summarisesourwiderangeofexperience.UKNMCSComputerSystemsWestYorkshireNMCS2Phase2FeasibilityHighwaysAgency,Leeds,WSAtkins’requirementsforthisschemeweretoundertakeanassessmentoftheexistingNMCSprovisionsintheWestYorkshire ControlOfficeareaandproduceafeasibilitystudyreporttoidentifypotentialenhancements.Thestudyareacomprisedthefollowingmotorwaylimits:M1Junctions30toM62Junctions22toM62Junctions29toM621fromM62Junction27toM1JunctionThefulllengthoftheThestudylookedintothejustificationforprovidingmotorwaysignallingtotheMS3standard,forprovidingMIDAS,theHighwaysAgencyincidentdetectionandautomaticsignallingsystemandforprovidingadditionalCCTVcameracoverage. mendationswerealsomadeinrespectofthelocalControlOfficeandtransmissionstations.Thefinalreportincludedaproposedoutlineschemedesign,aprojectappraisalreport,andenvironmentalandgeotechnicalassessmentsofthearea.ScopeofWork:TechnicalFeasibilityCapital FeeAvonandSomersetTacticalInformationSystemWSAtkinswascommissionedtoproduceaschemeidentificationreportwhichinvestigatedtheneedforimprovingdriverinformationonmotorwaysintheAvonandSomersetControlOfficeArea.Theareaofstudyincluded18motorwayjunctionsandonemotorwaytomotorwayInterchange(Almondsbury)andcovered120Kmofmotorway.Thereportproduced mendedimplementationoftheprovisionofMIDAS,signalsandtacticalmessagesigns,strategicmessagesigns,improvedCCTVcoverageandafogdetectionsystem.WSAtkinsmadeuseoftheArea2surveyCDromswhichensuredthatallmembersoftheASTISteamwerefamiliarwiththemotorwaynetworkanditenabledtheproposedsignlocationstobemorepracticallylocatedbeforesitesurveyswerecarriedout.TheuseofthesurveyshavesignificantlyreducedthenumberofsitesurveysrequiredtopositionthenewASTISstructuresonthemotorwayWSAtkinsalsocarriedouttheprovisionalsignlocationsurveyswithanenvironmentalist,geologist,ecologistandacommunicationsengineertoensurethatthebestcompromisebetweentheenvironmentalimpact,thepracticalitiesofthestructuredesignandcommunicationsrequirementswasmet.FollowingthesuccessfulcompletionofthestudyWSAtkinshavebeenappointedtocarryoutthedetaileddesignofallthe mendationsmadeintheSISreport.Thescheme,estimatedat£20million,includestheprovisionofapproximay90cantilevergantries,50portalgantriesandmodifications20existinggantries.WSAtkinsarenowinvestigatingthepossibilitiesofdesigninganewgantryforASTISwhichhasimprovedaccessformaintenanceandreducedenvironmentalimpact.ScopeofWork:Feasibilitystudy,detaileddesignand Capital FeeM5Junctions8to14CommunicationsInfrastructureHighwaysAgency,Bristol,WSAtkinswasrequiredtoimplementadetailedcableinfrastructuredesignfortheM5motorwaybetweenjunctions8and14.Thedesignprinciplewasbasedonahybrid-ductedsystemcomprisingburiedductswithsurfacemountedterminationcabinetsfor24fibreand40paircoppercables.Thedesignincludedarequirementforcrosscarriagewayducts,newandreplacementpowersandthreenewtransmissionstations.Theprojectalsoincludedarequirementtoavoidtheexistingoperationallongitudinalcableinfrastructure,toprocessdeparturefromstandards,carryoutadetailedenvironmentalstudyandliaisewithothersresponsibleforthereconstructionofJunction12.Perhapsthemostproblematicaspectofthisprojectwasintheprogrammingoftheworksbecauseoftheloadingonthelocalmotorwaynetworkduetomaintenanceandotherupgradingwork.Capital