Thus, social justice not only become the focus that society broadly call for, and also has been put on the agenda of the decision makers, in decision-making domains formally.The essential meaning of Social justice includes two aspects: the procedural justness and the justice of results. Although social justice include procedural justice and results of justice, but this does not mean that these two aspects is in the same position. In fact, procedural justice are fundamental, and the result of justice is just in the face of market economic development a supplement for of the justice at the inadequate and institutional anomie condition. The system is the primary guarantee of procedural justice. It provide a good development environment,for market economy so we must establish a justice type of system to improve the inequality of market economy competition rules, and deepen economic freedom so that the fair competition would regulate the flow of the wealth between different social strata to achieve real procedural justice.Establish a sound supervision mechanism.The rent-seeking behavior of the current government officials is breeding, besides, state-owned assets of property rights reform loss. this is the bad phenomena of Chinas political power and economic capital generated by combining. This point still must establish a effective supervision mechanism for power except living outside by the above system . At present , there are no effective supervision mechanism and system of power in our society. Thus, only by establishing a sound power supervision mechanism, can we stop the injustice which dosent fit the market rules.译文：社会公正与社会政策在党的十七大报告中指出：加快推进以改善民生为重点的社会建设，完善社会管理，促进社会公平正义。由此可见，社会公正不仅成为广大社会所呼吁的焦点，而且也被正式提上了决策者的议事日程，纳入了决策领域。 社会公正的本质含义即包括两个方面：程序公正与结果公正。尽管社会公正包括程序公正与结果公正，但并不意味着这两个方面处于相同的地位。事实上，程序公正是根本，而结果公正只是在面对市场经济发展不充分和制度失范条件下对程序公正的一种补充。制度是程序性公正的首要保证。它为市场经济提供良好的发展环境，必须要建立公正型的制度，改进市场经济竞争规则的不公平性，深化经济自由，从而让公正的竞争来调节不同社会阶层之间的财富的流动，实现真正的程序公正。还要建立健全的监督机制。目前政府官员的寻租行为大量滋生，产权改革的国
