14、 OF TENDERS 投标准备IT7 language of tender 投标语言7.1 the tender prepared by the tenderers and all correspondence and documents relating to the tender ， exchanged by the tenderer and the employer shall be written in the English language， provided that any printed literature furnished by the tenderers may b

18、l except in so far as it is otherwise expressly provided in Contract/Purchase Order ， cover all his obligations under the Contract/Purchase Order and all matters and things necessary for the proper Supply of Goods/Spares每位投标者应该确保其标书的正确性及其充分性并接受费用预算表所确定的费率与价格，这些费率与价格不包括合同或订购单里明文规定的费率与价格，包括了投标人在履行合同或订

19、购单里的义务和工程过程所需的一些必要物件及零件的费用。4.2 The tenderer is advised to obtain for himself at his own cost and responsibility all information that may be necessary for preparing the tender and entering into contract for execution of the work /supply of goods/spares. .招标人应承担参加投标或在合同准备过程所需的一些费用IT-10 . 20、 currency of Tender.& Payment 标价，投标的支付货币10.1 The tenderer shall fill up the Schedule of Price indicating the unit rates and prices of thegoodsto be supplied underline contract/purchase order.对单价和总价未标明的项目，在工程中业主不予以支付，其价格视作已包括在工程量表中其他的单价、总价中。 .10.2 Unless otherwise stipulated in the Conditions of

21、Contract ， prices quoted by the tenderer shall remain fix during the tenderers .performance of the Contract and not subject to variation on any account.除非合同中另有明确规定，合同包括条款一所述全部工程，以投标者提供的项目单价和总价为基础IT-11Tender Security 投标保证11.1 Each tenderer shall furnish, as part of his tender, a Tender Security in th

22、e amount equal to 2% of the Tender price in the form of Deposit at call or a Bank Guarantee issued by a Scheduled Bank in Pakistan in favour of the Employer valid for a period 30 days beyond the tender Validity date. 投标者应随其标书提交一份投标保函，金额不少于投标价格的2 %。 在标书生效30天前，以活期存款或以巴基斯坦预算银行作担保形式交到招标单位。11.2 Any tende

23、r not. accompanied by an acceptable Tender Security shall be rejected by the Employer as non-responsive 任何未附可接受的投标保函的标书都将被招标单位拒绝11.3 The .tender securities of unsuccessful tenderers will be returned upon award of contract to the successful tenderer or on the expiry of validity of Tender Security whi

If a tenderer withdraws his

26、ance Security shall be furnished on non-judicial paper of value prescribed by the Govt. of Pakistan. 投标保证金和履约基金应按巴基斯坦政府所规定的非司法文 件形式签署IT-12.VALIDITY OF SIGNING AND SUBMISSION OF TENDERS有效签署及提交标书12.1 Tenders shall remain valid for the period of. 1 80 days after the date of Tender opening. 从特定的投标结束期起6个

27、月内投标书保持有效且可供接受12.2 In exceptional circumstances, the Employer may request the Tenderers to extend .the period of validity for a specific period The request and responses thereto shall be made in writing. A Tenderer may refuse the request without forfeiture of his Tender Security. A Tenderer agreeing

28、 .to. the request will not be required. or permitted. to modify his Tender, but will be required to extend the validity of his Tender Security for the period of all tension and in compliance with Clause IT-11 in all respect.在特殊条件下，在原标书有效期结束前，业主或其代理人可要求投标者延长其标书有效期。业主的要求和投标者的答复均应是书面的形式。投标者可以拒绝这样的要求，且不

30、l prepare one original and one copy or the Documents comprising the Tender and clearly mark them ORIGINAL and COPY as appropriate.投标者应准备条款十(一)规定的标书的一个原本和两个副本，并分别注明 “原本 ”和 “副本 ”。In the event of discrepancy between them the Original shall prevail. 如果两者之间有不同，以原本为准。12.5 The original and copy of the Tend

31、er shall be typed or written in indelible ink and shall be signed by the person or person(s) duly Authorized to sign. In the case of copies, Photostats are also acceptable. This shall be indicated by submitting a written power of attorney authorizing the signatory of the Tenderer. to act for and on

32、behalf of Tenderer. All pages of Tender shall .be initialed and stamped by the person or persons signing the Tender 标书原本和两个副本应打字或用 不能抹掉的墨水书就，并由一名或多名有权责成投标者遵守合同的人士签字。与标书一起应有 一份书面委托书用以证明授权。写有条目和修订内容的每一页标书都要有在标书上签字人士的 缩写签名。12.6 Tenderer can quote for an item or items 投标者可适当增加条目12.7 No alternation is to

37、或签名，否则将视为无效或未完成12.12 All schedules to Tender are to be properly completed and signed给招标单位的工程进度表应正确填写好12.13 The Tender shall be delivered in person or sent by registered mail at the address of the Employer.招标单位将会以书信或电子邮件方式发送标书12.14 Each Tenderer shall submit his Tender as under 投标者按以下规定提交标书i. ORIGINA

38、L and each COPY of the tender shall be separately sealed and pu tin separate envelopes and marked as such. 投标者应把标书原本和每个副本分别各装入一个内信封和一个外信封，且在信封上注明 “原本 ”、 “副本 ” 。'ii. 41、3.1 (a)Tenders must be received by the Employer at the address specified in the subclause5.1 not later than the time and date stipulated in INVITATION TO TENDERERS/TENDERING DATA 标书应在招标数据书中提及的日期之前提交准确提交到条目 5.1 的招标人地址13.2 (b)Tenders with charges payable will not be acceptable nor will arrangements an

42、 undertaken to collect the Tenders from any delivery point other than that specified above. Tenderers shall bear all expenses incurred in the preparation and delivery of Tenders. 除上边规定外， 没付标书费用的投标者将得不到相应标书。 投标者应承担准备和寄送标书的一 切费用。13.3 (a)Where delivery of a Tender is by mail and Tenderer wishes to rece

43、ive an acknowledgement of receipt of such Tender, he shall make a request for such acknowledge in a separate letter attached to but not included in the sealed Tender package. 想以电子邮件方式接受标 书的投标者应用独立信件表明，并粘附预密封标书文件外13.4 (d)Upon request acknowledgement of receipt of Tender will be provided to those maki

44、ng delivery in persons or by messenger 以上要求的标书传递方式将通知到相关传送人员13.5 Tenders submitted through telegraph telex fax or e-main shall not be considered. 以电报，传 真或邮件提交的的标书将视为无效.13.6 Any Tender received by the Employer after the date and time of Tender submission will be returned unopened to such Tenderer Del

45、ays in mail, delays of person in transit or delivery of a Tender to the wrong office shall not be accepted as an excuse for failure to deliver a Tender at the proper place and time. It shall be the Tenderers responsibility to determine the manner in which timely delivery of this Tender will be accom

46、plished either in person by messenger or by mail 在提交日期之后才被招标单位收到的标书将会原件退回，不接受任何解释。投标者应注意选择 正确方式，确保标书准时提交。13.7 Any Tenderer may modify or withdraw his Tender submission provided that written notice of the modification, substitution or withdrawal is received by the Employer prior to the deadline for S

47、ubmission of Tenders 投标者在提交标书后可对其进行修改或予以撤销， 只要修改 文件和撤标通知在提交标书最后期限前送达招标单位。13.8 The notice for modification substitution or withdrawal of any Tender shall be prepared sealed marked and delivered in accordance with the provision of Clause IT-12 with the outer and inner envelopes additionally marked MOD
