yprobesocialandbiologicaleffectivelyevadetheflawsofthesocialillustratethefunctionsofstateproducealong-lastingsocialParagraph5showsthatourimitationofisharmfultoournetworksofwillmisleadbehavioraloccurswithoutourrealizingcanproducenegativehealthTheauthorsuggestsinthelastparagraphthattheeffectofpeerpressureAdealisadeal–except,apparently,whenEntergyisinvolved.The ,amajorenergyrinNewEngland,provokedjustifiedoutrageinVermontlastweekwhenitannounceditwasrenegingonalongstandingcommitmenttoabidebythestate’sstrictnuclearregulations.Instead,the hasdonepreciselywhatithadlongpromiseditwouldnot:challengetheconstitutionalityofVermont’srulesinthefederalcourt,aspartofadesperateefforttokeepitsVermontYankeenuclearpowerntrunning.It’sastunningmove. hasbeensurfacingsince2002,whenthecorporationboughtVermont’sonlynuclearpowernt,anagingreactorinVernon.Asaconditionofreceivingstateapprovalforthesale,the agreedtoseekpermissionfromstateregulatorstooperatepast2012.In2006,thestatewentastepfurther,requiringthatanyextensionofthent’slicensebesubjecttotheVermontlegislature’sapproval.Then,too,the wentalong.EitherEntergyneverreallyintendedtolivebythosecommitments,oritsimplydidn’tforeseewhatwouldhappennext.Astringofaccidents,includingthepartialcollapseofacoolingtowerin2007andthediscoveryofanundergroundpipesystemleakage,raisedseriousquestionsaboutbothVermontYankee’ssafetyandEntergy’smanagement–especiallyafterthe mademisleadingstatementsaboutthepipe.EnragedbyEntergy’sbehavior,theVermontSenatevoted26to4lastyearagainstallowinganextension.Nowthe issuddenlyclaimingthatthe2002agreementisinvalidbecauseofthe2006legislation,andthatonlythefederalernmenthasregulatorypowerovernuclearissues.Thelegalissuesinthecaseareobscure:whereastheSupremeCourthasruledthatstatesdohavesomeregulatoryauthorityovernuclearpower,legalscholarssaythatVermontcasewillofferaprecedent-settingtestofhowfarthosepowersextend.Certainly,therearevalidconcernsaboutthepatchworkregulationsthatcouldresultifeverystatesetsitsownrules.ButhadEntergykeptitsword,thatdebatewouldbebesidethepoint. seemstohaveconcludedthatitsreputationinVermontisalreadysodamagedthatithasnothinglefttolosebygoingtowarwiththestate.Butthereshouldbeconsequences.Permissiontorunanuclearntisapublictrust.Entergyruns11otherreactorsintheUnitedStates,includingPilgrimNuclearstationinPlymouth.PledgingtorunPilgrimsafely,the hasappliedforfederalpermissiontokeepitopenforanother20years.ButastheNuclearRegulatoryCommission(NRC)reviewsthe ’sapplication,itshouldkeepinmindwhatpromisesfromEntergyareworth.Thephrase“renegingon”(Line3,Para.1)isclosestinmeaningByenteringintothe2002agreement,EntergyintendedobtainprotectionfromVermontseekfavorfromthefederalacquireanextensionofitsbusinessgetpermissiontopurchaseapowerAccordingtoParagraph4,EntergyseemstohaveproblemswithmanagerialtechnicalfinancialbusinessIntheauthor’sview,theVermontcasewillEntergy’scapacitytofulfillallitsthenatureofstates’patchworkthefederalauthorityovernuclearthelimitsofstates’powerovernuclearItcanbeinferredfromthelastparagraphEntergy’sbusinesselsewheremightbetheauthorityoftheNRCwillbeEntergywillwithdrawitsPlymouthIntheidealizedversionofhowscienceisdone,factsabouttheworldarewaitingtobeobservedandcollectedbyobjectiveresearcherswhousethescientificmethodtocarryouttheirwork.Butintheeverydaypracticeofscience,discoveryfrequentlyfollowsanambiguousandcomplicatedroute.Weaimtobeobjective,butwecannotescapethecontextofouruniquelifeexperiences.Priorknowledgeandinterestsinfluencewhatweexperience,whatwethinkourexperiencesmean,andthesubsequentactionswetake.Opportunitiesformisinterpretation,error,andself-deceptionabound.Consequently,discoveryclaimsshouldbethoughtofasprotoscience.Similartonewlystakedminingclaims,theyarefullofpotential.Butittakescollectivescrutinyandacceptancetotransformadiscoveryclaimintoamaturediscovery.Thisisthecredibilityprocess,throughwhichtheindividualresearcher’sme,here,now thecommunity’sanyone,anywhere,anytime.Objectiveknowledgeisthegoal,notthestartingpoint.Onceadiscoveryclaim espublic,thediscovererreceivesinlectualcredit.But,unlikewithminingclaims,thecommunitytakescontrolofwhathappensnext.Withinthecomplexsocialstructureofthescientificcommunity,researchersmakediscoveries;editorsandreviewersactasgatekeepersbycontrollingthepublicationprocess;otherscientistsusethenewfindingtosuittheirownpurposes;andfinally,thepublic(includingotherscientists)receivesthenewdiscoveryand panyingtechnology.Asadiscoveryclaimworksitswaythroughthecommunity,theinctionandbetweensharedandcompetingbeliefsaboutthescienceandthetechnologyinvolvedtransformsanindividual’sdiscoveryclaimintothecommunity’scrediblediscovery.Twoparadoxesexistthroughoutthiscredibilityprocess.First,scientificworktendstofocusonsomeaspectofprevailingknowledgethatisviewedas