ProjectHope

Thegoalofthenon-governmentalProjectHope,sponsoredbytheCommunistYouthLeague(CYL)CentralCommitteeandtheChinaYouthDevelopmentFoundation,istosupportyoungdropoutsinpoverty-strickenareas.China,adevelopingcountry,facesashortageofeducationfunds,especiallyinpoverty-strickenareas.Morethan30millionchildrenbetweentheagesof6-14areunabletoattendschoolorareforcedtodropout,with84percentofthetotalnumberofrelatedyoungsterscomingfromthecountryside.Eachyear,thereare1millionchildrendeprivedofeducationduetopoverty.

Agroupof11drop-outs,includingZhangShengliinTaomugedaVillage,LaiyuanCounty,HebeiProvince,receivedgrant-in-aidscholarshipsfromtheCYLCentralCommitteeonOctober17,1989.Thereafter,thecommitteerespondedtotheseveresituationinpoverty-strickenareasbyestablishingtheChinaYouthDevelopmentFoundationonOctober30,1989inordertosubsidizechildrenunabletogotoschool.Thepurposeofthefoundationwasto“helpchildrenwithfundscollectedfromsociety.”Subsidizationmethodsinclude:1)establishinglong-termgrant-in-aidprogramstohelpeducationallydeprivedyoungstudentswithgoodcharacterreturntoschoolinspiteofpoorfamilyconditions;2)buildingandrefurbishingschoolsforpoverty-strickenvillages;3)providingteachingaids,writingmaterialsandtextbooks;4)andprovidingspecialscholarshipsenablingoutstandingprimaryandmiddleschoolstudentsinpoverty-strickenareastoreceivecollegeeducation.Duringtheyear,theCYLsponsoredthe“ProjectHope”aimedatsupportingyoungdropoutsandpromotingthedevelopmentofbasiceducationinpoverty-strickenareas.

ProjectHopehasattractedtheattentionandsupportofallsocialcircles.DengXiaopingwrotetheinscription“ProjectHope”onSeptember5,1990,tocommemoratetheactivity.OnNovember12,1991,JiangZemin,general-secretaryoftheCommunistPartyofChina(CPC),wrote:“SupportingProjectHopeandcaringforthegrowthofchildren”.AninscriptionpennedbyPremierLiPengonMarch22,1992,read:“ProjectHopehelpspoorchildren.Properlyoperatingschoolsbenefitspeopleandfuturegenerations”.

The1990sDevelopmentProgramforChineseChildrenpromulgatedbytheStateCouncilinMarch1992formallylistedProjectHopeasoneofthemainmeasuresforensuringthesurvival,protectionanddevelopmentofchildren.

ProjectHope’sshort-termgoalistoestablishgrant-in-aidprogramsin328poverty-strickencounties,withthelong-termtargetcenteredonensuringthatallChinesechildrenenjoythebasicrighttoaneducationasadvancedbytheUnitedNations.

ThefollowingkeydatesrepresentthedevelopmentofProjectHope:

ThefirstHopeSchoolopenedinJinzhaiCounty,AnhuiProvince,inMay1990.

TaiwanartistLingFengestablishedthe“OverseasLoveCareFundforProjectHope”in1991.

TheChinaYouthDevelopmentFoundationimplementedtheprogramentitled“ProjectHope--MillionLoveCareAction”onApril15,1992.Theprogramwasjointlyimplementedbythefoundationandprojectenforcementagenciesatalllevelsnationwide.Donors(individualsorunits)arepermittedtoestablishdirecttieswithaschoolorprovideadropoutfromoneofthenation’spoverty-strickenareaswithfinancialassistanceuntilgraduation.Thefundingofferstwoassistanceprograms:

1)Donorsarepermittedtodirectgrant-in-aidof20yuantoarecipientstudentforeachschoolterm;2)donorscanprovidefive-yearlumpgrant-in-aidof200yuantobeallocatedinstagesbyeitherthefoundationortheCommunistYouthLeaguecommitteesontheprovincialandautonomousregionallevel.

Poverty-strickencountiesin23provincesandautonomousprefecturesbenefitfromtheproject,includingcountiesinJiangxi,Sichuan,Hebei,Gansu,Hunan,Shaanxi,Zhejiang,Yunnan,Hubei,Shanxi,Guizhou,Henan,Guangdong,Qinghai,Anhui,Fujian,ShandongandLiaoningprovincesandtheXinjiangUygur,NingxiaHui,InnerMongoliaandGuangxiZhuangautonomousregions.

TheMillionLoveCareActionendedin1992,withanadditional50,000peoplefrombothathomeandabroadapplyingwiththefoundationforparticipationinthe“one-on-one”donationactivity.

Thefoundationsponsoredasecondroundofthe“ProjectHope--MillionLoveCareAction”inHebei,Guangdong,LiaoningandHunanprovincesinApril1993.Theeffortsprovidedanadditional5,000youngstersreceivingeducationassistance.Theyenabledallyoungdropoutsinpoverty-strickencountiesinZhejiangandSichuanprovincesreturntoschoolduringthatsameyear.

ProjectHope’sgrant-in-aidceilingswereraisedto30yuanperschoolterminSeptember1993.

ThefirstHopeSchoolfundedbyUNESCOopenedinHumayingVillage,HumayingTowninFengningManchuAutonomousCounty,HebeiProvince,onSeptember10,1993.

TheGovernmentWorkReportpresentedduringtheSecondPlenarySessionoftheEighthNationalPeople’sCongressin1994clearlystipulatedthatProjectHopeshouldcontinuewiththesupportofChinesesociety.

TheProjectHopeNationalSupervisoryCommitteewasfoundedonDecember28,1994.

