2、ndworksthatheleftbehind.Helivesoninthemindandmemoriesofmankind.Helivesonintheheartsofhiscountrymen.Nowordsaresadenoughtoexpressoursenseofloss.NowordsarestrongenoughtoexpressourdeterminationtocontinuetheforwardthrustofAmericathathebegan.Thedreamofconqueringthevastnessofspace,thedreamofpartnershipacro

3、sstheAtlantic-andacrossthePacificaswell-thedreamofaPeaceCorpsinlessdevelopednations,thedreamofeducationforallofourchildren,thedreamofjobsforallwhoseekthemandneedthem,thedreamofcareforourelderly,thedreamofanall-outattackonmentalillness,andaboveall,thedreamofequalrightsforallAmericans,whatevertheirrac

4、eorcolor.TheseandotherAmericandreamshavebeenvitalizedbyhisdriveandbyhisdedication.Andnowtheideasandtheidealswhichhesonoblyrepresentedmustandwillbetranslatedintoeffectiveaction.UnderJohnKennedy'sleadership,thisnationhasdemonstratedthatithasthecouragetoseekpeace,andithasthefortitudetoriskwar.Wehav

5、eprovedthatweareagoodandreliablefriendtothosewhoseekpeaceandfreedom.Wehaveshownthatwecanalsobeaformidablefoetothosewhorejectthepathofpeaceandthosewhoseektoimposeuponusorouralliestheyokeoftyranny.ThisnationwillkeepitscommitmentsfromSouthVietnamtoWestBerlin.Wewillbeunceasinginthesearchforpeace,resourc

6、efulinourpursuitofareasofagreement-evenwiththosewithwhomwediffer-andgenerousandloyaltothosewhojoinwithusincommoncause.Inthisagewhentherecanbenolosersinpeaceandnovictorsinwar,wemustrecognizetheobligationtomatchnationalstrengthwithnationalrestraint.Wemustbepreparedatoneandthesametimeforboththeconfront

7、ationofpowerandthelimitationofpower.Wemustbereadytodefendthenationalinterestandtonegotiatethecommoninterest.Thisisthepaththatweshallcontinuetopursue.Thosewhotestourcouragewillfinditstrong,andthosewhoseekourfriendshipwillfindithonorable.Wewilldemonstrateanewthatthestrongcanbejustintheuseofstrength,an

8、dthejustcanbestronginthedefenseofjustice.Andletallknowwewillextendnospecialprivilegeandimposenopersecution.Wewillcarryonthefightagainstpoverty,andmisery,anddisease,andignorance,inotherlandsandinourown.Wewillserveallthenation,notonesectionoronesector,oronegroup,butallAmericans.ThesearetheUnitedStates

9、:Aunitedpeoplewithaunitedpurpose.OurAmericanunitydoesnotdependuponunanimity.Wehavedifferences;butnow,asinthepast,wecanderivefromthosedifferencesstrength,notweakness,wisdom,notdespair.Bothasapeopleandagovernment,wecanuniteuponaprogram,aprogramwhichiswiseandjust,enlightenedandconstructive.For32yearsCa

10、pitolHillhasbeenmyhome.Ihavesharedmanymomentsofpridewithyou,prideintheabilityoftheCongressoftheUnitedStatestoact,tomeetanycrisis,todistillfromourdifferencesstrongprogramsofnationalaction.Anassassin'sbullethasthrustuponmetheawesomeburdenofthePresidency.IamheretodaytosayIneedyourhelp.Icannotbearth

11、isburdenalone.IneedthehelpofallAmericans,andallAmerica.Thisnationhasexperiencedaprofoundshock,andinthiscriticalmoment,itisourduty,yoursandmine,astheGovernmentoftheUnitedStates,todoawaywithuncertaintyanddoubtanddelay,andtoshowthatwearecapableofdecisiveaction;thatfromthebrutallossofourleaderwewillderi

12、venotweakness,butstrength;thatwecanandwillactandactnow.Fromthischamberofrepresentativegovernment,letalltheworldknowandnonemisunderstandthatIrededicatethisGovernmenttotheunswervingsupportoftheUnitedNations,tothehonorableanddeterminedexecutionofourcommitmentstoourallies,tothemaintenanceofmilitarystren

