Part II (Paras. 3-9)Five solutions offered historically and the authors critique of these solutions. The solutions are arranged in chronological order. 1. The solution proposed in the Bible. (Para. 3)2. The solution offered by utilitarianism. (Para. 4)3. The solution offered by Malthusianism. (Paras. 5 and 6)4. The solution offered by Social Darwinism. (Paras.7 and 8)5. The argument that public assistance to the poor interferes with the effective operation of the economic system. (Para. 9) Part III (Paras. 10-11)Transition: Roosevelts New Deal and the social welfare policies of the post-World War II presidents seemed to have solved the problem. But actually the matter was only temporarily held in place. Part IV (Paras. 12-19)A critical analysis of five current designs to get the poor off our conscience. 1. The first design is that since the government is incompetent it should not be asked to aid the poor. (Paras. 12-13)2. The second design is that any form of public help to the poor hurts the poor. (Paras. 14-15)3. The third design is that public help to the poor will reduce the incentive of the rich to work and encourage the lethargy of the idle. (Para. 16)4. I would like to reflect on one of the oldest of human exercises. (Para. 1)Question: What does the author want to reflect on?The author wants to discuss how people have been trying not to feel guilty about the existence of poor people and justify the continuing existence of poverty. Paraphrase: I want to think seriously about one of the oldest practices of human beings.Translation: 我要严肃考虑一种人类最古老的实践活动。2. . we have undertaken to get the poor off our conscience. (Para. 1)conscience: a sense of right and wrong, with an urge to do rightget the poor off our conscience: 使我们不为穷人的存在而感到内疚Note: In using “we” “our”, the author is including himself in the problem, thus making it sound as if he is reflecting on a moral sin we are all guilty of, rather than preaching to us in a condescending way. 3. Rich and poor have lived together, always uncomfortably and sometimes perilously, since the beginning of time. (Para. 2)perilous: involving risk; dangerousQuestion: What does the author mean when he uses “perilously”?The author must have in mind slave uprisings (such as the slave revolt led by Spartacus in ancient Rome), peasant uprisings and workers strikes. If the economic disparity becomes too great, the poor will rise up against the rich, causing much damage.4. Plutarch was led to say: “An imbalance between the rich and poor is the oldest and most fatal ailment of republics.” (Para. 2)Pay attention to how the author expresses the idea.“Plutarch was led to say” implies that it was the actual existence of rich and poor and Plutarchs knowledge of what resulted from inequity between them that made him arrive logically at such a statement; “led to say” means that he could not have come to a different conclusion.An imbalance between the rich and poor is the oldest and most fatal ailment of republics.贫富不均乃共和政体最致命的宿疾。5. And the problems that arise from the continuing coexistence of affluence and povertyand particularly the process by which good fortune is justified in the presence of the ill fortune of othershave been an intellectual preoccupation for centuries. They continue to be so in our own time. (Para. 2)Question: What does “so” refer to?It refers to the fact that the problems continue to be an intellectual preoccupation.Note: The previous sentence refers to history. This one speaks of the present. 7. the poor suffer in this world but are wonderfully rewarded in the next. (Para. 3)“in the next”: after they die; when they go to the next world, i.e. heaven or ParadiseNote: This idea is not only embodied in the Bible but is also common in Buddhism.8. Their poverty is a temporary misfortune: If they are poor and also meek, they eventually will inherit the earth. (Para. 3)meek: patient and mild; submissiveIn the Bible, the word “meek” is used in a positive sense, meaning “patient and mild”. In this statement, the word is used in an ironical sense, meaning “submissive”.Note: The idea behind this statement may have come from Luke xvi 1925:19 There was a certain rich man, which was clothed in purple and fine linen, and fared sumptuously every day;20 “And there was a certain beggar named Lazarus, which was laid at his gate, full of sores,21 “And desiring to be fed with the crumbs which fell from the rich mans table: moreover the dogs came and licked his sores.22 “And it came to pass, that the beggar died, and was carried by the angels into Abrahams bosom: the rich man also died, and was buried;23 “And in hell he lifted up his eyes, being in torments, and seeth Abraham afar off, and Lazarus in his bosom.24 “And he cried and said, Father Abraham, have mercy on me, and send Lazarus, that he may dip the tip of his finger in water, and cool my tongue; for I am tormented in this flame.25 “But Abraham said, Son, remember that thou in thy lifetime receivest thy good things, and likewise Lazarus evil things: but now he is comforted, and thou art tormented”.(from the King James version)Translation: 他们的贫困只是一种暂时的不幸;如果他们穷困但却温顺,他们最终将成为这个世界的主人。9. This is, in some ways, an admirable solution. It allows the rich to enjoy their wealth while envying the poor their future fortune. (Para. 3)admirable: inspiring or deserving admiration or praise; excellentQuestions: (1) Why does the author think this is an admirable solution?Because in this way, the rich will not feel guilty and can happily enjoy their present life while the poor will have something to look forward totheir future fortune, and will meekly accept their current misery.