FeeChigwell&ScratchwoodMotorwayControlHighwaysAgency,NorthLondon,WSAtkinsdesigned,developed,andinstalledtheNMCS2COBS*controlsystemsattheM25controlofficeatChigwell.ThiscommissionincludedintegrationofNMCSsub-systemcomponentsandthemaintenanceofoperationalservicesduringthecut-overfromthesystemsintheoldcontrolroombuildingtothenewspeciallydesignedbuilding.Theuniquefeatureofthenewinstallationwastheintegrated,wallmounted,dynamicdisplayfortheoverallmonitoringandcontrolofthemotorwaysystemsandthedisplayofCCTVpictures.ScopeofServices:Feasibilitystudy,design,siteinvestigations,procurementationandconstructionsupervision.Capital Fee*TheUK’sNationalMotorwayCommunicationsSystem,ControlOfficeBase[computer]HighwaysAgency,NorthLondon,Wewereappointedtoidentifytherequirementsforalarge,wall-mounteddynamicdisplayforNMCS2COBS.Weprovideddetailedfunctionalspecifications,bothforagenericdynamicdisplaysystemandforspecificitemsrelatingtotheinstallationattheChigwellcontrolofficefortheM25andM11motorways.Weprovidedstate-of-the-arttechnologyinarestrictedinstallationspace.ThedisplayprovidesfullsystemcontrolGUIdisplaysintegratedwithfromtheCCTVsystemaccordingtothecontrolandoperationalwishesofthemotorwaycontroloperators.ScopeofServices:Feasibilitystudy,design,specification,installationmanagementandCapital FeeFogMeteorologicalSub-SystemforNMCS2HighwaysAgency,M25,WSAtkinsprovidedthedesignspecificationforanNMCS2COBSsub-systemtodetectroadsidefoglevelsandautomaticallysetorclearmotorwaysignals.Thefogsub-systemwasinitiallyinstalledatthefourcontrolofficeswhichmanagetheM25.Ourcommissioninvolveddetailedcontractorsupervision,especiallyduringthedevelopmentphase;designcontrolandassessmentofNMCS2changenotes;preparationofsitedataandCOBSintegrationtesting;supervisionofinstallation,testingandcommissioning;and,monitoringsystemperformance.Wehavealsoenhancedthedesignsothatcross-boundaryworkingcanberealisedandanauthorisedthird-partycansetandcleartrafficplansautomatically,viaothermeteorologicalsystems.ScopeofServices:Design,specification,procurement ation,developmentandinstallationmanagementandcontractorsupervision.Capital FeeTunnelSub-systemforNMCS2HighwaysAgency,WSAtkinsprovidedthedesignspecificationforanNMCS2COBSsub-systemtomonitorandcontroltunneltrafficsystems.Onetunnelsub-systeminacontrolofficewasdesignedtocontrolseveralindividualtunneltrafficcontrollers,oneforeachtunnelinthatcontroloffice’sarea.Wesupervisedthecontractorduringthedevelopmentphase,andmanagedthedesigncontrolofNMCS2changenotes.ScopeofServices:Design,specification,procurement ation,developmentmanagementandcontractorsupervision.Capital Fee ControlOfficeand WelshOffice,Wales,WSAtkinsinstalled,inboththeBridgendandCwmbran ControlOffices,aNMCSCOBScentralcomputercontrolsystemtomanagetheentiremotorwaynetworkinsouthWales.OurroleincludedthemanagementofallcommunicationsconformancetestsontheGOSIPLANandHDLClinks.TheinstallationandintegrationofCOBSanditssub-systemsispartofimprovementstothecontrolandcommunicationfacilitiesbeingdevelopedontheWelshmotorwaynetwork.Thisincludesvariablemessagesignsandtheircontrolsystems,anemergencyephonesystem,closedcircuitevision(CCTV)systemsandmeteorologicalsystemsScopeofServices:Design,specification,installationmanagementandCapital