First, more and more reserveoirs were built, but the need for water increased more quickly than the speed at which reservoirs could be built. In 1937 they had seventeen reservoirs with a capacity of 394 million cubic meters and they were getting a further 882 million cubic meters from china.In 1937 a huge reservoir had been finished at Plover Cove. This was the first reservoir in the world to be made by building a dam across a sea inlet. The seawater was pumped out and fresh water was allowed to flow into it. In this way, another 230 million cubic meters of water could be stored .In 1979 the well-known High Island reservoir was completed. It had a storage capacity of 237 million cubic meters.
