1、吉林大学来华留学本科生管理规定第一章 总 则第一条 为维护学校正常的教育教学秩序和生活秩序,保障学生身心健康,促进学生德、智、体、美全面发展,依据中国教育法、高等教育法、普通高等学校学生管理规定、高等学校接受外国留学生管理规定以及其他有关中国法律、法规,制定本规定。第二条 本规定适用于本校来华留学本科学生。(以下简称学生)第三条 学校以培养人才为中心,按照中国教育方针,遵循教育规律,不断提高教育质量;坚持依法治校,从严管理,健全和完善管理制度,规范管理行为;坚持将管理与加强教育相结合,不断提高管理水平。第四条 学生应当遵守中国法律、法规,遵守公民
2、道德规范,遵守学校管理制度,具有良好的道德品质和行为习惯;应当刻苦学习,勇于探索,积极实践,努力掌握现代科学文化知识和专业技能;应当积极锻炼身体,具有健康体魄。第二章 学生的权利与义务第五条 学生在校期间依法享有下列权利:(一) 参加学校教育教学计划安排的相关活动,使用学校提供的教育教学资源;(二) 参加学生团体及文娱体育等活动;(三) 申请中国政府奖学金及学校奖学金;(四) 在思想品德、学业成绩等方面获得公正评价,完成学校规定学业后获得相应的学历证书、学位证书;(五) 对学校给予的处分或者处理有异议,向学校有关部门、学生申诉处理委员会或者吉林省教育厅提出申诉;对学校、
3、教职员工侵犯其人身权、财产权等合法权益,提出申诉或者依法提起诉讼;(六) 中国法律、法规规定的其他权利。第六条 学生在校期间依法履行下列义务:(一) 遵守中国法律、法规;(二) 遵守学校管理制度;(三) 努力学习,完成规定学业;(四) 按规定缴纳学费及有关费用。(五) 遵守学生行为规范,尊敬师长,养成良好的思想品德和行为习惯;第三章 学籍管理第一节 入学与注册第七条 按学校规定录取的新生,持录取通知书、外国留学人员来华签证申请表等相关材料,按学校有关要求到校留学生办公室办理入学手续。因故
4、不能按期入学者,延期入学时间最长为二周。未请假或者请假逾期者,除因不可抗力等正当事由以外,视为放弃入学资格。第八条 新生入学后,学校按中国政府相关规定对学生健康状况进行检查,对健康者予以注册,取得学籍。对不健康者,学校将区别情况,予以处理,直至取消入学资格。凡属弄虚作假、徇私舞弊取得学籍者,一经查实,即取消其学籍。第九条 对患有疾病的新生,经国家指定的卫生检疫部门诊断不宜在校学习的,可以保留入学资格一年。在保留入学资格期内经治疗康复,可以向学校申请入学,由指定的卫生检疫部门复查或确认,符合体检要求,可重新办理入学手续。复查不合格或者无故逾期不办理入学手续者,取消入学资格。第十条 每学期开学时,
5、学生应当本人在开学二周内到留学生办公室办理注册手续。不能如期注册者,应当以适当的方式向留学生办公室说明情况。未缴纳学费或者其他不符合注册条件的不予注册。第二节 考核与成绩记载第十一条 学生应当参加学校教育教学计划规定的课程和相关教育教学环节(以下统称课程)的考核,考核成绩记入成绩册,并归入本人档案。第十二条 考核分为考试和考查两种。考核合格获得该门课程的学分。第十三条 课程考核合格已经获得该门课程的学分,若学生希望获得更好的成绩,可以申请重修,成绩按最高分数记入成绩册,不另外计算学分,评奖、评优按第一次成绩计算。第十四条 学生因病住院治疗或有其它特殊原因不能
6、参加课程考试的,应当在考前以适当的方式申请缓考,经所在学院同意,报教务管理部门审批后,缓考该课程。缓考不单独安排,缓考学生须参加下一次同一课程的期末考试,如与所修课程期末考试冲突则顺延。缓考成绩按正常期末考试成绩记载,平时成绩由该课程的原任课教师提供,记入总成绩。学生无故旷考,该门课程成绩按零分记载。第十五条 学生可以申请辅修其他专业或者选修其他专业课程。按照有关规定,另行付费。学生可以根据校际协议,经学校同意跨校修读课程。在他校修读的课程成绩(学分)由学校审核后予以承认。第十六条 学生违反考试纪律或者作弊的,该门课程成绩按零分记载,视其违纪或者作弊情节,给予批评教育和相应的纪律处
7、分。给予警告、严重警告、记过及留校察看处分的,经教育表现较好,在毕业前对该课程给予重修机会。第十七条 学校对学生实行考勤制度,学生不能按时参加教育教学计划规定的活动,应当事先请假并获得批准,未履行请假手续的按旷课处理。未履行请假手续或者请假未经批准而缺席者,根据吉林大学学生违纪处分规定给予批评教育,情节严重的给予纪律处分。学生请假时间不超过两周的,由学院直接审批;请假时间超过两周的,由学院审批后,报留学生办公室审批、备案。第三节 转专业与转学第十八条 学生符合以下情况之一可以申请转专业:(一) 经学院认定确有某些突出专长,转专业更能发挥其特长的;(二) 经学院认定确有某种
8、特殊困难,不适宜在原专业继续学习,但尚能在学校其他专业学习的;(三) 参加转专业考试,符合相关条件的。第十九条 有下列情况之一的,不允许转专业:(一) 不符合拟转入专业的有关条件或者拟转入专业不同意接收的。第二十条 转专业由学生本人提出申请,转出、转入学院同意,报留学生办公室批准,办理相关手续。第二十一条 学生确有特殊困难,无法继续在学校学习的,可以申请转学。学生申请转出我校,经学院审核,报留学生办公室审批并履行相应手续。第二十二条 学生有下列情形之一,不得转出:(一) 入学未满一学期的;(二) 应予退学的;(三) 其他无正当理由的。第四节 休学与
9、复学第二十三条 学生可以分阶段完成学业。学生在校最长年限(含休学)为规定学制基础上延长二年。第二十四条 学生申请休学或者按要求应当休学者,由学院和留学生办公室批准,可以休学。学生休学一般以一学期为期限,特殊情况经批准可以续休,学生累计休学年限不得超过二年。第二十五条 学校不提倡学生学习期间结婚。学生结婚后妊娠、生育不宜在校学习、生活的可予休学。第二十六条 学生应征入伍,按照相关管理规定,学校保留其学籍最长年限为三年。第二十七条 休学学生应当办理休学手续离校,学校保留其学籍。学生休学期间,不享受在校学习学生待遇。第二十八条 学生休学期满
10、,应当于学期开学一周内向学校提出复学申请,经学校审查合格,方可复学。第五节 退 学第二十九条 学生有下列情形之一,应予退学:(一) 未按学分制要求完成学年最低学分的;(二) 在校最长年限内(含休学)未完成学业的;(三) 休学期满二周内未提出复学申请或者申请复学经审查不合格的;(四) 经学校指定医院诊断,患有精神病、癫痫等疾病或者意外伤残无法继续在校学习的;(五) 未请假或请假未获批准离校连续二周或一学期内累计三周未参加学校规定的教学活动的;(六) 每学期开学二周内未注册而又无正当事由的;(七) 本人申请退学的。已退学的学生,应当在公安
11、局出入境管理处规定的期限内离境。第六节 毕业、结业与肄业第三十条 学生修完教育教学计划规定内容,达到毕业要求,准予毕业,发给毕业证书。第三十一条 学生修完教育教学计划规定内容,未达到毕业要求,准予结业,发给结业证书。结业后在最长年限内可以重修有关课程或者补作毕业论文(设计),达到毕业要求,可以用结业证书换发毕业证书,毕业时间按发证日期填写。第三十二条 经学校学位委员会审查符合学位授予条件者,颁发学位证书。第三十三条 学满一学年以上退学的学生,学校颁发肄业证书。第三十四条 对完成本专业学业同时辅修其他专业并达到该专业辅修要求者,发给辅修证书。第三十
12、五条 对完成本专业学业同时辅修其他专业并达到该专业学士学位授予要求者,颁发第二学科学士学位证书。第三十六条 毕业、结业、肄业证书和学位证书遗失或者损坏不予补发,经本人申请,学校核实后出具相应的证明书。第四章 校园秩序与课外活动第三十七条 学校维护校园正常秩序,保障学生的正常学习和生活。第三十八条 学校建立和完善学生参与民主管理的组织形式,鼓励和支持学生对学校的工作提出意见和建议,支持和保障学生依法参与学校民主管理。第三十九条 学生应当自觉遵守中国的法律法规,自觉遵守学校管理制度,创造和维护文明、整洁、优美、安全的学习和生活环境。学生不
