电子政务工程审计信息化E-GovernmentAuditComputerization中国的电子政务建设于上世纪80年代末起步，中央和地方政府机关建设了办公自动化(OA)系统，建立了范围有限的内部信息网络，逐步普及计算机在公文处理、计划统计等方面的应用。电子政务工程TheconstructionofE-GovernmentframeworkinChinahasstartedinthelate1980ssincetheinitiationoffirstE-Governmentprograminwhichthegovernmentsbothatcentralandlocallevelsbuiltupofficeautomation(OA)systemsandestablishedanintranetwithlimitedcoverageandcomputersweregraduallygivenwidelyuseintheprocessingofofficialdocumentsandpreparingofplansandstatistics.E-Government

“金桥工程”。又称国家公用经济信息通信网建设工程。其主要任务是沟通政府部门之间的信息专用网，强化信息资源共享。电子政务工程GoldenBridgeProjectisthenetworkinfrastructureforprovidingeconomicinformationservice.Theinterconnectionnetworkestablishedshalllinkupallgovernmentdepartmentsforenhancinginformation-E-Government

“金关工程”。又称为海关联网工程，其主要任务是推广电子数据交换（EDI）技术，实现货物通关自动化、国际贸易无纸化，以提高政府工作效率，防止造假舞弊。电子政务工程E-Government