(2) Does the author really think that this is an admirable solution? Why or why not?No, he doesnt. He is being ironic here. He calls it “an admirable solution” because now the rich can “get the poor off their conscience”.10. Much, much later,the late dawn of the Industrial Revolution in Britainthe problem and its solution began to take on their modern form. (Para. 4)Question: What is meant by “their modern form”?The author means that the problem and its solution have taken on capitalist characteristics since the Industrial Revolution ushered in capitalism. They have nothing to do with the next world.Translation:(1) the late dawn of the Industrial Revolution in Britain: 英国工业革命起始阶段后期(2) the problem and its solution began to take on their modern form 贫富不均的问题及其解决办法开始呈现出现代形式11. Jeremy Bentham, a near contemporary of Adam Smith, came up with the formula. (Para. 4)Translation: 杰里米边沁与亚当斯密几乎是同时代人,他提出了这样一种准则12. “By the principle of utility,” Bentham said in 1789, “is meant the principle which approves or disapproves of every action whatsoever according to the tendency which it appears to have to augment or diminish the happiness of the party whose interest is in question.” (Para. 4)Question: What is meant by “the principle of utility” according to Bentham?The principle of utility means that an action is judged by whether it will increase or decrease the benefit of those who are affected by the action.13. Virtue is, indeed must be, self-centered. This is associated with the names of David Ricardo, a stockbroker, and Thomas Robert Malthus, a divine. (Para. 5)Question: Why does the author mention the professions of Ricardo and Malthus?A stockbroker is someone who buys and sells shares for those with money to invest; usually stockbrokers themselves make a lot of money. This reminds people of the saying: “It is easier for a camel to go through the eye of a needle than for a rich man to enter into the Kingdom of God.” (Matt. xix, 24 and Mark x, 25)A divine is a member of the Christian clergy who believes in religion and preach Gods universal love.A formula proposed by two men with such different backgrounds yet who think so similarly is in itself ironic.16. The essentials are familiar: The poverty of the poor was the fault of the poor. And it was so because it was a product of their excessive fecundity. (Para. 5)Paraphrase: People are familiar with the nature of this formula: The poverty of the poor was their own fault and caused by their having too many children.17. their grievously uncontrolled lust caused them to breed up to the full limits of the available subsistence. However, Malthus was himself not without a certain feeling of responsibility: He urged that the marriage ceremony contain a warning against undue and irresponsible sexual intercoursea warning, it is fair to say, that has not been accepted as a fully effective method of birth control. (Para. 6)Question: What warning did Malthus urge that the marriage ceremony should contain? Why?Malthus urged that the marriage ceremony should contain a warning to people not to have excessive sexual intercourse and too many children. By “irresponsible”, Malthus meant that sexual intercourse should not be conducted out of lust, and without thinking of the consequences.Malthus hoped that in this way, birth control could be accomplished. But the author says that the warning has not been accepted. The author agrees that Malthus meant well but he implies ironically that it was naive to expect that humans would be convinced by Malthus proposal.21. In more recent times, Ronald Reagan has said that the best form of population control emerges from the market. (Para. 6)Question: Does the author agree with Ronald Reagan on this method of population control? How do you know?No. This can be seen in the statement in brackets, which is highly ironical.22. Macys: the largest department store in New York CityNote: This statement ridicules Reagans view that the best form of population control comes from the market. They held that public assistance to the poor interfered with the effective operation of the economic systemthat such assistance was inconsistent with the economic design that had come to serve most people very well. (Para. 9)Question: What were Coolidge and Hoovers views on poverty in the 1920s?They opposed public assistance to the poor because they held that such assistance was incompatible with the function and operation of the then-current laissez faire economic system. Public assistance meant government intervention and they felt that such intervention would hinder or even damage the efficient working of the economic system.27. How does the author introduce the five historical solutions? What kind of expressions does he use for the transition from one solution to another?The author follows a chronological order. He begins with the solution proposed in the Bible. Then he introduces utilitarianism, which became dominant “much, much later” at the turn of the 19th century. Then in the 1830s, “a new formula. became available.” This is followed by Social Darwinism “later in the nineteenth century”. Finally, with “in the course of the present century”, he introduces the last solution.31. Questions on Paragraph 10(1) What was the Roosevelt revolution? Why does the author call it a revolution? Is he for or against the revolution? How do you know? The Roosevelt revolution refers to the social welfare policies initiated by Franklin D. Roosevelt in the New Deal.In 1935, Congress passed the Social Security Act, which, for the first time in American history, assigned specific responsibility to the government for providing assistance to the least fortunate people in the country. This was a revolutionary step because it marked a departure from the traditional concept that the federal government was not responsible for social welfare. The Social Security Act of 1935 laid the foundation for the current social welfare system of the United States.The author is in favor of the revolution. This can be seen from the basic tone of this paragraph and from statements like “this was a truly great change”, “we were, indeed, doing something about them”.(2) How did people feel when a number of social welfare measures were put into practice? Were they right in feeling this way?People felt that the policy of ignoring the poor and refusing them assistance had been set aside. The government was making efforts to relieve the misery of the unfortunate, so more fortunate people did not need to pay attention any more.They were not completely right. While it was true that many measures had been implemented and were working, the desire to get the poor off our conscience still lingered on, waiting for a chance to stage a comeback.32. Roosevelt and the presidents who followed him accepted a substantial measure of responsibility for the old through Social Security, for the unemployed through unemployment insurance, for the unemployable and the handicapped through direct relief, and for the sick through Medicare and Medicaid. The argument runs like this: Most of the assistance to the poor has to be undertaken by the government, but the government is in essence incompetent and ineffective and will make a mess of the job.