13、得有酗酒、打架斗殴、赌博、吸毒,传播、复制、贩卖非法书刊和音像制品等违反治安管理规定的行为;不得参与非法传销和传教活动;不得从事或者参与有损大学生形象、有损社会公德的活动。第四十条 学校应当尊重学生的民族习俗和宗教信仰,但不提供举行宗教仪式的场所。校内严禁进行传教及宗教集会等活动。第四十一条 学生可以在校内组织、参加学生团体。学生成立团体,应当按学校有关规定提出书面申请,报学校批准。学生团体应当在中国法律、法规和学校管理制度范围内活动,接受学校的领导和管理。第四十二条 学校提倡并支持学生及学生团体开展有益于身心健康的学术、科技、艺术、文娱、体育等活动。学生进行
14、课外活动不得影响学校正常的教育教学秩序和生活秩序。第四十三条 学校鼓励、支持和指导学生参加社会实践、社会服务和开展勤工助学活动,并根据实际情况给予必要帮助。学生参加勤工助学活动应当遵守中国法律、法规以及学校、用工单位的管理制度,履行勤工助学活动的有关协议。第四十四条 学生举行集会、游行、示威等活动,应当按中国法律程序和有关规定获得批准。对未获批准的,学校将依法劝阻或者制止。第四十五条 学生使用计算机网络,应当遵循中国和学校关于网络使用的有关规定,不得登录非法网站、传播有害信息。第四十六条 学生应当严格遵守学校学生宿舍管理制度和安全防火的有关规定,
15、自觉维护校园安全。第五章 奖励与处分第四十七条 对在德、智、体、美等方面全面发展,在各项活动中表现突出的学生,学校给予表彰和奖励;对表现特别突出的学生,学校将负责向省、市和国家有关部门推荐给予表彰和奖励。第四十八条 对学生的表彰和奖励采取授予荣誉称号、颁发奖学金等多种形式,给予相应的精神鼓励或者物质奖励。第四十九条 对有违法的学生,交由司法机关处理,学校同时给予相应的纪律处分。对有违纪的学生,根据吉林大学学生违纪处分规定按其行为的性质和过错的严重程度给予相应的纪律处分。第五十条 纪律处分的种类分为:(一) 警告;(二) 严重警告;(三)
16、; 记过;(四) 留校察看;(五) 开除学籍。第五十一条 对违纪学生做出处分决定的权限和审批程序为:(一) 对违纪学生给予警告、严重警告和记过处分的,经违纪学生所在学院院长会议讨论,主管院领导批准,报留学生办公室备案。(二) 对违纪学生给予留校察看处分的,由违纪学生所在学院及学校相关职能部门查证,学院提出初步意见,留学生办公室核准,主管领导批准。(三) 对违纪学生给予开除学籍处分的,由违纪学生所在学院及学校相关职能部门查证,学院提出处理建议,留学生办公室核准,主管领导批准。(四) 对考试违纪学生的处分,由学校按规定程序统一处理。第五十二条 学校对学生的处分,
17、按照程序正当、证据充分、依据明确、定性准确、处分适当的原则进行。第五十三条 学校在对学生作出处分决定之前,将听取学生或者其授权代理人的陈述和申辩。第五十四条 学校对学生作出处分,出具处分决定书,送交本人。第五十五条 学校对学生作出的处分决定书包括处分和处分事实、理由及依据,并告知学生可以提出申诉、申诉的部门和申诉的期限。第五十六条 学校学生申诉处理委员会受理学生对取消入学资格、退学处理或者违规、违纪处分的申诉事宜。学生申诉处理委员会由学校主管校领导、相关学院和职能部门负责人、法律专家、教师和学生代表组成。第五十七条 学生对处分决定有异
18、议的,在接到学校处分决定书之日起5个工作日内,可以向学校学生申诉处理委员会提出书面申诉。第五十八条 学生申诉处理委员会对学生提出的申诉进行复查,并在接到书面申诉之日起15个工作日内,作出复查结论并告知申诉人。需要改变原处分决定的,由学生申诉处理委员会提交校长重新研究决定。第五十九条 学生对复查决定有异议的,在接到学校复查决定书之日起15个工作日内,可以向吉林省教育厅提出书面申诉。 第六十条 从处分决定或者复查决定送交之日起,学生在申诉期内未提出申诉的,学校不再受理其提出的申诉。第六十一条 被开除学籍的学生,由学校发给学习证明。学生按学校规定期限离
19、校。第六十二条 对学生的奖励、处分材料,学校将真实完整地归入学校文书档案和本人档案。第六章 附 则第六十三条 本规定自2006年3月1日起施行。学校其他有关文件规定与本规定不一致的,以本规定为准。第六十四条 来华留学语言生、普通进修生的管理按照本规定执行。Regulations for International Undergraduate StudentsJilin UniversityChapter 1 General Provisions Article 1: To keep the university campus in good order for
20、 study and living, to ensure mental and physical health of the students, and to promote all-round moral, intellectual, physical and aesthetic education, the Jilin University (referred as the University hereafter) has drawn up these regulations on the basis of the Education Law, Higher Education Law,
21、 Regulations for the Administration of the Students of General Higher Institutions, Regulations for the Admission of Foreign Students in Higher Institutions, and other related laws and regulations of China.Article 2: These regulations apply to all international undergraduate students (referred simpl
22、y as students hereafter) enrolled in this university.Article 3: The University focuses on the education of professional personnel following the guiding principles and rules of education in China and keeps improving its quality; it administers all affairs abiding by law, maintaining a high demand to
23、and constantly improving its management system and normalizing its managerial behavior; it unswervingly combines the enhancement of education with management and betters its art of administration incessantly.Article 4: All students must abide by the laws and regulations of China, as well as the regu
24、lations of the University; students should have good moral standard and conduct, study hard, be innovative, dare to face all challenges, and strive hard to master modern scientific knowledge and skills; students should pay attention to physical training to keep them healthy.Chapter 2 Student Rights
25、and DutiesArticle 5: Students, once enrolled, have the following legal rights:1. to participate all activities as arranged in the curriculum and make use of the education resources provided by the university;2. to join student groups, as well as recreation and sports activities;3. to apply for the C
