1、农村妇女草根组织论文：农村妇女草根组织产生空间群体意 识社会资本公共权力参与【中文摘要】产生于本世纪初的景颇山寨二坤的妇女禁毒联防队 是云南边境地区在抗击毒品和艾滋病的斗争中自发产生的成百上千 社区妇女禁毒组织中的一个。二坤妇女禁毒联防队因其产生时间较 早、发展历程较长且特点鲜明而具有一定的代表性。本文选取二坤妇女禁毒联防队作为个案进行深入研究，是在描述联防队产生和发展过 程的基础上，从社会性别构建理论和社会资本理论的角度剖析联防队 立足的空间和成功的因素、联防队对妇女社会资本的作用、妇女在社 区公共权力中的位置与社区社会资本配置及传统社会性别文化之间 的关系、 以及两性社会资本的关系，为进一

2、步促进农村妇女草根组织 的发展进而推动农村妇女参与公共权力提供理论和经验上的借鉴。二坤妇女禁毒联防队产生于由毒品的巨大压力、 国家禁毒法规政策的鼓 励、乡政村治中的权力“真空”、社区制度创新、男性在社区禁毒中 的缺位以及妇女能动性的发挥所共同搭建的平台。 其中男性的缺位和 妇女能动性的发挥也是联防队成功的社会性别因素。 联防队成为妇女 发声的平台和赋权的载体，赋权妇女的过程也是妇女社会资本重构和 增值的过程，妇女在这个过程中获得了社区居民的尊重、声望提高、获得信息和资源的权力、自信心的提高等包括物质形式和非物质形式 的社会资本的增加，其个体意识发生了显著的变化，群体意识得以增 强。作为社会资本

3、的妇女群体意识的增强，使联防队的行动能够超越集体行动的困境获得成功。 妇女以联防队为载体获得了社会资本的重 构和增值,挑战了传统社会资本的性别配置模式，打破了公共权力的 性别区隔,传统上完全被男性掌控的公共权力场域中，女性已经占据 一隅,公共权力多元化的格局正在逐渐形成。 但长期以来的男性主导 公共权力的格局和传统性别观念，使草根妇女组织很难获得更广泛的 社会资本与传统男性权力中心抗衡，妇女进入社区权力核心还面临许 多障碍。这些障碍主要来源于传统性别文化。在利益分配和传统社会 性别规范的双重阻力下，如果缺乏战略性的策略，草根妇女组织很可 能会停滞不前，甚至萎缩。【英文摘要】The Womes
