To adhere to and further improve the*担保公司绩效考核暂行办法一、 目的鼓励公司各部门及其员工认真贯彻“全员经营、全员管理、全员理财、全员风控”的指导意见下,保证公司各项业务的稳定增长,建立起具有公司特色的价值分配机制和内在激励机制,追求公司经济效益的最大化,同时根据公司发展规划、引进人才需要等情况,制订本办法。二、 适用范围本办法适用于陕西富民达担保有限公司的各部门。三、基本原则1、效率优先,兼顾公平原则:在价值分配上打破平均主义,工资报酬向为公司持续创造价值的员工倾斜、向关键岗位倾斜,对员工所创造的业绩予以合理的回报。2、可持续发展原则:工资报酬的确定与公司的发展战略相适应,与公司的整体效益的提高相适应。通过工资报酬来吸引人才,留住关键人才,激活人力资源,提高公司的核心竞争力。3、市场导向原则:在合理控制人工总成本的前提下,以市场为依据,制定合理的工资报酬水平,保证公司员工整体薪酬水平的市场竞争力,以吸引和保留优秀人才。四、考核细则(一)、理财部(理财金额):1、关于对专职理财人员的规定理财人员经过报名、面试被公司录用后依据劳动法规定有三个月的试用期。试用期期满后经考核合格方可转正。理财人员的工资由基本工资及各种补贴、浮动工资、绩效提成组成。试用期内每月基本工资及各种补贴800元,浮动工资400元;转正后每月基本工资及各种补贴1000元,浮动工资800元。业绩提成按三月一周期每1万提36元,当月提成次月发放,如客户需提前支取,哪怕只提前支取一天,理财人员的业绩也将扣除。试用期的任务额为:第一月10万,第二月20万,第三月30万。转正后的任务额仍为30万。若公司根据市场发展情况原计划需要调整,则理财人员的理财任务额由理财部根据公司下达的任务额具体分解下达。每月如期完成任务额的100,每月的基本工资、浮动工资、业绩提成全额发放;转正后若第一月完成任务额的50,基本工资下调200元,浮动工资同比例扣除后与提成资按时发放;若第二月完成任务额的50,基本工资再下调200元,浮动工资同比例扣除后与提成按时发放;第三月以后此类推直至底薪降至200元为止,浮动工资同比例扣除后与提成按时发放。理财人员的工资及补贴根据公司的发展情况适度调整。2、理财部部门应努力完成公司下达的全年、季度或阶段性的任务计划目标。3、理财部门应将公司下达的全年、季度或阶段性的任务计划目标进行合理分配,并制定具体实施方案报办公室备案。由办公室和财务部结合全年、季度或阶段性的任务计划目标与具体分配方案按季度进行统一计算考核。4、理财部部门如期完成全年、季度或阶段性任务计划目标的100,公司给予部门奖励1000元;超额计划部分按增量的千分之一奖励。5、兼职人员的考核办法按原规定执行。6、理财部应制定本部门的考核细则、考核制度等办法,并对专兼职理财人员进行任务分解,按月统计,按季考核,奖优罚劣。(二)风控部(再保资金):1、风控部部门应在把控风险、审慎担保的原则上努力完成公司下达的全年、季度或阶段性的任务计划目标。2、风控部部门在把控风险、审慎担保的原则上务必要做到再保资金零风险,且如期收回再保资金。若该部门做到再保资金零风险、如期收回再保资金、资金利用率达90以上,则奖励该部门500元;若到期不能收回再保资金,则该部门应及时申请司法部门将抵押物、质押物等拍卖。若该部门没有按此条规定执行,不论是否造成损失,均给予该部门负责人500元处罚。3、风控部部门应将理财资金充分利用,不得闲置资金。若有闲置资金,则给予该部门负责人500元处罚。4、风控部部门应在每季度做三个优质公司项目,并在季度末次月向董事长、总经理汇报。5、风控部部门应将公司下达的全年、季度或阶段性的任务计划目标进行合理分配,并制定具体实施方案报办公室备案。由办公室和财务部结合全年、季度或阶段性的任务计划目标与具体分配方案按季度进行统一计算考核。(三)办公室、财务部门、风控部、营业部(理财金额)1、办公室、财务部门、风控部、营业部应努力完成公司下达的全年、季度或阶段性的任务计划目标。2、办公室、财务部门、风控部、营业部应将公司下达的全年、季度或阶段性的任务计划目标进行合理分配,并制定具体方案报办公室备案。由办公室和财务部结合全年、季度或阶段性的任务计划目标与具体分配方案按季度进行统一计算考核。3、办公室、财务部门、风控部、营业部在做好本部门本职工作后如期完成全年、季度或阶段性任务计划目标的100,公司给于部门奖励1000元;如期完成全年、季度或阶段性任务计划目标的80,则不奖不扣;完成全年、季度或阶段性任务计划目标的50-79,则扣除月基本工资的百分之五;完成全年、季度或阶段性任务计划目标的49以下,则扣除月基本工资的百分之十。超额计划部分按增量的千分之一奖励。五、考核计算办法1、由各部门负责人确定本部门的内勤统计人员,并报办公室备案。2、各部门内勤统计人员负责把本部门本月每人计划理财金额和实际完成理财金额绘制成报表,报表由本部门负责人签字确认后于次月2日内送予办公室。3、风控部内勤统计人员负责把本部门本月计划再保金额和实际实际完成再保金额绘制成报表,报表由本部门负责人签字确认后于次月2日内送予办公室。4、办公室负责将各部门上报的统计报表数据进行汇总,于当月4日前将报表交予财务部,财务部应在该季度后次月6日前根据本办法将各部门奖励金额、扣罚金额计算绘制成报表,发放各部门,由各部门核对,各部门于7日将核对信息反馈到财务部,若有问题由该部门、办公室、财务部进行调整;若核对无误后在次月发放工资时发放奖金或扣除罚金。5、各部门及内勤统计人员不得弄虚作假,一经发现撤销给予部门1000元奖励,给予内勤统计人员200元处罚。六、部门负责人考核依据公司领导的指示要求结合全年计划任务目标的完成对各部门负责人的考核如下:1、 若一个季度没有完成部门任务对该部门负责人提出诫勉谈话。2、 若两个季度没有完成部门任务对该部门负责人提出会议批评。3、 若累计三个季度没有完成部门任务对该部门负责人提出上报公司领导对其工作岗位进行调整。七、每人每月同期业绩只能享受一次奖励或受一次处罚。此考核办法按全年下任务,按月统计,按季度考核。八、本考核办法自颁布之日起执行。陕西富民达担保有限公司2011-11-21外脚手架搭设,悬挂安全网,铺设跳板,进行层间封闭,外脚手架上垃圾及杂物的清理,外脚手架的日常围护,配合外装单位做好外脚手架的修改,及时清理外脚手架上垃圾及杂物feelings survey, by looking up public sentiments to find problems.
