2、procurement of Building materials 进入节能产品采购清单的流程政府节能产品采购的政策 内 2004年12月17日财政部、国家发展改革委发布了节能产品政府采购实施意见（财库2004185号），要求各级国家机关、事业单位和团体组织用财政性资金进行采购的，应当优先采购节能（含节水）产品，逐步淘汰低能效产品。On December 17, 2004, MoF and NDRC issued Opinions on the Implementation of Government Procurement of Energy-conservation Products (N

3、o. 185 2004 CAIKU), requiring state-level organs, public institutions and organizations which purchase with financial funds, shall give priority to the procurement of energy-saving (including water-conservation) products, and phase out inefficient products progressively.节能产品政府采购的政策 Policy for China

4、Procurement2004年12月17日财政部、国家发展改革委发布了节能产品2007年7月30日国务院办公厅下发关于建立政府强制采购节能产品制度的通知（国办发200751号），要求在积极推进政府机构优先采购节能（包括节水）产品的基础上，选择部分节能效果显著、性能比较成熟的产品，予以强制采购。On July 30, 2007, the General Office of the State Council issued Notice on Establishing a System for the Government to Purchase Energy-conservation Prod

7、优确定；the list is determined by MoF and NDRC through the optimal selection from the energy-conservation products certified by the certification bodies accredited by China government; 考虑节能性能、技术水平和市场成熟度等因素;the optimal selection shall take the energy efficiency, technical level, market maturity and other

10、nd logo申报进入节能产品政府采购清单的程序 -认证Process for preparing Procurement list for energy conservation product-certification 全流程电子化业务受理检测报告工厂检查报告评价证后监督企业获得财政部、国家发展改革委采信的节能产品认证机构的节能产 财政部、国家发展改革委将拟调整公布的“节能产品政府采购清单”在指定媒体上公示15个工作日。请相关企业按照公示通知的要求提交有关文件。对公示的“节能产品政府采购清单”有异议的，按照公示通知的要求提交异议材料；15 days for calling for inp

12、府采购清单 财政部、国家发展改革委正式发文，公布经核实修订后的“节能产品政府采购清单”，并在指定媒体发布。MOF and NDRC publish the list on the designated media. 节能清单相关信息公布（公示）途径：the media includes 1.中华人民共和国财政部网站（）; 2.中国政府采购网（）; 3.国家发展改革委网站（）； 4.中国质量认证中心网站（）。 “节能产品政府采购清单”的调整公布时间一般为每年的1月和7月。其中，1月公布的清单在上一年的12月公示，7月公布的清单在6月公示。具体以上一期公布“节能产品政府采购清单”的文件规定时间为准

13、。Every January and July, the list will be updated. 申报进入节能产品政府采购清单的程序 -公布Process for preparing Procurement list for energy conservation product-publicizing 财政部、国家发展改革委正式发文，公布经核实修订后的“节能产“节能产品政府采购清单”正式公布之日起7个工作日内，对其内容有异议的，提交异议材料及相关证明文件（提交异议的具体要求与公示通知提出的要求相同）。对具备进入本期“节能产品政府采购清单”资格条件，且已在公示期间按照规定递交材料的，财政部

14、、国家发展改革委对相关内容予以更正。If manufacturers think there are something wrong with the procurement list, they can submit the objection within 7 working days after the publication.申报进入节能产品政府采购清单的程序 -更正Process for preparing Procurement list for energy conservation product-corrections“节能产品政府采购清单”正式公布之日起7个工作日内，对其内

15、容节能建材产品：建筑门窗、幕墙、铝合金型材、玻璃、冷却塔以及部分空调设备、照明设备以及家用电器等；Energy conservation building materials: building doors and windows, curtain wall, aluminum profiles, glass, cooling towers and some air-conditioning equipment, lighting equipment and household appliances;节水建材产品：便器、水嘴、便器冲洗阀、水箱配件、阀门、淋浴器等。Water conservat