26、hinese government or University scholarships;4. to have the right of expecting fair evaluation of their ideological/moral characters and academic achievements; to obtain relevant Certificates of Study, Degree Certificates and Diploma;5. to appeal against any decisions or penalties taken for their mi
27、sconduct to the relevant offices of the university, the Student Appeal Board, or the Jilin Provincial Education Department; 6. to appeal for justice or file law suit against any violation of their legal rights such as right of person or property, infringed by the university, faculty or staff member;
28、7. to enjoy any other relevant rights as defined by the laws and regulations of China.Article 6: All students, once enrolled, must fulfill the following duties:1. to abide by the laws and regulations of China;2. to abide by the regulations of the university;3. to study hard and complete the required
29、 academic works;4. to pay the tuition and fees as required;5. to abide by the student conduct regulations, respect the faculty members, and to acquire good ideological, moral characters and behavior.Chapter 3 Management of Student RecordsSection 1: Enrollment and Registration Article 7: New student
30、admitted by the university should bring the Admission Notice, the completed Visa Application for study in China as well as other relevant documents and come to the university Office of International Student (OIS) to register before the deadline as specified in the Admission Notice. If, for certain r
31、eason, the student cannot register on time, the student must ask leave for an extension period of not more than 2 weeks. Those who have not asked for the leave and those who fail to register before the end of the extension period without proper reason such as force majeure will be lose their qualifi
32、cation as an admitted student.Article 8: The University will check the health condition of students, as required by the regulations of the Chinese government; only healthy students can register and enroll. Students who fail the health check will be dealt with according to their different status, and
33、 may even lose their qualification. Students who are found to present fraudulent documents or use illegal ways to be admitted will be dismissed immediately.Article 9: Students with disease unfit to continue their study as diagnosed by government-appointed health and quarantine departments will have
34、a suspension of schooling for a period of one year. Students who have rehabilitated during this period may resume schooling by application for readmission, but they will need a health re-exam by officially appointed health and quarantine departments. Students who cannot pass the re-exam or do not co
35、mplete the registration and enrollment procedure on time will be disqualified.Article 10: At the beginning of each semester, student should register in person at OIS within 2 weeks. Students who cannot register on time should give their explanations to the OIS. Students who have not paid their tuiti
36、on and fees or cannot meet any other requirements of registration will not be registered.Section 2: Assessment and Academic RecordArticle 11: Students should take assessment of the courses and other curricular activities as required by the curriculum (hereafter all referred as courses). The result o
