策划理念,研究智慧新城的发展目标与功能定位,产业定位、产业发展布局和发展策略,提出产业发展时序和招商引资开发经营模式、产业配套发展建议、建设方式等内容,有效引进一批跨国公司关注并参与。用大项目为主,服务类配套,用智慧理念建设和管理智慧新城。 The proposal shall focus on the overall situation of the urban development. According to the urban development strategies of the Chancheng District and the development strategy research of this district, it will fully take on advanced planning philosophy. Besides, it will focus the development targets and functional localization, industrial positioning, industrial development layout and development strategy of the “Wisdom New Town”. Moreover, it will propose the industrial development sequence and management model, investment attraction and development, suggestions for the industry supporting development, means of construction, etc., so as to effectively introduce the attention and participation of a batch of transnational corporations. It will give priority to major projects with supporting services, to construct and manage the “Wisdom New Town” with wisdom ideas. 智慧新城应尽量减少居住建筑的建设,形成总部、金融、研发三位一体的片区发展模式。 For the “Wisdom New Town”, construction of residential building should be reduced as much as possible, so as to build up a trinitarian regional development pattern of the headquarter, finance, research and development. 3.3分析指引 Analysis guide3.3.1 功能结构 Functional structure佛山金融第一街季华路携地铁2号线为商业带动轴,东平河北岸为滨河生态景观轴,高新园区打造智慧新城的战略新兴产业核心基地。规划范围地块北侧有国家火炬项目、现状产业园区,东邻石湾陶瓷发祥之地、千年陶都,西接南庄生态景观湖产业旅游基地。 Jihua Road, the No. 1 financial street in Foshan, takes the No. 2 subway line as the commercial driving axis, with the north bank of Dongping River as the riverside ecological landscape axis. The High-tech Zone is developed into the core base of strategic emerging industry of the “Wisdom New Town”. On the northern side of the plot within the planning scope, there is a national torch plan. For the existing industrial zone, it is adjacent to the place of origin of Shiwan porcelain in the east, which is a porcelain capital with thousand-year history; while, in the west, it borders on the tourism base of Nanzhaung Ecological Landscape Lake industry. 3.3.2 交通架构 Traffic management framework 禅西大道为南北向的快速道路,现正在施工,未来与季华路立交接驳。佛开高速公路北连广州,正进行拓宽改造,穿越该规划范围。南北向城市次干道华宝路与张槎街道主要道路衔接,已建成通车。华富南路为现状道路。 Chanxi Avenue is a south-to-north throughway. It is under construction now. It will connect with the flyover of Jihua Road. Fokai Expressway, connecting to Guangzhou in the north, is under expansion and reconstruction, and passes through the planning scope. Huabao Road, a south-to-north urban collector street, connects the main road of Zhangcha Street. It has been completed and open to traffic. South Huafu Road is the existing road. 主要商业、景观大道,城市主干道季华路已建成通车,是禅城区东西向的大动脉。东平路为现状建设于河堤上的道路。 Jihua Road, as the main commercial, landscape avenue and urban thorough-fare, has been completed and open to traffic. It is the east-to-west main artery of Chancheng District. Dongping Road is a road built on the river bank at present. 3.3.3 以容积率作为密度分区的主要指标,该规划范围全区划分为4个密度分区。Taking plot ratio as the main indicator for density zoning, this planning scope can be divided into 4 density zones.1) 高密度开发区:季华路沿线地块容积率为5.0以上。 High-density development zone: plot ratio along the Jihua Road is more than 5.0. 2) 中密度开发区:规划范围中间带,地块容积率为2.05.0。 Medium-density development zone: for the intermediate belt in the planning scope, the plot ratio is 2.05.0. 3) 低密度开发区:沿东平河一线建设开发地区,地块容积率为0.82.0。 Low-density development zone: for the development area along Dongping River, the plot ratio is 0.82.0. 4) 保育区:沿东平河绿化带不开发或仅有少量低密度开发的城市生态保育区。Conservation Zone: green belt along Dongping River will not be developed or only a part of low-density developed urban ecologic conservation zone. 3.3.4机场控高约105米(85高程)。 Controlled height of the airport is about 105m (with elevation of 85). 3.3.5 停车泊位配建指标详佛山市城市规划管理技术规定(修订版) See the Regulations for Foshan City Planning Management Technique (Revision) for the details of parking spaces arrangement indicators3.3.6小学、幼儿园等公共配套设施要求详佛山市城市规划管理技术规定(修订版)。 See the Regulations for Foshan City Planning Management Technique (Revision) for the details of matched public installations such as primary school, kindergarten, etc. 4. 编制内容及成果深度要求 Requirements for contents and achievements 4.1 项目策划 Project planning规划范围内土地情况、土地权属及建筑使用功能、建筑质量等现状情况进行摸底调查,对开发建设条件进行综合分析,提出建筑拆迁和开发建设时序的建议,规划意向性详细规划方案,对产业、公共配套、建设量作出估算和经济论证,为政府决策和改造建设提供依据。 Make a thorough investigation on the existing circumstances within the planning scope, including land conditions, land property and building utilization, quality of structures, etc. Carry out comprehensive analysis on developing and building conditions, and propose suggestions for building removal and developing construction sequence. Plan the intentional detailed planning scheme. Make estimation and economic arguments for the industries, public facilities and building quantity, so as to provide evidence for the government policy and renovation. 4.2相关研究 Relevant research滨河景观及视线分析,离东平河不同距离范围的建筑高度、体量、风格进行不同层次的控制;重要节点进行景观分析,高架桥、地铁出入口、主干道交叉口、园区景观带等节点进行系统分析,确定若干节点并提出控制要求。智慧新城的建设是否需要统筹集体土地进行开发控制,方案应进行分析并提出合理的可操作模式。 For the riverside landscape and vision analysis, the height, weight and style of buildings with different distance from Dongping River should be treated in different levels of control. For significant hub, landscape analysis should be carried out. For nodal points, such as viaduct, gateway of the subway, crossings of the arterial streets, landscape belt in this district and so on, systematic analysis should be carried out, to determine numbers of nodal points and propose control requirements. Whether planning the collective land wholly for development control is required for the construction of “Wisdom New Town”. And the scheme should be analyzed, and reasonable operational model should be proposed. 4.3详细规划 Detailed planning近期远期相结合,结合开发时序统筹考虑保留建筑、古树名木。建筑、道路、公共配套、绿地进行系统合理布置,保证近期建设按时顺利推进。 Combine the near term with the long term planning, and integrate the developing sequence, so as to wholly plan and consider to remain the buildings, old and famous trees. All the buildings, roads, public complement and Greenland should be carried out with systematic reasonable allocation, to ensure that the near term construction will be smoothly carried out on time. 4.4 启动区的成果深度要求Requirements for profound achievements in the initiating zone1. 企业总部大楼。Headquarters building of the enterprise. 2. 金融中心。Financial center. 3. 科技研发中心。Scientific R&D center. 4. 软件大厦。Software mansion. 5. 成果要求Achievement requirements 5.1 成果内容必须符合规划设计任务书的有关要求及国家有关标准和规范要求,并按法定程序完成报批。内容采用简体中文表述(可中英对照,以中文为准)。 The results must comply with relevant requirement of planning design assignment book and related national standard and code requirement. Besides, report for approval should be completed according to legal procedures.