FeeEastLondonTrafficControlDepartmentofTransport,London,WSAtkinsdesignedandinstalledthefirsturbanapplicationoftheNMCS2motorwaycontrolsystemtomanagetheeastLondonroadnetwork.OurcommissionincludedthefullrangeofconsultancyservicesfromsystemdesigntocontractorsupervisionwiththeaddedtasksofcontrolcentredesignandthedesignoftheCCTVsystemtomonitorfiveroadtunnels.TheCCTVsystemdesignedwithacapacitygreaterthan1,250camerasincludedtheinstallationofover200cameras.Wedesignedaspecial municationsnetworkfortheentiremotorwaycontrolandCCTVsystemsandmanageditsimplementation.ScopeofServices:Design,siteinvestigations,procurementationandconstructionsupervision.Capital FeeHighwaysAgency,London,TheWSAtkins’designforthisschemeincludedtheinstallationofthecontrolledmotorwayindicators(mandatoryspeedcontrolfibreopticsignsandenforcementsub-system)anditscontrolequipment,thenecessaryinfrastructureandpowers.AsengineersfortheM25Junctions10and11WideningContract,WSAtkinsco-ordinatedandsupervisedthegantrymodifications,installation,commissioningandcalibrationofthecontrolledmotorwayindicators,carriagewaygraticulesandenforcementcameras.TheWSAtkins’contractsfortheJunctions8to10wideningrequiringourcontractortosupplyandinstallgantriesabletoacceptcontrolledmotorwayindicatorsandtoprovideandinstallgantrypowersupplyandcontrolequipment.Duringtheperiodofthecommission,WSAtkinswasrequiredtoliaisewiththeconsultantsoftheadjacentM25Junctions6to8scheme,toensurethattheinfrastructureonthatschemewascompatibleforthefutureinstallationofcontrolledmotorwayequipment. FeeControlledWelshOffice,Wales,WSAtkinsdevelopedastrategyfortheimplementationofamandatoryspeedcontrolsystemusingvariable,mandatoryopticalfibresignsfortheM4motorwayinsouthWales.Weevaluatedandproducedareporttohelpestablishthepolicyforimplementingthesystem.Theconsideredtheexistingroadlayoutanditsinfrastructure;investigatedtheuseofsuitabletechnology;examinedlegislativeandenforcementissues;consideredthebudgetaryimplicationsandidentifiedthescopeofapossiblescheme.Inpreparingthereport,weliaisedwithdesigners,rsandoperatorsoftheHighwaysAgency’scontrolledmotorwayschemeinorderthatthestandardsandpoliciesdevelopedwerefullyaccountedforwithintheWelshOfficeStrategy.Inadditiontothestrategydevelopmentstudy,wesubsequentlyproducedanschemedesignforimplementation.ScopeofServices:StudyandsiteCapital FeeManchesterMIDASandEMS,Stages1andWSAtkinshasmanagedthedesignandinstallationofvariabletext,electronicmessagesignsandMIDAS(loopbasedincidentdetectionsystem)onthemotorwaysaroundManchester.Thisinvolvedworkingonlivemotorways.WehavealreadycompletedinstallationsinthegeographicalareacoveredbyStage1oftheproject(M60J8-J18,M61J1-J3,M62J11-J12andM602J1-J2)andarecurrentlyengagedonStage4designwork(M60J18-J19,M62J18-J22,M66J3-J4,A627(M)J1a-J3).ScopeofServices:Design,siteinvestigations,procurement ationandconstructionsupervision.Capital FeeSecondSevernCrossingandMotorwayApproaches,HighwaysAgencyandWelshOffice,SWEngland,UKM4MotorwayBritonFerryWelshOffice,Wales,WSAtkinsdesignedandimplementedboththevariablemessagesignssystemsinstalledontheWelshapproachestotheSecondSevernCrossingandtheM4BritonFerryBypass.Wewereresponsibleforthedetaileddesignofcontrolandcommunicationssystemsandsupportinginfrastructure,inclusiveofallcivilandstructuralworks,productionofcontractation,procurement,andprojectmanagement.Alldesignworkwasperformedinaccordancewithnationalandinternationalstandardsandguidelines.Thetwosystemscomprise75VMSintotalandareabletobecontrolledfromeithertheGwentorWalesmotorwaycontroloffices,orfromtheWSAtkins’officeinScopeofServices: