Up to now,

3、Jiangsu province has put forward the strategy of reviving Su Bei (the north part of Jiangsu), which brings up a higher requirement for the future development of Lianyungang City. The area of the east contiguity to the sea is the high light of the recent development in Lianyungang, and the east zone

4、should have high-grade city image, including the platform of port development and industry developmental, top grade seashore tourism, high grade culture and art and high quality ecological environment. Hence, this city needs to create an integration zone involving port development, industry developm

5、ent, tourism, commerce complement, inhabitation and other functions under the guideline of the program. In order to collect more creative program plans and/or development conceptions, under the commission of Lianyungang municipal people's government, Lianyungang Program Bureau has decided to car

6、ry out international competition about the east zone development strategy program, and invite the related program offices (or design units) with program and/or development experience, or building offices (or design units) in earnest to join the competition. Now, the related matters about the interna

7、tional competition are proclaimed as follows: General situation of the project 1 Microscopy background Lianyungang is an important port city in the northern part of Jiangsu province, which is endowed with abundant resources of Mountain and sea. Its Mountains, sea, islands, harbors and towns bring ou

8、t the best with each other, especially its beautiful water and Mountains are just like one integrated mass; Lianyungang has the advantage of good regional trafficking where locates the orient start point of new Asia and Europe bridge, and it is the only seaport in Jiangs. With carrying out the two g

9、rand strategies of the development of east Longhai industry strap and alongshore economy strap in Jiangsu province, Lianyungang will be confronted with new opportunities and challenges in future development. In recent two months, the principal leaders of Provincial Party Committee and provincial gov

10、ernment have visited Lianyungang personally for many times and made some important indications. Hence, how to make full use of the advantage resources of Lianyungang's contiguity to the sea, how to create new logos and new notions, and how to confirm the development strategy of the east contigui

11、ty to the sea in Lianyungang will be the core problems which the program needs to solve. So, it is in urgent need to carry out the study of the development notions, development models, function orientation and entirety space image for the east zone. 2The background introduction of the program area T

12、he east contiguity to the sea area locates the east of Lianyungang City, whose east faces Yellow Sea, west goes as far as front Yuntai Mountain, north links the estuary of the Xiuzhen River, and south reaches the estuary Of Guan river, including Lianyungang city, Ganyu county seat and the major part

13、 of the development zone, whose general programming area is about 1000 square kilometers, including more than 160 kilometers bundline and/or offing sea area. The advantages of zone bit and/or integration trafficking is apparent. The main artery of Longhailan new railway contacts the east and west, a

14、nd it owns the unique alongshore harbor resource in Jiangsu province. In this region, the freeways crisscross, and basically, it has formed an integration trafficking system including railway, aviation, sea transportation and highway. It also has the good condition of industries being based on the h

15、arbor and goods flow industries. The region has a apparent advantage of Mountain and sea, and owns the first-class seashore resources in Jiangsu province, in which there are back Yuntai Mountain, middle Yuntai Mountain, front Yuntai Mountain, Beigu Mountain and some other mountains, whose soil is ab

16、undant, and natural landscape is superior. This region has already possessed the good condition of developing seashore city and seashore tourism. As the most valuable region, the east contiguity to the sea area has the chance of creating a platform for the city development. 3Program objective The pr

17、ogram of this international competition has three objectives: To figure out the orientation and objective of the east zone: it should rethink the development orientation of Lianyungang from the regional strategy, study the opportunities and challenges which the city faces, carry out deep analyses ab

18、out the development conditions, bring up the core development objective for Lianyungang. On the basis of the entirety development objective, it should figure out the function orientation of the east contiguity to the sea area, bring up rational development policy, and make the city activate the deve

19、lopment of the whole area economic to make it become an attractive and competitive seashore area. To bring up entirety spatial arrangement and functional plan: in terms of the urban development objective, firstly, it should bring up City entirety space structure and City integration trafficking syst

20、em program. Secondly, on the basis of the entirety structure, it should bring up the spatial arrangement of east contiguity to the sea area, land use planning, road traffic and/or landscape program, and confirm proper urban construction development scale and development chronology. Thirdly, as for t

21、he key problems affecting the urban development, it should carry out special item argumentation and preliminary scheme, including the bundline appraisal and utilization, harbor layout, industry layout, tourism growth and other programs. To create seashore city image by using the important places: it

22、 should stand out the characteristics of city's Mountain and sea and profound culture details, take the advantage of the development and construction experience home and abroad, carry out deep design for the shape of the important places in the city, and create a city image being rich in attract

The important places include: the new town of contiguity to the sea and estuary district of the Guan River, among which the new town includes standard port zone, Lianyungang urban area and the major area of the development region, whose area is about 147 square kilometers. The new town of conti

24、guity to the sea is the core area of the future city. It should carry out important study for its characteristics and spatial configuration, and stand out seashore city's fascination; the estuary district of Guan river is the new harbor location and industry zone, and it will take the responsibi

25、lity for the ideal of urban economy span development, hence, on the basis of the entirety layout, it should deepen and refine the plan, and stand out the city's image with modern harbor, industry zone and goods flow zone. 4The other situations The related detailed information and related program

30、The related information introduction of the doyen designer After the deadline of signing up, our bureau will organize special qualification evaluation committee to precheck the design units, pick out six units to attend the design competition formally, and send our invitation cards to them. The unit

31、s which fail to be picked out will not be notified. As for the confirmation letter and prequalification application form, you can see annex two and three. Notices: If your party wants to collaborate with other corporations, the collaborating corporations have to submit the related data what the item

32、 two and three state, and write down the main design party in the confirmation letter. In order to facilitate consolidation arrangement, we will just contact the main design party about the related affairs during the competition. That any cooperation (unit) sends out confirmation letter will mean that you would like to join the consultation activity, and then your party will be absorbed into the design guild credit evaluation system in Lianyunga

Once we confirm the participant units, while because of some reasons, your party can not join the competition, please inform us within three days after receiving the formal invitation card. If your party does not inform us in the designated time, or quits during the competition without any

35、reason, in result, it will be likely to cause bad influence on the credit evaluation of your party. 2The requirements for the competition units qualification (1) The participant units must have definite international reputation. (2) If the inland project organization is asked to collaborate, it must
