Adhere to the soft environment of excellence and improve the environment are equally山西省农村饮水安全工程材料设备采购管理办法（试行）第一章 总 则第一条 为保证农村饮水安全工程建设质量，规范农村饮水安全工程材料设备采购秩序，杜绝伪劣产品进入农村饮水安全工程建设环节，根据国家有关法律法规的规定和水利部办公厅关于加强农业节水灌溉和农村供水产品认证工作的通知要求，结合我省的实际，制定本制度。 第二条 本制度所述材料设备主要指影响工程质量与成本的管道、水泵、水表、水处理设备、自动化控制设备等，其它材料设备可参照执行。第三条 所有由国家补助资金建设或拟申请国家补助资金建设的工程都要执行本办法。第二章 材料设备采购原则第四条 材料设备质量满足工程建设要求。第五条 工程材料设备价格相对合理。第六条 材料设备采购程序规范。第三章 材料设备经销单位管理第七条 在全省范围内，对从事农村饮水安全工程材料设备经销的厂商实行信用备案制度。第八条 省水利厅根据厂商提供的有关资料，组织专家进行认真的评审，对产品质量优良、企业信用度高、服务质量好的厂商发放信用证书。材料设备质量投保的优先发放，同时对信用证书进行统一管理。第九条 厂商办理信用备案应提供下列资料：1、营业执照（副本）2、企业资质等级证书（副本）3、国家有关产品质量检测报告4、近三年工作业绩5、售后服务证明材料6、通过水利部门组织的农村供水产品质量认证证书7、注册资金证明材料8、其它相关资料第十条 材料设备厂商在农村饮水工程建设领域从事商业活动，必须附带信用证书样本。凡没有信用证书的厂商不允许在全省范围内从事农村饮水安全工程材料设备的经销活动。第十一条 信用证书实行年检制度。对产品存在质量问题、售后服务不到位、有违规操作行为的厂商将取消其信用资格。未持有经年检的信用证书的厂商，不允许在全省农村饮水安全工程建设范围内进行商业活动。第十二条 对违反法律法规和有关规定的厂商，要记入其不良纪录并按规定予以清出；情节严重者，给予相应行政处罚。第十三条 工程建设单位擅自使用没有信用证书的厂商供应的材料设备，要严肃查处，通报全省，如出现质量问题追究有关人员的相应责任。第十四条 各级水行政主管部门要加强对信用备案工作的监督管理，切实加大查处力度，确保信用备案制度的顺利实施。第四章 材料设备采购程序第十五条 县级水行政主管部门根据年度建设计划和单项工程设计，对工程所需的材料设备，根据数量、规格、使用时间等做出采购计划。第十六条 较大规模集中供水工程的材料设备采购，符合山西省水利工程建设项目招标投标管理办法（晋水政发200739号）招投标规定的，由项目建设单位组织在获得省水利厅发放的信用证书的厂商范围内进行招标。通过考察综合评选，采用价格合理、质量保证的材料和设备。第十七条 较小规模的集中供水工程和其它单村提、引、蓄供水工程的材料设备，由市级水行政主管部门统一组织，召开供需见面会择优选定；或由县级水行政主管部门组织，参照当地政府采购的有关规定，进行集中采购，要通过详细的考察了解，选择合适的产品。第十八条 确定材料设备采购供货方后，应签订详细的供货合同，内容包括供货方式及时间、产品的规格、价格及数量、质量、产地、品牌、等级、数量、价格、型号、供货时间、性能以及售后服务、违约责任等。 第十九条 工程用材料设备设专人管理，材料、设备进场后及时办理验收、入库手续。对不合格的材料、设备严禁办理入库手续，材料、设备领用办理出入库手续，办理后及时把材料、设备出入库手续送交财务部，保证账物相符、账账相符。第二十条 供货方应及时提供工程材料设备的证明和有关票据，以便结算入账。第五章 材料设备采购监督第二十一条 各级水行政主管部门负责本辖区内农村饮水安全工程材料设备采购的监管工作。所有材料设备采购活动都要由市级水行政主管部门审核并派人参与监督；较大规模集中供水工程的材料设备招投标活动都要报省级水行政主管部门核准备案。第二十二条 各级水行政部门要加强对参与工程材
