20、所需的经费保障。新开办的学校及其他教育、培训机 构，应运行1年以上，在教师、生源和 教学秩序基本稳定后，方可申办资格认 可。但正式设立的中外合作办学单位和 专门招收外籍人员子女的学校，不受此 限。咼等院校、学校、幼儿园及其他机 构中凡具独立法人资格的二级单位或分 院，均须单独申办资格认可。六、申报材料：聘请外国专家单位资格认可申请 表；法人资格证书复印件；外国专家管理制度；聘请单位外事人员工作制度；行业许可证书或证件复印件：学校 和其他教育、培训机构，提交教育、劳 动或工商行政部门办学批复、办学许可 证或营业执照复印件；其他单位， 提交相关行政部门签发的业务许可证书 或批复文件的复印件；注：1
