In recent weeks, Americans have seen horrific imagesfrom Iraq: the bombing of a great house ofworship in Samaria, sectarian reprisalsbetweenSunnisand Shies,and carbombingsand kidnappings.Amid continuedreportsabout the tense situation in parts of that

2、 country, it may seem difficult at timesto understand how we can say that progress is being made. But the reaction to therecentviolenceby Iraqsleadersis a clearsignofIraqscommitment todemocracy.Imencouragedtosee thatIraqipoliticalleadersaremaking good progresstowardforming a unity government, despit

3、e the recent violence. Our Ambassador to Iraq,Zal Khalilzad, reports that the violence has created a new sense of urgency amongthese leaders to form a national unity government as quickly as possible. I urgethem to continue their work to put aside their differences, to reach out acrosspolitical,reli

4、gious,and sectarianlines,and toforma governmentthatcan confrontthe terrorist threat and earn the trust and confidence of all Iraqis.I alsoremainoptimisticbecauseslowly butsurelyourstrategyisgettingresults.This month Im giving a series of speeches to update the American people on thatstrategy. Im dis

5、cussing the progress we are making, the lessons we have learnedfrom our experience, and how we are fixing what has not worked. This past week, Idiscussed the security element of our strategy. I spoke about our increasinglysuccessful efforts to train Iraqi security forces to take the lead in the figh

6、tagainsttheterrorists.And Idescribedour strengthenedeffortstodefeatthethreatof improvised explosive devices, or Ides.On Monday, I will give a speech discussing how we are working with all elements ofIraqisocietyto remove the terroristsand restoreorderinIraqicities,torebuildhomes and communities,and

7、toachievethestabilitythatcan come onlyfrom freedom.I will also share some concrete examples of how this approach is succeeding -evidence of real progress that is too often lost amid the more dramatic reports ofviolence.Sunday marks thethirdanniversaryofthebeginningofOperationIraqiFreedom. Thedecisio

8、n by the United States and our Coalition partners to remove Saddam Husseinfrom power was a difficult decision - and it was the right decision. America andtheworld aresafertoday withoutSaddamHusseininpower. He isno longeroppressingtheIraqipeople,sponsoringterror,and threateningtheworld.He isnow being

9、triedforhiscrimes,and over 25 millionIraqisnow liveinfreedom.Thisisan achievementAmerica and our allies can be proud of.These past threeyears have tested our resolve.Weve seen hard days and setbacks.Afterthe fallofSaddam Hussein,theterroristsmade Iraqthecentralfrontinthewar on terror, in an attempt

10、to turn that country into a safe haven where they canplanmore attacksagainstAmerica.The fightinghas been tough.The enemy has provedbrutal and relentless. We have changed our approach in many areas to reflect thehardrealitieson theground.And our troopshave shown magnificentcourageand madetremendous s

11、acrifices.These sacrifices by our Coalition forces - and the sacrifices of Iraqis - havegiven Iraq this historic opportunity to form a democratic government and rebuilditselfafterdecades of tyranny.Inthepastthreeyears,Iraqishave gone fromlivingundera brutaltyrant,toliberation,sovereignty,freeelectio

12、ns,a constitutionalreferendum,and last December, electionsfor a fullyconstitutionalgovernment.Bytheir courage, the Iraqi people have spoken and made their intentions clear: Theywant to live in a democracy and shape their own destiny.In thisfight,theAmerican and Iraqipeoplesharethesame enemies becaus

13、ewe standfor freedom. The security of our country is directly linked to the liberty of theIraqi people, and we will settle for nothing less than complete victory. Victorywillcome when theterroristsand Saddamistscan no longerthreatenIraqsdemocracy,when the Iraqi security forces can provide for the sa

14、fety of their own citizens,and when Iraq is not a safe haven for the terrorists to plot new attacks againstour nation.More fightingand sacrificewillbe requiredtoachievethisvictory,and forsome,the temptation to retreat and abandon our commitments is strong. Yet there is nopeace, theres no honor, and

15、theres no security in retreat. So America will notabandon Iraqtotheterroristswho want to attackus again.Wewillfinishthemission.By defeatingtheterroristsinIraq,we willbringgreater securitytoourown country.And when victory is achieved, our troops will return home with the honor they haveearned.Thank y

16、ou for listening.【美国总统电台演说】 2006-04-01THE PRESIDENT: Good morning.As taxday approacheslaterthismonth,many Americanfamilies are now finishing their tax returns. And as you do, an important debateis takingplaceinWashingtonthatwillaffecttheamount youwillpay in the yearsahead.I believe our economy grows

17、 when youre allowed to keep more of your hard-earnedmoney and make yourown decisionsabouthow tosave,spend,and invest.So,workingwith Congress, weve provided tax relief for all Americans who pay income taxes.We lowered tax rates to let workers keep more of their paychecks. We doubled thechild tax cred

18、it and reduced the marriage penalty, and we put the death tax on theroad to extinction. We also cut taxes on dividends and capital gains and expandedincentives for small businesses to invest so they could grow and create new jobs.Since2001,thetaxreliefwe deliveredhas left$880 billioninthehands ofAme

19、ricanworkers, and small businesses,and families like yours,and you used that moneytohelp produce more than fouryearsofuninterruptedeconomic growth.Last year,oureconomy grew at a healthy 3.5 percent, faster than any other major industrializednation.One politicianin Washingtonsaidin2003 thatour taxcut

