ofsuccessfuIreduction.Myanmar,formerIyknownasBurma,istheworId'

ssecond-largestproducerofopium.Arebelmovement,tileUnitedWaState

Army,hascontrolofthemajorpoppy-growingareasandhasalreadyreduced

productionbythree-quartersinthepastsixyears,witharealistic

promisetoendproductionbyJunethisyear.IthasaccompIishedthis

mostIybyforciblerelocationofsome100,000peasantfarmingfamiIies

whogrowpoppies.

ButifAfghanistan,scurrentgovernmentresortedtothetacticsof

theTaIiban,theChineseCommunists,Iran,sdictatorshipandtherebeIs

inMyanmartoendopiumproduction,itwouldrightIybecondemnedbythe

UnitedStatesandotherdemocraticnations.Thisisbecauseineachof

thesuccessfuIcrackdownsonopiumrauthoritiesreliedonmethodsthat

Thesuccessofanti-opiumcampaignsinmorepoliticallyopensettings

ismuchmoregradual.Thailand,onceamajorworldopiumproducer,is

theIeadingexampIe.AcombinationofgeneraleconomicdeveIopmentand

targetedprograms--bothcropsubstitutionandlawenforcement--led

ThaiIandtoaImostenditsopiumproductionoveraperiodofmorethan

adecade.Pakistan,alsoaformerlysignificantproducer,hasmanaged

toaImostentirelyexitopiumproductionoverasimilarperiod,

notwithstandingarecentupturninpoppyharvests.

Goingaftertraffickersratherthanfarmers,albeitpoliticallymuch

moreacceptable,isevenmoredifficult.Fewgovernments,authoritarian

orotherwise,havehadahighdegreeofsuccessinthisarena.Whileending