“金卡工程”。又称自动化支付系统及电子货币工程，它是借以实现金融电子化和商业流通现代化的必要手段。电子政务工程E-Government

GoldenCardProjectisintendedtocreateaunifiedpaymentclearancesystemtoallowthewidespreaduseofcreditanddebitcardsacrossChina.TheexistenceofatrulynationalbankingnetworkisessentialforthesuccessfuldevelopmentofE-FinanceandE-Commerce.“金桥工工程”“金关工工程”“金卡工工程”“金税工工程”“政府上上网工程程”电子政务务工程GoldenBridgeProjectGoldenCustomsProjectGoldenCardProjectGoldenTaxProjectGovernmentonlineProject(GOP)E-Government“金税工工程”。。又称以增增值税发发票联网网核查为为主要内内容的税税收核查查工程。。目前核核查网络络已经联联通全国国3835个县县级以上上税务机机关，涉涉及增值值税发票票的犯罪罪案件大大幅度下下降。电子政务务工程GoldenTaxProjectreferstotheestablishmentofon-linecheckingnetworkandValueAddedTaxinvoicesarethemaintargetsofon-linechecking.Uptonow,acheckingnetworkhasbeenbuilduplinkingup3835taxationauthoritiesatandabovecountylevelsnationwideandplayedanimportantroleofdiminishingcriminalcasesinrelationtoValueAddedTaxinvoices.E-Government“金桥工工程”“金关工工程”“金卡工工程”“金税工工程”“政府上上网工程程”电子政务务工程GoldenBridgeProjectGoldenCustomsProjectGoldenCardProjectGoldenTaxProjectGovernmentonlineProject(GOP)E-Government“政府上上网工程程”。通过提供供政府网网站信息息资源共共享和应应用项目目，开设设面向公公众的服服务窗口口。同时时带动““企业上上网工程程”、““家庭上上网工程程”等，，实现各各行各业业、千家家万户联联入网络络，信息息共享，，加快形形成“网网络社会会”。电子政务务工程GovernmentonlineProject(GOP)referstothepromotionoftheestablishmentofformalgovernmentwebsitessothatthepubliccouldacquiregovernmentinformationandprocurespecificgovernmentservicesviathemeansofElectronicServiceDelivery.AfterthelaunchingofGOP,thegovernmentisthenimplementingwhatareknownastheEnterpriseonlineandFamilyonlineProjectstolayabasefor““E-Society”byprovidinggovernmentoffices,enterprisesandpersonalusersaccesstotheE-Governmentinternetforinformation-sharing.中国电子子政务的的目标是是：通过过电子政政务的建建设，适适应改革革开放和和现代化化建设对对政务工工作的要要求，转转变政府府职能，，提高工工作效率率和监管管的有效效性，增增强政府府工作的的科学性性、协调调性和公公开性，，全面提提高依法法行政能能力，更更好地服服务于人人民群众众。电子政务务工程TheChinesegovernmenthassetambitiousvisionsintheimplementationofE-Government:quickenthepaceofchangeingovernmentfunctionstosuittherequirementofreform,openingupandmodernizationpolicies,improvetheperformanceofgovernmentoperation,introducenewgovernmentmeasuresinascientificmannerandmoreeffectivemechanismstomonitortheeconomicactivities,placeagreateremphasisoncentralco-ordinationandtransparencyofgovernmentwork,carryoutadministrativefunctionsinaccordancewithlawandprovidebetterserviceforthepublic.E-Government近五年内内，中国国电子政政务建设设的主要要任务是是：电子政务务工程Thefollowingkeyissuesneedtobeaddressedinthenext5yearsforimplementingE-governmentinChina.E-Government一、建设设和整合合统一的的电子政政务网络络，保证证业务系系统互联联互通，，信息共共享。电子政务工程程AuniformandintegratedE-Governmentnetworkisneededtobeconstructedtoensureallbusinesssystemsconnectedandinformationshared.E-Government二、建设和完完善财政、金金融监管、海海关、税务、、社会保障、、农业、质量量监督、水利利、审计信息息化即“金审审工程”，等等12个重点点业务系统。。电子政务工程程KeyservicenetworksinvolvingPublicFinance,Customs,Taxation,SocialSecurity,Agriculture,ProductQualityControl,WaterResourceandAuditInformation(knownastheGoldenAuditProject)shouldbeconstructedandimproved.E-Government三、编制政务务信息资源建建设规划，开开发人口、法法人单位、自自然资源、空空间地理等基基础信息数据据库。电子政务工程程DBAgeneralplanforestablishingofgovernanceinformationresourcedatabanksstoringbasicinformationlikepopulation,judicialentity,naturalresourceandgeographyshallbeprepared.E-Government四、建设和完完善政府网站站，加快政务务信息公开的的步伐，积极极推进公共服服务。电子政务工程程Governmentwebsitesshouldbepopularizedandbettermanagedinordertoenhancetransparencyofgovernanceinformationandpromotepublicservice.E-Government五、建立安全全、保障、信信任体系，建建设应急支援援中心和数据据灾难备份设设施。电子政务工程程Asecuritysystemshouldbeestablishedtoassureinformationtodeliversafelyandcorrectly,backedupbyemergencysupportcenteranddatadisasterrecoverysystem.E-Government六、完善电子子政务标准和和规范。七、加强对公公务员的信息息化培训和考考核。八、加快推进进电子政务法法制建设。电子政务工程程AfullsetofE-Governmentstandardsandregulationsarerequiredtobesetdown.Trainingandexaminationshallbeenhancedforthepublicservants.TheconstructionofE-Governmentlegalframeworkistobeaccelerated.E-Government电子政务工程程审计信息化E-GovernmentAuditComputerization由于中国财政政、税务、海海关等部门和和金融、电力力、石化、铁铁路、民航等等重要行业信信息化程度的的提高，财务务会计软件应应用的普及，，传统审计职职业受到了前前所未有的挑挑战。特别是是会计领域出出现了计算机机犯罪和舞弊弊，对计算机机信息系统的的检查成为审审计工作必须须涉及的新领领域。Withtheincreasinguseofinformationandnetworkingtechnologiesbothingovernmentagencieslikepublicfinance,taxation,customsandmajorenterprisessuchasmonetaryinstitution,powercompany,petrochemicalindustry,railwayandcivilaviationcompany,aswellastherapiddevelopmentandapplicationofaccountingsoftware,traditionalaudithasencounteredunprecedentedchallenges.Especiallyduetothecomputercrimesandfraudemergingintheaccountingsector,auditofinformationsystemhasgraduallybecome审计信息化AuditComputerizationanewtargetofauditsupervision.审计人员必须须掌握计算机机技术；审计机关的作作业方式必须须做出调整；；计算机必须成成为审计工作作的主要手段段和工具。Auditorsarerequiredtomasterinformationtechnology;Thepresentsituationofmanualauditworkshallbechanged;Computerissuretobethemainmeansandtoolofauditwork.AuditComputerization审计信息化化中国审计署署提出了建建设审计信信息化系统统即“金审审工程”的的规划。得得到了中国国政府的认认同和支持持，并且列列入中国电电子政务重重点业务系系统，成为为风靡中国国IT界的的“12金金”之一。。E-GOVMENTCNAOputforwarditsideatorealizeauditingbasedoninformationtechnologythroughanambitiousITproject,whichwasnamedGoldenAuditProjectandsubsequentlygotitsapprovalfromtheCentralGovernmentasoneofthe12keyITinfrastructureprojectsundertheE-GovernmentframeworkofChina.审计信息化化AuditComput