37、f assessment will be kept in the transcript and filed in the student personal record.Article 12: There are two ways of assessment: examination and pass/fail assessment. Only those who pass the assessment can earn the credits of the course.Article 13: For course that has already passed the assessment
38、, if the student wishes to have a higher grading, the student may take the course again. The final grading in the transcript will be the higher one, but the credit conferred will be counted only once, and the first earned grade will be used in such activities as award or outstanding achievement comp
39、etition.Article 14: If the student for some reason such as illness, hospitalization, etc. cannot take the examination, an application for delaying the examination must be sent, agreed by the college and approved by the teaching affairs department. No separate examination will be given and the studen
40、t has to take the next available final examination of the same course; if this conflicts with other examination, it will be delayed till the next chance comes. A delayed examination is equally effective in the students academic record as the normal one, grading points earned from daily achievement s
41、hould be given by the original instructor and counted in the final grade. Missing the examination for no reason will result a zero grade for the course.Article 15: Student may elect another specialty as minor, or elect courses from other major, paying appropriate fees as required. Approved by the un
42、iversity, student may elect courses from other university according to inter-university agreement. The grade/credit earned from the other university must be examined and verified by Jilin University for recognition.Article 16: Misconduct, such as cheating during the examination will lead to a zero g
43、rade of the course. The offender will be criticized and subject to disciplinary action which includes warning, serious warning, demerit, or probation on campus. The offender who behaves well afterwards will be given a chance to re-take the course before graduation. Article 17: Attendance of curricul
44、ar activities is mandatory. Leave of absence must be asked and approved in advance; otherwise, the offender will be criticized or even subject to disciplinary action according to the University Regulations on Student Disciplinary Procedures. Leave of absence within 2 weeks can be approved directly b
45、y the corresponding college. Application for leave of absence longer than 2 weeks should be approved by the college first, and then sent to the OIS to be examined for a final approval, and kept in the students record.Section 3: Change of Major and Transfer to Other Higher InstitutionsArticle 18: Stu
46、dent who meets the following criteria may apply for a change of major:1. Being recognized by the college as to have outstanding skills more suitable to take another major;2. Being recognized by the college as to have certain difficulty not suitable to stick to the original major but still suitable t
47、o take other appropriate majors of the university;3. Being qualified for certain criteria and having passed the examination for change of major.Article 19: The following criteria will exclude the student from change of major:1. Not meeting the criteria of the selected major or not accepted by the se
48、lected major.Article 20: Steps for the change of major include: application by the student; consent by both of the related colleges; approval by OIS and completing the necessary procedures.Article 21: Students, who do have certain difficulties and thus cannot continue their study at Jilin University