13、gthsecondtonone,tothedefenseofthestrengthandthestabilityofthedollar,totheexpansionofourforeigntrade,tothereinforcementofourprogramsofmutualassistanceandcooperationinAsiaandAfrica,andtoourAllianceforProgressinthishemisphere.Onthe20thdayofJanuary,in19and61,JohnF.Kennedytoldhiscountrymenthatournational

14、workwouldnotbefinished"inthefirstthousanddays,norinthelifeofthisadministration,norevenperhapsinourlifetimeonthisplanet.""But,"hesaid,"letusbegin."Todayinthismomentofnewresolve,IwouldsaytoallmyfellowAmericans,letuscontinueThisisourchallenge-nottohesitate,nottopause,notto

15、turnaboutandlingeroverthisevilmoment,buttocontinueonourcoursesothatwemayfulfillthedestinythathistoryhassetforus.OurmostimmediatetasksarehereonthisHill.First,nomemorialorationoreulogycouldmoreeloquentlyhonorPresidentKennedy'smemorythantheearliestpossiblepassageoftheCivilRightsBillforwhichhefought

16、solong.Wehavetalkedlongenoughinthiscountryaboutequalrights.Wehavetalkedforahundredyearsormore.Itistimenowtowritethenextchapter,andtowriteitinthebooksoflaw.Iurgeyouagain,asIdidin19and57andagainin19and60,toenactacivilrightslawsothatwecanmoveforwardtoeliminatefromthisnationeverytraceofdiscriminationand

17、oppressionthatisbaseduponraceorcolor.Therecouldbenogreatersourceofstrengthtothisnationbothathomeandabroad.Andsecond,noactofourscouldmorefittinglycontinuetheworkofPresidentKennedythantheearlypassageofthetaxbillforwhichhefoughtallthislongyear.ThisisabilldesignedtoincreaseournationalincomeandFederalrev

18、enues,andtoprovideinsuranceagainstrecession.Thatbill,ifpassedwithoutdelay,meansmoresecurityforthosenowworking,morejobsforthosenowwithoutthem,andmoreincentiveforoureconomy.Inshort,thisisnotimefordelay.Itisatimeforaction-strong,forward-lookingactiononthependingeducationbillstohelpbringthelightoflearni

19、ngtoeveryhomeandhamletinAmerica;strong,forward-lookingactiononyouthemploymentopportunities;strong,forward-lookingactiononthependingforeignaidbill,makingclearthatwearenotforfeitingourresponsibilitiestothishemisphereortotheworld,norerasingExecutiveflexibilityintheconductofourforeignaffairs;andstrong,p

20、rompt,andforward-lookingactionontheremainingappropriationbills.Inthisnewspiritofaction,theCongresscanexpectthefullcooperationandsupportoftheexecutivebranch.And,inparticular,IpledgethattheexpendituresofyourGovernmentwillbeadministeredwiththeutmostthriftandfrugality.IwillinsistthattheGovernmentgetadol

21、lar'svalueforadollarspent.TheGovernmentwillsetanexampleofprudenceandeconomy.Thisdoesnotmeanthatwewillnotmeetourunfilledneedsorthatwewillnothonorourcommitments.Wewilldoboth.AsonewhohaslongservedinbothHousesoftheCongress,Ifirmlybelieveintheindependenceandtheintegrityofthelegislativebranch.AndIprom

22、iseyouthatIshallalwaysrespectthis.Itisdeepinthemarrowofmybones.Withequalfirmness,IbelieveinthecapacityandIbelieveintheabilityoftheCongress,despitethedivisionsofopinionswhichcharacterizeournation,toact-toactwisely,toactvigorously,toactspeedilywhentheneedarises.Theneedishere.Theneedisnow.Iaskyourhelp.Wemeetingrief,butletusalsomeetinreneweddedicationandrenewedvigor.Letusmeetinaction,intolerance,andinmutualunderstanding.JohnKennedy'sdeathcommandswhathislifeconveyed-thatAmericamustmoveforward.
