34TechnicalTechnicalAssistancetoStrengthenCapabilities.FCDO’sAidSpendingforNutrition:2019Page5bbreviationsCreditorCreditorReportingSystemDevelopmentAssistanceCommitteeDepartmentforInternationalDevelopmentForeign,CommonwealthandDevelopmentOfficeForeignandCommonwealthOfficeMaternal,Infant,andYoungChildNutritionMaximisingtheQualityofScalingUpNutritionPlusNutritionforGrowthOfficialdevelopmentassistanceOrganisationforEconomicCo-operationandDevelopmentSUNDonorNetworkScalingUpNutritionTechnicalAssistancetoStrengthenCapabilitiesDACDFIDFCDOFCOMIYCNMQSUN+N4GODAOECDSDNSUNTASCTechnicalTechnicalAssistancetoStrengthenCapabilities.FCDO’sAidSpendingforNutrition:2019Page6MalnutritionlevelsthroughouttheworldremainatunacceptablyhighlevelsDespitesomeprogresstheworldislargelyoff-trackformeetingglobalmaternal,infant,andyoungchildnutrition(MIYCN)targets.Estimatesofthefinancialresourcesrequiredtoaccelerateprogresstowardthesetargetsarehighandhaveevenincreased.OfficialdevelopmentassistanceODAalsoknownasaid)fornutritionremainsanessentialresourceinachievingshortmediumandlong-termoutcomesindevelopingcountries,thoughbudgetsfaceincreasingpressuresanddemandsfrommultiplefrontsTheeconomicimpactsoftheCovid-19pandemichaveputespecialpressureonODAbudgetsworldwide,withrecoverytopre-pandemiclevelsexpectedonlytowardstheendofthedecade.Nevertheless,sourcesofnutritionfinancing,includingODA,requiresustainingandscalingupThisiswellrecognised,andnew,additionalfinancialcommitmentsweresoughtatthe21TokyoNutritionforGrowth(N4G)Summit,buildingonalegacyofpriorcommitmentsmadeattheLondonN4GSummit.TheUKcommittedtointegratenutritionobjectivesacrossitsprogrammeportfolioincludinginsectorssuchashealth,humanitarian,womenandgirls,climateandeconomicdevelopmenttospend.5billiononnutritionprogrammesbetween2022and2030,andtoadopttheOECDDevelopmentAssistanceCommitteeDACNutritionPolicyMarkeratprogrammedesignstage.Againstthisbackdrop,thisreportpresentsdetailedinformationontheUnitedKingdom(UK)Foreign,CommonwealthandDevelopmentOffice(FCDO)’saidspendingtoimprovenutrition,includingassessingprogressagainstitshistoriccommitmentsBuildingonpreviousassessments(DevelopmentInitiatives,;2015;2016;2017;2018;2019;2020;2021)andusingtheScalingUpNutrition(SUN)DonorNetworksSDNagreedmethodology,thereportanalysesthelatestavailabledataupto2020,alongsidehistoricaldataandfindsthefollowing:•TheFCDOhasdisbursedover£5billion(aroundUS$6.8billion)ofnutritionODAsince2013.•TheFCDOhasnotquitemetitsnutrition-specific2013N4Gcommitment.oTheFCDOhascumulativelydisbursed£530.2millioninnutrition-specificfunding(excludingmatchedfundingjustshyofitsoriginalNGcommitmentof£574.8millionbyaround£44.7million.•TheFCDOhasfarexceededitsnutrition-sensitive2013N4Gcommitmentandhasspentmorethandoubleitsoriginaltarget.oTheFCDOhascumulativelydisbursed£4.6billiontonutrition-sensitiveinterventionssince2013,andsohasexceededitsnutrition-sensitivetargetof£2.1billion.•In2020,FCDO’stotalaidspendingfornutritionincreasedforasecondconsecutiveyeartoreacharecordUS$1.1billion(around£855.6million).oSpendingonnutrition-specificprogrammesdecreasedbyaquarter,fromUS$156.5millionin2018toUS$117.4millionin2020;thisisthelowestamountsince2015andaresultofthenaturalcompletionofsomeexistingprogrammesandfewerdisbursementstoexistingnutrition-specificprogrammes.oSpendingonnutrition-sensitiveprogrammesincreasedforthesecondconsecutiveyear,byfromUS.7millionin2019toUS$979.5millionin2020;thisishigherthaninanypreviousyearandaresultofincreasedspendingtoexistingnutritionsensitiveprogrammesoRelativetoitstotalODAspending,FCDO’stotalnutritionspendingdecreasedtoaroundfrom.4%in2019,thelowestproportionsince2012.