49、, may apply for a transfer to another higher institution. To transfer out of the University the student must be approved by the original college and OIS and go through the necessary procedures.Article 22: The following conditions exclude the transfer of institutions:1. Having studied in the Universi
50、ty for less than one semester;2. Ordered to drop out of school;3. Without any proper reason.Section 4: Suspension and Resuming of SchoolingArticle 23: Students may complete their study in separate stages, but the longest overall extension of the period of attendance (including the suspension of scho
51、oling) shall not exceed 2 years.Article 24: Students who apply for a suspension of schooling or are demanded to suspend schooling should be approved by the corresponding college and OIS. In general, suspension of schooling is limited to one semester. Under special circumstances and approved by the U
52、niversity, the suspension period may be extended, but the overall period of extension must not exceed 2 years.Article 25: The University does not encourage marriage during the schooling years. If the student gets pregnant or has given birth to child, and is therefore inappropriate to study and live
53、at the university, may have a suspension of schooling.Article 26: According to relevant regulations students serving military duty may keep their status of student not longer than 3 years.Article 27: Student who has suspended schooling shall leave the university campus after going through necessary
54、procedure. During the suspension period, the person will no longer enjoy the status of an enrolled student.Article 28: When the suspension period ends, the student should send application to resume schooling within a week since the beginning of the new semester. It must be approved by the University
55、 before the student can resume schooling.Section 5: Drop Out of SchoolArticle 29: Under the following circumstances, student should drop out or be demanded to drop out of school:1. Not being able to earn the minimum number of credits required for the academic year;2. Not being able to complete the c
56、urriculum within the longest permissible time (including the suspension period) as required;3. Not sending in application to resume schooling within 2 weeks after the suspension period has ended, or not being able to pass the re-examination and therefore not approved to resume schooling;4. Diagnosed
57、 by the hospitals appointed by the University to have mental disorder, epilepsy, etc. or unexpected injury that prevents the student to continue to study;5. Being absent from the school without asking for leave, or, though asked, but not approved, thus not being able to participate the required curr
58、icular activities for 2 continuous weeks or cumulatively for 3 weeks in one semester;6. Not being able to register within 2 weeks after the beginning of the semester without any proper excuse; 7. Asked to drop out of school by the student in person.Student who has dropped out of school must exit fro
59、m China within the time limit allotted by the Public Security Bureau.Section 6: Graduation, Completion of the Curriculum and Completion of the CoursesArticle 30: Student who has completed the courses required by the curriculum, and reached the standard established for graduation, can graduate and be conferred the diploma.Article 31: Student who has completed