orincorrect.Littlereward paniesduplicationandconfirmationofwhatisalreadyknownandbelieved.Thegoalisnew-search,notre-search.Notsurprisingly,newlypublisheddiscoveryclaimsandcrediblediscoveriesthatappeartobeimportantandconvincingwillalwaysbeopentochallengeandpotentialmodificationorrefutationbyfutureresearchers.Second,noveltyitselffrequentlyprovokesdisbelief.NobelLaureateandphysiologistAlbertSzent-Györgyioncedescribeddiscoveryas“seeingwhateverybodyhasseenandthinkingwhatnobodyhasthought.”Butthinkingwhatnobodyelsehasthoughtandlingotherswhattheyhavemissedmaynotchangetheirviews.Sometimesyearsarerequiredfortrulynoveldiscoveryclaimstobeacceptedandappreciated.Intheend,credibility“happens”toadiscoveryclaim–aprocessthatcorrespondstowhatphilosopherAnnetteBaierhasdescribedasthecommonsofthemind.“Wereasontogether,challenge,revise,andcompleteeachother’sreasoningandeachother’sconceptionsofreason.”Accordingtothefirstparagraph,theprocessofdiscoveryischaracterizedbyuncertaintyandmisconceptionandlogicalityandessandItcanbeinferredfromParagraph2thatcredibilityprocessstrictsharedindividualpersistentParagraph3showsthatadiscovery escredibleafterhasattractedtheattentionofthegeneralhasbeenexaminedbythescientifichasreceivedrecognitionfromeditorsandhasbeenfrequentlyquotedbypeerAlbertSzent-GyörgyiwouldmostlikelyagreescientificclaimswillsurvivediscoveriestodayinspirefutureeffortstomakediscoveriesarescientificworkcallsforacriticalWhichofthefollowingwouldbethebesttitleoftheNoveltyasanEngineofScientificCollectiveScrutinyinScientificEvolutionofCredibilityinngChallengetoCredibilityattheGatetoIfthetradeunionistJimmyHoffawerealivetoday,hewouldprobablyrepresentcivilservants.WhenHoffa’sTeamsterswereintheirprimein1960,onlyoneintenAmericanernmentworkersbelongedtoaunion;now36%do.In2009thenumberofunionistsinAmerica’spublicsectorpassedthatoftheirfellowmembersintheprivatesector.InBritain,morethanhalfofpublic-sectorworkersbutonlyabout15%ofprivate-sectoronesareunionized.Therearethreereasonsforthepublic-sectorunions’thriving.First,theycanshutthingsdownwithoutsufferingmuchinthewayofconsequences.Second,theyaremostlybrightandwell-educated.AquarterofAmerica’spublic-sectorworkershaveauniversitydegree.Third,theynowdominateleft-of-centrepolitics.Someoftheirtiesgobackalongway.Britain’sLaborParty,asitsnameimplies,haslongbeenassociatedwithtradeunionism.Itscurrentleader,EdMiliband,oweshispositiontovotesfrompublic-sectorunions.Atthestateleveltheirinfluencecanbeevenmorefearsome.MarkBaldassareofthePublicInstituteofCaliforniapointsoutthatmuchofthestate’sbudgetispatrolledbyunions.Theteachers’unionskeepaneyeonschools,theOAonprisonsandavarietyoflaborgroupsonhealthcare.Inmanyrichcountriesaveragewagesinthestatesectorarehigherthanintheprivateone.Buttherealgainscomeinbenefitsandworkpractices.Politicianshaverepeatedly“backloaded”public-sectorpaydeals,keethepayincreasesmodestbutaddingtoholidaysandespeciallypensionsthatarealreadygenerous.Reformhasbeenvigorouslyopposed,perhapsmostnotoriouslyineducation,wherecharterschools,academiesandmeritpayallfaceddrawn-outbattles.Eventhoughthereisplentyofevidencethatthequalityoftheteachersisthemostimportantvariable,teachers’unionshavefoughtagainstgettingridofbadonesandpromotinggoodones.Asthecosttoeveryoneelsehas eclearer,politicianshavebeguntoclampdown.InWisconsintheunionshaveralliedthousandsofsupportersagainstScottWalker,thehardlineRepublicanernor.Butmanywithinthepublicsectorsufferunderthecurrentsystem,too.JohnDonahueatHarvard’sKennedySchoolpointsoutthatthenormsofcultureinWesterncivilservicessuitthosewhowanttostayputbutisbadforhighachievers.TheonlyAmericanpublic-sectorworkerswhoearnwellabove$250,000ayearareuniversitysportscoachesandtheoftheUnitedStates.Bankers’fatpaypacketshaveattractedmuchcriticism,butapublic-sectorsystemthatdoesnotrewardhighachieversmaybeamuchbiggerproblemforAmerica.ItcanbelearnedfromthefirstparagraphTeamstersstillhavealargebodyofJimmyHoffausedtoworkasacivilunionshaveenlargedtheirpublic-sector ernmenthasimproveditsrelationshipwithWhichofthefollowingistrueofParagraphPublic-sectorunionsareprudentintakingEducationisrequiredforpublic-sectorunionLaborPartyhaslongbeenfightingagainstpublic-sectorPublic-sectorunionsseldomgetintroublefortheirItcanbelearnedfromParagraph4that einthestatesectorillegallyindirectlyexcessivelyfairlyTheexampleoftheunionsinWisconsinshowsthatoftenrunagainstthecurrentpoliticalcanchangepeople’spoliticalmaybeabarriertopublic-sectoraredominantin