•In2020,FCDOsupported16fewerprogrammesthan2019,thoughwithgreaterdisbursements.oThetotalnumberofnutrition-relatedprogrammessupportedbyFCDOdecreasedforthesecondconsecutiveyear,by16to100programmes,whichisthefewestobservedthroughouttheperiod2013–2020oThisportfolioincludedsixnutrition-specificprogrammes,69nutrition-sensitiveprogrammes,and25programmeswithbothnutrition-specificandnutrition-sensitivecomponents.TechnicalTechnicalAssistancetoStrengthenCapabilities.FCDO’sAidSpendingforNutrition:2019Page7oThemeanannualamountFCDOspentonanutrition-relatedprogrammein2020wasUS$11.0million.•Since2013FCDO’snutrition-sensitivespendingonhumanitarianandhealthprogrammeshasincreasedhugely.oOverhalfofFCDO’snutrition-sensitivespendingisonhumanitarianprogrammes,whichreachedarecordUSmillionin2020.oNutrition-sensitivespendingonhealthprogrammesincreasedforasecondconsecutiveyearandrepresents%ofFCDO’stotalnutrition-sensitivespendingin2020.oSpendingalsoincreasedoneducation,governanceandsecurity,andWASHprogrammes.oNutrition-sensitivespendingdecreasedintheagricultureandfoodsecurity,socialservices,environment,businessandindustry,andinfrastructuresectors.•NetspendingincreasedtoallregionsexcepttheMiddleEast.oWhilespendingdecreased,YemenremainsthegreatestsinglecountryrecipientofFCDO’sitionODAinoSpendingincreasedin16countriesthoughdecreasedinanother20.oThemeanannualamountreceivedbyanycountryincreasedfromUS$24.7millionto30.0nin•Arecord79%ofFCDO’snutritionspendinghadgenderpolicyobjectivesin2020.TechnicalTechnicalAssistancetoStrengthenCapabilities(TASC)Project–FCDO’sAidSpendingforNutrition:2020Page8TheDepartmentforInternationalDevelopment(DFID)mergedwiththeForeignandCommonwealthOfficeFCOon2September2020tobecometheForeign,CommonwealthandDevelopmentOffice(FCDO).ThisdocumentrefersonlytoFCDOandcoverscommitmentsanddisbursementsmadebyDFIDpriortothemerger.Aspartofcontinuingeffortstotrackandbetterunderstanddonorfinancingfornutrition,thisreportidentifiesandanalysestheUKFCDO’sofficialdevelopmentassistance(ODA)spendingonnutrition-relatedprojects.TheanalysisusesthemethodologydevelopedbytheScalingUpNutrition(SUN)DonorNetwork(SDN)1withtheaimofcapturingsuchspendinginordertobettertrackresourcesfornutrition.ThismethodologyisadoptedheretocaptureFCDO’snutritionspendin2020andformonitoringprogresstowardsmeetingtheoverallspendingtargetsintheperiod2013–2020,towhichtheUKcommittedatthe2013NutritionforGrowth(N4G)Summit.Atthe2021TokyoNutritionforGrowthSummit(N4G),theUKpledgedtospend£1.5billionbetween2022and2030on:addressingthenutritionneedsofmothers,babiesandchildren,tacklingmalnutritioninhumanitarianemergenciesandmakingsurenutritioniscentraltotheFCDO’swiderworkoverthenext8yearsItwillfocusonintegratingnutritionobjectivesinitssupporttohealthandfoodsystems,aswellasworkinginfragileandconflictaffectedstatestoprotectthemostvulnerableaspartofitsimplementationoftheEndingPreventableDeathsapproach.TheUKalsocommittedtoadoptingtheOECDDACNutritionPolicyMarkeratprogrammedesignstage,toimprovetrackingandaccountabilityfornutritionprogrammes.Progressagainstthesenewcommitmentswillnotbeassessableuntilatleast2022.Thisreportfocusesonlyonpriorcommitments,coveringtheperiodforwhichthereisavailabledata,2010-.Previousiterationsofthisassessmentandreportcoveringtheyears–2018wereproducedforFCDOthroughtheMaximisingtheQualityofScalingUpNutritionPlus(MQSUN+)programme.1.1ApproachAsinpreviousyears,thisanalysisusestheSDNmethodologyanddatafromtheOrganisationforEconomicCooperationandDevelopmentOECDDevelopmentAssistanceCommittee(DAC)CreditorReportingSystemCRSdatabasetoidentifynutritionrelatedprogrammesandcalculateFCDOstotalnutrition-relatedspend.Datafor2020werereceivedon27January2022.TheCRSdatabasehastwomeasuresofODA:commitmentsanddisbursements.TheformerisaformalobligationtodisbursefundsandshouldnotbeconfusedwiththeN4Gcommitments;thelatteristhefundingthatdonorshaveactuallyprovided.ThisreportreferstothedisbursementsmeasureofFCDO’sODA,representingtheiractualspendingonnutritioneachyearexpressedinUS$.ThemethodologyisappliedtoFCDO’sbilateralODA,capturingflowsfromFCDOtoofficialbodiesinrecipientcountriesItshouldbenotedthatthismethodologydoesnotcaptureFCDO’sfinancingtomultilateralagenciesthroughcontributionstotheircorebudgets,thoughitdoescapturewhereFCDOfundedthoseagenciestoimplementspecificprogrammes.Theappliedmethodologyidentifiestwotypesofnutrition-relatedprogrammes:thosethatare‘nutrition-specificandthoseclassifiedas‘nutrition-sensitive’(seeAnnex1).InlinewithFCDO’sN4Gcommitmentsmadein13,FCDOalsoprovidesdetailsoftheirmatchedfunding.Thesefundsaretrackedseparately,astheyconstituteaseparatecategoryofFCDO’sN4Gcommitments,buttheyareincludedintheoverallassessmentofFCDO’sspendingonnutrition.FullmethodologicaldetailsaregiveninAnnex1.ThisreportincludesanassessmentofthelatestprogressagainstexistingUKN4Gcommitments,anoverviewofFCDOsnutritionspending,disaggregatedasnutrition-specificandnutrition-sensitive,andamoredetailedanalysisofFCDO’sspendingacrosssectorsandrecipientcountries.ItalsoincludesabriefanalysisofthegendersensitivityofFCDO’snutritionspendingusingdataalsoreportedtotheCRSdatabaseDataonprogressagainstexistingUKN4GcommitmentsisexpressedinGBPtoallowfordirectcomparisontotheiroriginalwording.US$areusedelsewhere.1SDN,2013.MethodologyandGuidanceNotetoTrackGlobalInvestmentsinNutrition.Availableat:/wp-content/uploads/2013/12/RESOURCE_TRACKING_METHODOLOGY_SUN_DONOR_NETWORK.pdfTechnicalTechnicalAssistancetoStrengthenCapabilities(TASC)Project–FCDO’sAidSpendingforNutrition:2020Page9WhileFCDOisthelargestsourceofUKODAandthefocusofthisanalysis,otherUKgovernmentdepartmentsandagenciescanalsocontributetoUKODA,includingfornutritioninterventions.ThisishowevercomparativelylimitedIn20forexample,onlytheDepartmentforBusiness,InnovationandSkillsreportedanyODAfornutritionspecificprogrammes,equaltoaroundUS$8.5million.ODAtonutrition-sensitiveinterventionsbyotherUKgovernmentagencieshavenotbeenassessedhere.TechnicalTechnicalAssistancetoStrengthenCapabilities(TASC)Project–FCDO’sAidSpendingforNutrition:2020Page10lions2SummaryofFCDO’s2013N4GcommitmentsInatthefirstNGSummithostedinLondonFCDOthenDFID)committedtotripleitsinvestmentinnutritionspecificprogrammesequaltospendingatotalof8millionbetween2013and2020(herebyreferredtoasFCDO’s‘nutrition-specificN4Gcommitment’).FCDOalsocommittedtomatchfundingfornewfinancialcommitmentsfornutritionmadebyotheractorsuptoavalueof£280.0million(herebyreferredtoasFCDO’s‘matchedfundingN4Gc
