Althoughgivenlesspublicity,theagriculturaldamagedonebythemanysmaller,more

frequentfloodsusuallyfarexceedsthelossescausedbytheverygrandones.IntheCentral

States,ditchesanddrainscausetheflowsfromspringrainsandmeltingsnowtorunfarmore

rapidlythaninthedaysbeforewhitemensettledontheland.Once,excessspringfloodwaters

emptiedintolakesandswampylands,theretobedetainedforslowreleaseintostreamand

rivers.Now,systematicdrainagehasactuallyeliminatedthesenaturalreservoirs.

InthemorerollingsectionsoftheEast,springrunoffwasformerlyabsorbedandheld

temporarilyintheporoussoilsbeneaththeunbrokenexpanseofforest.Whenlargeareaswere

convertedtofarmuse,removaloftheforestandthepracticeofup-and-downhillplowing

deprivedthesoilsofmuchoftheirabilitytocatchandstorewater.

Theeffectsofeliminatingthenaturalforestcoverareshowninthegulliedfarmlandsand

widenedstreamchannelsfoundinsomedenselysettledareas.Partlybecausethestream

channelsaremoreorlessfilledwithmaterialwasheddownfromtheuplands,andpartlybecause

stormrunoffhasincreased,thechannelsaretodaynolongerabletocarryalltheflowfrom
