第一段：（摆出观点）因为大学教育不仅让个人受益，也让社会受益，所以政府和个人应该一起承担学费，但是以个人负担为主。

第二段：（解释为什么大学教育让个人受益，和为什么个人承担学费为主）学生是大学教育最大的受益者。他们在大学获取知识，拿到文凭，变得更加成熟。所以他们理所应当负担大部分的学费。

第三段：（解释为什么社会也从受益，和为什么政府有责任承担一部分的费用）政府有义务支持教育事业的发展，因为大学教育让人们的文化和素质提高，社会也会更加有秩序。在北欧国家，大部分的大学都不收学费。