Thesix-level--national,provincial,prefecture,county,townandschool--ProjectHopenetworkwasestablishedbytheendof1994.Ashorttimelater,theChinaYouthDevelopmentFoundationestablishedthecomputerizedProjectHopeManagementInformationSystemtoensureastrictmanagementsystemsubjecttoannualaudits.ThefoundationhasalsointroducedtheProjectHopeSocialSupervisionDaytoensurethestandardizationandtransparencyofthemanagementsystem.

Theyearof1995wasdesignatedasthe“ProjectHopeManagementYear”.Atthebeginningoftheyear,thefoundationproceededwiththesupportofanumberofdomesticpublishinghouses,includingtheChinaYouthPublishingHouseandtheChinaJuvenile’sandChildren’sPublishingHouse,andorganizedaspecialworkingagencytoselectandcompileoutstandingchildren’sbookspublishedoverthepastfewdecades.The500-volumeseriesentitled“HopeHouseofBooks”isdividedintosevensubjectareas--famousliteraryworks,history,cultureandarts,scienceandtechnology,ecology,dictionariesandreferencebooks,andpracticalskills.Theserieswaspublishedwithdonatedfundsandhassincebeendistributedtoschoolsinpoverty-strickenareas.Atotalof5millionvolumesoftheHopeHouseofBookshadbeenreleasedbyJuly1996.

ProjectHope’sgrant-in-aidceilingforrecipientstudentswasraisedfrom300to400yuanonApril25,1995,withinvestmentstandardsfortheconstructionofaHopeSchoolraisedfrom200,000to500,000yuan.Localgovernments’donationsandfundsraisedlocallyhavebeenusedtobuildnewHopePrimarySchools.Newdonationavenueshavebeenintroducedtoencourageanindividualoraunittodonate100,000yuantofundrepairsofavillageHopePrimarySchool.Anindividualoraunitcanalsodonate3,000yuantoprovideasetoftheHopeHouseofBookstoavillageschool.

ThefoundationstoneforChina’sfirstHopeMiddleSchool--theShanghaiBellNationalityHopeMiddleSchoolinWangcunTown,YongshunCounty,HunanProvince--waslaidonJuly6,1995.ShanghaiBellTelephoneManufacturingCo.Ltd.donated600,000yuantoconstructtheschoolbuildingandgate,withthelocalgovernmentallocatinganadditional600,000yuanforascienceandtechnologybuilding.Educationalfundsreceivedsince1996havemainlybeenusedtoexpandthefacility.

ProjectHopehadreceivedatotalof692millionyuanindonationsbytheendof1995,withaccumulatedexpendituresstandingat396millionyuan.Relatedfundshavehelpedmorethanmilliondrop-outsinpoverty-strickenareasreturntoschool,facilitatedtheconstructionof2,074HopePrimarySchoolsandledtothedistributionoftheHopeHouseofBooksseriestomorethan10,000primaryschools.

Thenumberofdropoutsagedbetween6-14felltomillionin1995,downmilliononthefigurelistedinthe1990NationalCensus.Itaccountedforpercentofthetotalschool-agepopulationbytheendofthatyear,downbyadramaticpercenton1990.Thenumberofilliteratepeopleaged15-19droppedbyawidemarginin1995.

TheChinaAdministrationofPostsandTelecommunicationsissuedasetofProjectHopeTelephoneMagneticCardsin1996.Thetwo-cardsethadafacevalueof32yuan,includingatwo-yuandonationearmarkedfortheProjectHope.Twomillioncardswereissuedwithfundsraisedgoingfortheconstructionof15HopePrimarySchoolsandthedistributionof300setsoftheHopeHouseofBooks.

ProjectHoperealizeditsgoalofestablishingprimaryschoolsin592poverty-strickencountiesanddonating10,000setsoftheHopeHouseofBooksbytheendof1996.

TheChinaYouthDevelopmentFoundationreadjusteditsgrant-in-aidstandardsforProjectHopeonceagaininJanuary1997,withtherecipientceilingraisedfrom40to50yuanperschoolterm.However,thegrant-in-aidstandardforenablingastudenttocompleteprimaryschoolingremainedat400yuan.ThenewstandardwenttoeffectonSeptember1,1997.

ProjectHopereceivedaregisteredservicetrademarkfromtheTradeMarkBureauoftheStateAdministrationforIndustryandCommerceinMay1997andbecamethefirstregisteredChinesepublicwelfaresocialorganizationwithlegalprotectedintellectualpropertyrights.ThefoundationintroduceditslastroundofnationaldonationactivitiesforProjectHopeattheendofMay,withcommercialbankshandlingdonationsinthelargest-everfund-raisingeffort.Thefoundationlaunchedtheyoungsters’love-caresavingsdepositactivitytogetherwiththeAgriculturalBankofChina.RelateddonationswerehandledbytheConstructionBankofChina’sbusinessnetwork.Ajointprogramentitled“AMillionEnterprisesDonating100YuanEachfortheProjectHope”waslaunchedinconjunctionwiththeChinaIndustrialandCommercialBank.

OnMarch1,1998,theChinaYouthDevelopmentFoundationannouncedthatProjectHopeimplementinginstitutionsatalllevelshadreceivedtotaldonationsof1,257,329,080yuanbytheend1997,withassistanceoutlaysof975,100,598yuan.Theprojectprovidedassistanceto1,847,025drop-outsandsupportedtheconstructionof5,256HopeSchools.

Thefoundationwilleasilyrealizethegoalofprovidingfinancialassistanceto3milliondropoutsandestablishing6,000HopeSchoolsbytheendofthecentury.

OnMay11,1998,theProjectHopeNationalSupervisoryCommitteeannouncedthattheChina
