No clai

16、ms for extra payment on these grounds will be entertained where, in the opinion of the Engineer, the impact could have been foreseen by a competent Contractor. Each item shall be priced separately and be inclusive of supply, freight, landing, insurance, foundations, erecting, connecting, testing and

17、 finishing off and to include accommodation and a correct sum for maintenance during the maintenance period. The total of the separate items shall include everything necessary to leave the plant complete and in full working order at the expiration of the maintenance period in accordance with the pro

20、tems in the Bill of Quantities as amplified in this section and against the final quantities approved by the Engineer. These rates and prices shall include all of the work, temporary and permanent, necessary to comply with the Contract. Measurement for the purposes of payment shall where appropriate

21、 be made jointly by the representative of the Engineer and the Contractor. The Contractor when requested shall attend for purposes of measurement, or otherwise accept measurements made by the Engineer alone. Where applicable the Contractor shall indicate on each invoice the identification number of

22、each support to which items in the invoice refer. Rates and prices in the Bill of Quantities where applicable shall be deemed to include for all work on site irrespective of access conditions, including if necessary helicopter transportation, slope of ground, nature of subsoil, presence of water or

23、other obstacles adjacent to or across the line of the route except as provided for in Section 5 - Wayleave, Access And Site Preparation of the Technical Specification. All rates and prices shall include all incidental expenses which the Contractor or specialist Subcontractor may incur in the prepara

24、tion of maintenance of access, in the provision of site services and of all transportation for labour whether skilled or unskilled. The rates and prices in the Bill of Quantities shall include all out allowances or other supplementary payment to skilled or unskilled labour, customary, authorised or

25、required by regulations in force at the date of the Tender. All rates and prices shall be deemed to include payment to labour, or other expenses incurred for idle time during which work on site is interrupted by weather conditions or flooding by storm overflow or the like. Whilst every assistance wi

26、ll be provided to facilitate line construction activities in sequence in accordance with the Contractors agreed programme of work, there could be occasions when this may not be possible. No claims for additional costs to the Contractor will be accepted solely for such discontinuity of working, excep

27、t where this involves the out of sequence movement of the conductor stringing plant and equipment. The Tenderer should indicate the cost that would be incurred in the event of an out of sequence movement of the conductor stringing plant and equipment. Only those prices shown in the miscellaneous rat

28、es will be accepted as additional to the contract price where the use of such rates is authorised by the Engineer. 29、 1: PREAMBLES Check survey and easement clearing for the horizontal distance involved measured along route centre line. Construction of new access tracks will be based on the lump sum basis. Rates for earthing of structures under the transmission line shall include all the necessary materials for th

30、e earthing installation. Any items not in Summary of Prices but required by the specification for the project completion shall be deemed to be included in the overall contract price. All structure extra-over items shall be assumed applicable to complete structures in any type of ground. Final paymen

31、ts shall be made for the finally erected quantities extended at the rates herein. 1.1 PREAMBLES FOR PRELIMINARIES 1.1.1 The Tenderer shall quote a Fixed Lump Sum for the cost of all Preliminaries, Conditions of Contract and Project Requirement indicated below in paragraph 1.2.1 to 1.2.7 inclusive. I

32、ndividual unit cost items are to be identified in the Preliminaries which shall include the cost for General Conditions and Project Requirement. The lump sum price breakdown is required for evaluation purposes. 1.1.2 The prices for the Preliminaries, Conditions of Contract and Project Requirement ma

33、y only be increased if the final total cost of the measured work (excluding Dayworks, Preliminaries, General Conditions and Project Requirement) exceeds by twenty-five percent (25%) the total cost of the measured work (excluding Dayworks, Preliminaries, General Conditions and Project Requirement) qu

34、oted in the Tender. 1.1.3 In such case, the Preliminaries, Conditions of Contract and Project Requirement may be increased by an amount to be agreed between the parties. The basis for calculation of the compensation amount shall based on the difference between the sum that is over and above twenty-f

35、ive percent (25%) the sum quoted for the tender (excluding Preliminaries, General Conditions and Project Requirement) and the actual final total cost of the measured work (excluding Preliminaries, General Conditions and Project Requirement). Such addition shall constitute full and total compensation

36、 for any increase in costs or liabilities attributable to changes or alterations to the Works and no other claims will be considered by the Employer (except on the basis of 1.2.6 below). In the event of the Contractor claiming for increased Preliminaries, General Conditions and Project Requirement u

37、nder this clause, he shall demonstrate to the satisfaction of the Employer that he has suffered extra costs due directly to the increased volume of work and which costs could not reasonably have been allowed for in the Tendered Price. 1.1.4 The prices for the Preliminaries, Conditions of Contract an

38、d Project Requirement shall only be reduced if the final total cost of the measured work (excluding Dayworks, Preliminaries, General Conditions and Project Requirement) is reduced by more than 25% (twenty-five percent) of the total cost of the measured work (excluding Dayworks, Preliminaries, Genera

39、l Conditions and Project Requirement) quoted in the Tenders. 1.1.5 In such case the Preliminaries and Conditions of Contract shall be reduced by an amount to be agreed between the parties and as described in Clause 1.1.4 above. 1.1.6 The provisions of Clauses 1.1.3 to 1.1.4 shall only apply to chang

40、es in the work and quantities generally within the broad scope of the Project as described in the Technical Specification. Should the Employer require additions or deletions to the Project which are clearly outside the broad scope and intent of the Technical Specification, such variations will be me

41、asured and valued in accordance with the Conditions of Contract. 1.1.7 The Preliminaries, Conditions of Contract and Employer shall be fully inclusive of all fees, charges, duties, taxes and expenses and all other costs incurred to administer the execution of the work including costs for the adminis

43、1: PREAMBLES a) Supervision Costs i) Supervisory staff, satisfactory to the Employer as to numbers, qualifications, experience and duration of assignment, as are required to ensure the efficient prosecution of the work in accordance with the agreed programme, shall be included; ii) Costs shall inclu

44、de all salaries, burden, transfer costs, housing, travel and other living expenses, personnel transport and all other allowances, costs and other charges incurred by or as a result of providing such personnel. b) Administration, Clerical, Security and Warehousing Personnel i) Administration and cler

45、ical personnel as are required to ensure that efficient prosecution of the work shall be included; ii) All necessary security services shall be included for the protection of the Contractors plant, equipment, materials, or any such under his care; iii) Warehouse staff for the safekeeping and adminis

46、tration of materials intended for incorporation in the works shall be included; iv) The costs shall include all salaries, burden, transfer costs, housing, travel and living expenses, personnel, transport and all other allowances, costs and other charges incurred by or as a result of providing such p

47、ersonnel; v) Contractors head office costs, overhead, fees, profits, expenses and the like required for the performance of the works and all costs necessary for the fulfillment of all obligations and responsibilities required under the Terms of the Contract. c) Temporary Buildings i) All buildings f

48、or the use of the Contractors personnel; ii) Contractor to list all buildings it is intended to bring on to site; iii) All necessary office furniture, furnishings, and equipment and the installation of a telephone system as may be required for the proper administration of the Contract shall be inclu

49、ded; iv) Delivery, erection and subsequent dismantling and removal from site after the Employers written permission has been obtained; v) Restatement, make good the area. d) Temporary Facilities The Contractor shall include for the provision, installation, maintenance and dismantling of all temporar