Design,siteinvestigations,procurement ationandconstructionsupervision.Capital FeeAvon&SomersetMotorwayCommunicationSystemHighwaysAgency,SWEngland,WSAtkinsprovidedservicestoinstall,integrateandcommissiontheinfrastructure,out-stationsandCOBSin-stationforthemotorwaynetworkinSWEngland.Wesupervisedon-siteworksforthearea,whichcoversapproximay170kmofhighwayandhadanextensiveroleduringthecommissioningandtestingofthecentralcomputercontrolsystem,out-stationsandcommunications.WSAtkinsplannedandmanagedtheoperationallytransparenttransferoftheretainedNMCS1communicationsandcontrolfacilitiesfromtheirlocationattheAlmondsburycontrolofficetoanewbuildingatPortishead.ThiswasfollowedbytheintegrationofthenextgenerationNMCS2equipmentintothenewcontrolofficeScopeofServices:Design,siteinvestigations,procurementationandconstructionsupervision.Capital FeeM5/M6RampWSAtkinshasbegunayearlongtrialofnewtechniquestoimprovetrafficflowsonthenotoriouslycongestedM6motorway.Thework,fortheHighwaysAgency,isassessinganewalgorithmwhichcontrolsthetimingoftrafficsignalsonmotorwaysliproads.Thetrafficsignalsoperateduringpeaktimes,wheninligenttimingoftheirgreenandredcyclesensuresthatvehiclesjoiningthemotorwaycauseminimaldisruptiontothetrafficflow.WSAtkinshasinstalled,configuredandtestedupgradedequipmentatJunction7oftheM6usingthelatestcontrolalgorithm.Atkinswillmonitortheimpactofthealgorithmonthemotorwayandlocalroadsusingadvancedequipment,includingautomaticnumberplatereadingcameras.Theequipmentwillbeusedtodeterminejourneytimes,trafficspeedsandflows,todetectanyaccidentsorincidents,andtomeasuredriverresponses.AtkinswillprovidetheHighwaysAgencywithregularreportsontheperformanceofthealgorithm,whichwillbeadjustedinordertoensureitoperatesmosteffectively.WSAtkinshasreplacedmuchoftherampmeteringequipmentontheM6betweenjunctions5and10aspartofitsArea12ManagementandMaintenanceContractwiththeHighwaysAgency.WSAtkinsspecifiedandinstalledthefirstUKrampmeteringsystematJunction10ontheM6northofBirmingham.AninitialstudyexaminedarangeoftrafficmanagementissuesdesignedtoimprovetrafficflowandsafetyonthemotorwaysintheWestMidlands.Thesystemusestrafficsignalstocontroltheaccessoftrafficontothemotorway.Developmentofthesysteminvolvedoriginalresearchintomotorwaycapacitiesandtheschemebenefitsfromon-linecapacitycalculations.WewerelaterresponsiblefortheinstallationofafurtherfivesitesontheM5/M6. constructionsupervision.Capital FeeM1ImprovedSignallingDepartmentofTransport,London,Thedesignandinstallationofasystemtoevaluatethebenefitofincidentdetectionandelectronicsigningonapproximay80kmoftheM1motorwayfromJ10atLutontotheM1/M6junctioninWarwickshire.Theinnovativeaspectwasthedesignoftheincidentdetectionsub-systemwhichwasbasedon320looparraysmonitoringtrafficwiththeHIOCCqueuedetectionalgorithm.Thiswascoupledwiththeinstallationofelectronicmatrixsignsatonekilometrecentresalongthemotorwaytowarndriversofcongestionimmediayahead.Theprojectincludedextensivecivilengineeringsupportworksandcontractmanagement.Thesystemwasatrialdevelopmentand,therefore,thefinalphaseoftheprojectwastheevaluationofthebenefitsproducedbytheearlywarningsystemandincludedmodificationstothedetectionalgorithm,whichisnowimplementedasMIDASbytheHighwaysAgency.ScopeofServices:Design,siteinvestigations,procurementationandconstructionsupervision.Capital