Ourcriteriafellunderthreemaincategories:EmergencyReadiness,CrisisCommunications,andMedicalResponse.

EmergencyReadiness

Arethereatleast1,000firstresponders(suchaspolice,fireandEMTs)per100,000residents?They'reourfirstlineofprotectioninalmostanydisastersituation—professionalswhoaretrainedtohandleeverythingfromrescuingvictimstoprovidingfirstaid,toenforcingquarantines(封锁),todirectingtrafficforevacuations(疏散).
