inthePhilippineswasn’tthefirsttimethatorshavedestroyedfieldsofgeneticallymodified(GM)crops.OtherstrampledincludegrapevinesinFrance,sugarbeetsinOregon,potatoesinBelgium,wheatinAustralia—thelistgoeson.Buttheattackonthepotentiallylifesavingriceseemsespeciallycruel.AndithasreignitedtheinterminabledebateovergeneticThesecropswereoriginallytalkedaboutasananswertoworldhunger.Bycombininggeneticmaterialsfromdifferentspecies,wheatforexamplecouldbemadetowithstandhightemperaturesordrought;orbananascouldbecrossedwithatofunctionasavaccineforthosewhoconsumedit.Criticsofthistechnology,however,warnthatitpotentiallyproducesnewproteinsthatmaybeallergenic(引起过敏的),orotherwiseharmfultohumanhealth.Supporterscounterthatthisisalsotrueofconventionalcross-breeding,whichhasbeengoingonforScientificopinionremainsdividedonthedegreeofrisk,butthemajorityofU.S.researcherssaythereisasyetnoconvincingevidenceofadversehealtheffects.Becauseoftherelativenewnessofthetechnology,however,mostscientistsagreethatrigoroustestsneedtobeconductedonacasebycasebasistoinsuresafety.Thekeyproblem,though,isthattheFoodandDrugAdministrationdependsonproducersofGMfoodstoevaluatethesafetyoftheirownproducts.Thereisnoindependentscientificverificationoftheseindustryassessments.Sosomepublicinterestgroups,notsurprisingly,areskepticalofthisself-regulationandhaveproposedmorestringentrules.Butformany,thiscontroversyovergeneticengineeringgoesbeyondscientificquestionsandtouchesonfundamentalbeliefsabouttheintegrityofnatureandthelimitsofhumantechnology.Some,liketheorsinthePhilippines,appeartohaveanalmostreligiousconvictionthatmessingwithbuildingblocksoflifeisjustinwrong—evenwhenitcreatesapotentiallifesaverlikeGoldenRice.ThebasicresearchonGoldenRicegoesbackadecadeandahalfandhasbeenfosteredbyavirtualwho’swhoofmultinationalagro-giantslikeMonsantoandSyngentaandglobalNGOsincludingtheRockefellerandFordFoundationsandtheBillandMelindaGatesFoundation.Nonetheless,theprojectremainshighlycontroversial.Now,morethan10yearsafteritwaspraisedasabigleapinagricultureinaTimemagazinecoverstory,GoldenRicehasnotyetmadeitintothedinnerbowlsofthosewhoneedit.Thetechnologicalaswellaspatentandregulatorybarrierstoitsdevelopmentandusehaveproventhornierthanexpected.Publichasalsobeenstiffer.TheactivistgroupGreenpeacebattledsuccessfullytoblocktheworld’sbiggestriceproducer,,fromadoptingthegeneticallymodifiedgrain.EvenmoderatecriticslikenaturalfoodguruMichaelPollanhavequestioneditsPollanrecentlywroteintheNewYorkTimesthatGoldenRiceisnotthe“killerappthateveryonethinksitis.”Heargues,sensibly,thatwithouteffortstoimproveoveralldietandtackleThirdWorldpoverty,simplyaddingbeta-carotenetoricewon’tgoveryfartowardendingmalnutrition.Healsopointsoutthatbrownrice,nutritionallysuperiortoGoldenRice,islargelyshunnedinrice-eatinglands,andthereislittlereasontothinkthatabizarrelycolored,geneticallymodifiedvarietywillfareanybetter.Thefactremains,however,thatlotsofpeopleintheGlobalSouthcan’taffordabalanceddiet,ordon’thaveaccesstomarketswheregood-qualityproducecanbepurchased.VitaminAsupplementationhasalreadybeenshowntolowerchildmortalitybyaquartertoathird.Soisn’tittimetogiveGoldenRiceachance?Yetthismaynothappenanytimesoon.Oppositiontogeneticallymodifiedfoodshasmounting.Morethan60nations,includingtheEuropeanUnion,,RussiaandBrazil,haveeitherbannedorrestrictedtheirsale.HereintheUnitedStates,thestatelegislaturesinConnecticutandVermonthavecalledforthelabelingofallGMfoods,and28otherstatesarenowconsideringsimilarlegislation.Ironically,muchofthefiercestoppositiontothistechnologyisintheThirdWorld—whichcouldbenefitthemostfromit.nbiologistVandanaShivacalledGoldenRice“aTrojanhorse,”whoserealaimistowinpublicsupportforgeneticengineering.Shecallsita“trap”perpetratedbyWesterncorporationstoripoffpoorfarmersandconsolidatetheircontroloverglobalagriculturebyrecingnativevarietieswithpatentedgeneticallyengineeredseeds,whichcouldnotbesavedfromtheharvestbutneededtoberepurchasedfromtheeveryyear.Butothersarenotsocynical.“Theguyswhodevelopeditdiditfortherightreasons,”saysgeneticistRichardJeffersoninGrist.“Theyreallywereoutragedbymicronutrientdeficiencies.Theywereoutthereinthericepaddiesandinthevillages.EveryoneoftheRockefellerFoundationmeetingswasinthedeveloworld,andwewereoutthere,learningthingswiththesepeople.”Sono,GoldenRiceisnotatrap.Butitisadisappointment.Disappointingbecauseitpromisedalot,buthassofarfailedtodeliver.Thisisalsotrueofallgeneticengineering.The“miraculous”technologythatBigAgpromisedwasgoingtoincreaseagriculturalyields,boostnutritionandtaste,cutpesticideuse,createdrought-resistantcropsandfeedthehungryworldhasnotyetmanagedtoconvincinglypullanyoftheserabbitsoutofitsmagician’shat.Despite20yearsofresearchand13yearsofcommercialization,biotechnologyhasfailedtosignificantlyincreaseU.S.agriculturalyields,accordingtoarecentreportbytheUnionofConcernedScientists,whichsaysthatorganicagricultureoftentopstheproductivityofGMcropsonaperacrebasis.Norhasgeneticengineeringcuttheuseofagro-chemicals,aspromised.Butifgeneticengineeringhasnotliveduptoitsownbelief,ithas
