BTS收到后向手机发UA消息 但可能由于空中接口原因 手机没有收到UA消息 手机尝试N200次均未成功 手机将会回到原来的信道 并发AssignmentFailure消息BSC收到该消息后在A接口发AssignmentFailure ReversiontoOldChannel BSC向BTS发RFChannelRelease消息