FeeA55CommandandControlWelshOffice,NorthWales,Overafiveyearperiod,WSAtkinsdesignedandsupervisedtheinstallationofamajorbespokemonitoringandcontrolsystem,withvariablemessagesigningandauniquevehiclehazarddetectionsystemfortheA55NorthWalescoastroad.TheinstrumentedrouteincludedtwoheadlandtunnelsandatwinboretunnelundertheRiverConwy.AcomprehensiveCCTVsystemwasalsoprovided.Thesystemwasdesignedforthetacticalcontroloftrafficandprovidesmaintenancetunnelclosurestrategiesusingvariablemessagesigningandtunnellanecontrolsignals.Trafficsafetyisenhancedbythespecialtunnelincidentdetectionsystem,IDRIS,whichidentifiesdangeroustrafficconditionssuchasasinglestoppedvehicle.Ourdesignalsoincludedthecommunicationsinfrastructureandthedistributedcomputersystemtooperateandmonitorthefacilities.ScopeofServices:Design,contractprocurement,constructionsupervision,contractCapital FeeChannelEurotunnelplc,WSAtkinswasresponsibleasdesignauthoritytoEurotunnelfortheChannelTunnelconstruction.OurtransportsystemsinvolvementincludedthedesignforallthetraffichandlingsystemsattheUKterminalfromarrivalandticketingcontroltoshuttletrainboarding.Ourservicesincludedthedesignandinstallationsupervisionofallthecontrolsystemsonsiteandwithintheroadtrafficcontrolcentre,includingtheCCTVsystemformonitoringtrafficandprovidingsitesecurity.ScopeofServices:Feasibilitystudy,design,contractmanagementandconstructionCapital FeeA55NorthWalesControlandNationalAssemblyforWSAtkinswascommissionedbytheNationalAssemblyforWalestodesign,projectmanageandcommissionthecommunicationsandcontrolsystemsfortheA55NorthWalesCoastRoad,whichincludestheConwy,PenmaenbachandPen-y-Cliproadtunnels.Thethreetunnelsareeachoftheorderonekilometreinlength.InstalledalongwiththecommunicationssystemwereCCTV,monitoringandcontrolsystems,emergencyephones,serviceephones,variablemessagesignaling,radiorelay,vehiclehazarddetectionandanoveralltransmissionsystem.Thesystemfeaturesvariablemessagesigningandtidalflowcontrolontheapproachroadsleadingtothetunnelsandthrougheachtunnelboretosupportplannedoremergencytunnelclosures.Wewerealsoresponsibleforthedevelopment,implementationandcommissioningofpre-definedplansforsignsettingto FeeHeathrowCentralAccessHeathrowAirportAuthority,London,ThemainaccessfortrafficfromthemotorwaynetworktothecentralterminalareaatLondonHeathrowAirportisviaaroadtunnelcarrying3,200vehiclesperhour.WSAtkinsproducedthedetaileddesignfortherefurbishmentofthesetunnels.Emergencyephoneswereprovidedwithdirectaccesstotheairport'semergencyswitchboardandthetunnelhasbeenequippedwiththeIdrisadvancedincidentdetectionsystemdesignedanddevelopedbyWSAtkins.ThisisconnectedtotheCCTVsystemasistheover-heightvehicledetectorssub-systemsothatanyincidentcanbeinstantlyviewed,assessedandtheappropriateactiontaken.Thetrafficsystemsincludevariablemessagesignsforsemi-automatedclosuresofeitherboreformaintenanceorintheeventofaseriousincident.Thecontroloflightingandventilationwasalsointegratedwithplantmonitoringsystems.Scopeofservices:Feasibilitystudy,design,procurement ationandconstructionCapital