入平均水平不足1。因而加大人才培养力度和研发投入势在必行。34绿色消费观念缺乏制度推动虽然国家陆续出台了水污染防治法森林法等一些资源保护和环境保护方面的法律法规,其中涉及到对消费的节制和对绿色消费的倡导,但目前还没有一部关于规范消费活动和行为的法规。绿色消费是广大社会公众参与循环经济的消费行为规范。而我国的绿色消费起步较晚,远未成为人们的消费习惯。据调查,有72的人认为发展环保产业,开发绿色产品对改善环境状况有益,有54的人愿意使用绿色产品,还有38的人表示购买过绿色产品。从调查数字看,我国消费者对绿色消费已经有了一定的认识,绿色消费观念开始形成,但真正付诸实施的人并不多,绿色消费观念需要制度推动。4完善绿色包装制度,实现循环经济世界各国的实践表明,为保护环境,节约资源,促使包装绿色化,最有效的办法是实行立法,用强制性的手段对包装资源进行管理。从长远看,我国应制订循环经济法,作为过度,当前我国应抓紧制订包装法,解决过度包装包装废弃物等问题,实现社会经济的可持续发展。41制定包装法,实现绿色包装的全程控制411强化清洁生产,实行源头控制基于循环经济理念的清洁生产其根本目的是进行无废、少废生产,实现生产过程污染的“零排放”和制造产品的绿色化。就包装领域而言,要求生产者在包装的整个生命周期过程中,遵循循环经济“减量化、再利用、资源化”的经济活动行为原则,使包装对环境的影响降到最低限度。在包装法中,应明确生产包装产品要使用清洁的能源和原料,以立法的形式禁止使用某些包装材料,如含有铅、汞等成分的包装材料;没有达到再循环比例的或不能再利用的包装容器和材料。明确禁止过度包装或一次性使用的包装,尽快制定出过度包装的“度”量化标准,在经济活动源头就注意节约资源和减少污染。412促进包装废弃物的避免、减少和再利用,实现包装废弃物生态化循环为促进包装物的再循环,许多国家制定了再利用法律,如日本的新废弃物处理法,德国的循环经济法和避免包装废弃物法,要求在包装上印有回收再利用标志。借鉴他国立法经验,在包装法中应明确包装废弃物的避免、减少和再利用原则,并贯彻“谁污染谁负责、谁开发利用废弃物