20、swere ruiningoureconomyand costingus jobs.The truthis thatsinceAugust2003,Americahas added almost5 millionnew jobs.Our unemployment rateisnow 4.8percent-lowerthantheaverageof the 1970s, 1980s, and 1990s. Real after-tax income is up 8 percent per personsincethebeginningof2001.More Americansnow own th

21、eirown homes thanatany timein ourhistory,and minorityhomeownershipisatrecordlevels.Consumer confidenceis at its highestlevelin nearly four years.Productivityhas grownstrongly overthe past five years, and our small business sector is thriving.The evidence is overwhelming: The opponents of tax cutswer

22、ewrong. TaxreliefhashelpedtocreatejobsandopportunitiesforAmericanfamilies,and itshelpedoureconomygrow.Bymaintainingourpro-growtheconomicpoliciesandpracticingspendingrestraintinWashington,we can keepoureconomy growingand stayon trackto meet our goal of cutting the budget deficit in half by 2009.The p

23、roblemisthatthetaxreliefwe passed issettoexpireover the next few years.SomeDemocratsin Washingtonareinsistingthatwe letthathappen -oreven repealthe tax cuts now. In either case, that would weaken our economy and would leaveAmericanfamilieswitha bigtaxhikethattheydo notexpectand willnotwelcome.Becaus

24、e America needs more than a temporary economic expansion, we need more thantemporarytaxrelief.To keep oureconomy growing,tokeep ourbusinessesinvesting,and to keep creating jobs, we need to ensure that you keep more of what you earn- so Congress needs to make the tax relief permanent.Making tax relie

25、fpermanent includesextendingthetaxcutson dividendsand capitalgains. These tax cuts have been vital to our economic growth. By lowering the costof capital,thistax reliefhas givenbusinessesan incentiveto investand expand,and thathas helpedcreatejobs and opportunity.I urge the Congress to extend thesep

26、ro-growth tax cuts, so our businesses can plan with confidence and keep creatingjobs for American workers.The debate in Congressovertaxesultimatelycomes down tothis:Who knows besthowto use your money - the politicians in Washington or you? I believe the money wespend in Washington is your money, not

27、 the governments money. 28、y, I willattenda naturalizationceremony hereinWashington.Itsalwaysinspiringto watcha groupofimmigrantsraisetheirhandsand swear an oath tobecome citizensofthe UnitedStatesofAmerica.These men andwomen followinthefootstepsof millionswhovecome toourshoresseekinglibertyand opportunity,and America isbette

29、rofffortheirhardworkand love offreedom.Americaisanationofimmigrants,andwerealsoanationoflaws.Andourimmigration laws are in need of reform. So at Mondays ceremony, I will discuss myvision for comprehensive immigration reform that will secure our borders, improveenforcement of our immigration laws, an

30、d uphold our values.Comprehensive immigration reform begins with securing our borders. Since I tookoffice,weve increasedfundingforbordersecurityby 66 percent,and theDepartmentofHomeland Securityhas caught and sent home nearly6 millionillegalimmigrants.To improve securityattheborder,werehiringthousan

31、dsmore BorderPatrolagents.Weredeployingnew technology,likeinfraredcameras and unmanned aerialvehicles,to help our agents do their job. And were installing physical barriers to entry,like fences in urban areas.Were also working to end the unwise practice of catch-and-release. For decades,many illegal

32、immigrantswere releasedback intosocietysoon aftertheywere caught,becausewe didnot have enough detentionspace.So wereaddingmore beds so we canhold the people we catch, and were reducing the time it takes to send them backhome. When illegal immigrants know they will be caught and sent home, they will

33、belesslikelytobreaktherules,and ourimmigrationsystemwillbe more orderlyandsecure. Were making good progress, but we have much more work ahead, and we willnot be satisfied until we have control of our border.Comprehensive immigrationreform also includesstrengtheningtheenforcementofourlawsinAmericasin

34、terior.SinceItookoffice,weveincreasedfundingforimmigration enforcement by 42 percent. Were increasing the number of immigrationenforcementagents and criminalinvestigators,enhancingwork siteenforcement,andgoing after smugglers and gang members and human traffickers.Finally,comprehensiveimmigrationref

35、ormrequiresa temporaryworkerprogramthatwillrelievepressureon ourborders.Thisprogramwouldcreatea legalway to matchwillingforeignworkerswithwillingAmericanemployerstofilljobsthatAmericanswill not do. By reducing the number of people trying to sneak across the border,we would freeup ourlawenforcementof

36、ficerstofocus on criminalsand drugdealersand terrorists and others who mean us harm.One thingthe temporaryworkerprogramwouldnotdo isprovideamnesty tothosewhoare in our country illegally. I believe that granting amnesty would be unfair,because it would allow those who break the law to jump ahead of p

37、eople who play bythe rules and wait in the citizenship line. Amnesty would also be unwise, becauseit would encourage waves of illegal immigration, increase pressure on the border,and make it more difficult for law enforcement to focus on those who mean us harm.For the sakeofjusticeand forthesakeofbo

38、rdersecurity,Ifirmlyoppose amnesty.Inthecomingdays,theUnitedStatesSenateplanstoconsiderproposalsonimmigration reform. This is an emotional debate. America does not have to choosebetween being a welcoming societyand being a lawfulsociety.We can be bothatthesametime.As wedebatetheimmigrationissue,wemu