FeeBlackwallTunnelHighwaysAgency,London,Followinganextensivetechnicalfeasibilitystudytoexaminethestructuralintegrity,theventilation,drainageandlightingM&Eservices,powerdistributionandthetrafficcontrolsystems,WSAtkinsproposedanumberofchangestoimprovethesafetyandoperationofthetunnel.Thestudyincludedtrafficassessments,firemodelling,noiseandpollutionevaluationswhichhelpedtoshapethefinal mendations.Wethenpreparedspecificationsandcontract ationforarangeofimprovementsincludingcivilworks,replacementoftheventilationsystemandupgradestothetunnelmonitoringandcontrolsystem.TheBlackwallTunnelisoneofthemostimportantRiverThamescrossingsinLondonand,therefore,weproposedadvanceddynamicroute-signingmeasuresfordivertingtrafficasfarawayastheM25intheeventofatunnelclosureforanyreason.WSAtkinswassubsequentlyappointedtoimplementthereports Scopeofservices:Feasibilitystudy,design,procurementationandconstructionCapital FeeConwyTunnelVMSClient:NationalAssemblyforWSAtkinshascompletedanupgradeoftheinligenttrafficsignsattheConwytunnelinWales,some15yearsafterWSAtkinsinstalledtheoriginalinstallation.Theprojectcovers80variablemessagesigns,upto400signingplansand36slavecontrollers,whichcanbecontrolledfromtheNorthWalesTrafficControlCentre,theConwyTunnelservicebuildingandthecontrolofficeinColwynBay.Driversbenefitsfrommorereliabletrafficcontrolwithspeedrestrictionsthatmoreaccuraymatchtheactualroadconditionsandincidents.Trafficflowseitherthroughthetunnelorthroughdiversionroutesareised.ThiscontractmovesthetechnologyawayfrombespokespecialisthardwareandsoftwaretousingstandardindustrialcontrolsystemsavailablefromvariousrsandsystemScopeofServices:Feasibilitystudy,design,procurement ationandconstructionCapital FeeCarriageofDangerousGoodsinUKDepartmentofTransport,ThecontrolandmanagementofvehiclescarryingdangerousgoodsthroughtunnelsisaconcerntotheDepartmentofTransport.WSAtkinsconductedariskassessmentstudytoexaminethenature,tiesandpackagingofgoodsbeingtransportedandpotentialimpactoftrafficmonitoringandcontrolsystemsinstalledintunnelstomitigatetheconsequencesofanincident.WeexaminedallUKroadtunnelsconstructedbetween1897andthepresentday,andtheirrespectivesystemstoproducedaseriesof toallowtheDepartmentofTransporttodetermineitspolicyforthemanagementofdangerousgoodscarriagealongrouteswithroadtunnels.Scopeofservices:Feasibilitystudy,riskCapital FeeExpresswayControlSystemsFogDetectionCapeTownMetropolitanCouncil,SouthWSAtkinscompletedthetechnicalfeasibilitystudyandoutlinedesignofafogdetectionandwarningsystemforexpresswaysinCapeTown.ThesystemincludeddiversionsigningandincorporatestheexistingCCTVsystemandtrafficcontrolsystemwithinthedesignScopeofServices:FeasibilitystudyandoutlineCapital FeeLinkeduaBhd,WSAtkinswasappointedtomanagetheintroductionofaCCTVandtrafficcontrolsystemfortheMalaysia-SingaporeSecondCrossingExpresswayandbridge,includinganopticalfibretransmissionsystem,datamanagementsub-systems,electronicvariabletextmessagesigns,CCTV,trafficdatacollectionandemergencyephonesalongthe46kmapproachexpresswayto,andonthebridgecrossingitself.Thesystemincludesspecialmonitoringandcontrolsigningforthecustoms,immigrationandcomplex.Centralcontrolofficedesignandinstallationofthevariouscontrolcomputerswasalsoincludedintheprojectscope.ScopeofServices:Feasibilitystudy,design,siteinvestigations,contractmanagementconstructionsupervision,ationandtraining.Capital
