Introduction
TheSpring2023SnapshotonInternational
EducationalExchangecontinuestheInstituteofInternationalEducation’s(IIE’s)commitmenttomappingthecurrentstateofinternational
educationalexchangetoandfromtheUnited
States.Since2005,wehavereleasedasnapshot
reporteachfalltounderstandthemostup-to-dateenrollmenttrendsatthestartofeachacademic
year.iDuringtheCOVID-19pandemic,weexpandedouranalysiswiththeCOVID-19SnapshotSurvey
Series,whichprovidedadditionalanalysisinthe
spring.Nowinitssecondyear,theSpringSnapshotonInternationalEducationalExchangeserieshas
beenexpandedtoincludeinsightsoninternationalstudents,studyabroad,andemergingtrends
affectingstudentmobilityasofthespringsemester.
Asweapproachtheendofthe2022/23academic
year,academicmobilityatmostU.S.collegesand
universitiescontinuestoreboundfromtheeffectsoftheCOVID-19pandemic.Withincreasinglevelsofinternationalstudentandfacultymobility,our
reportanalyzestheeffectsofreopeningon
internationalstudentsstudyingatU.S.institutionsandonU.S.studentstravelingabroad.Wealso
includespecialanalysesondiversepopulationsofstudentsparticipatinginglobalexchangethathavenottraditionallybeencollectedatthenational
level.
Thisreportpresentsdatafrom527U.S.higher
educationinstitutionsintwosections:(1)currenttrendsininternationalstudentsstudyingatU.S.institutionsinspring2023andtherecruitment
patternsforprospectivestudentsand(2)the
realitiesofU.S.studyabroadinsummer2023andacademicyear2023/24.
Eachsectionissupplementedwithspecialanalysesofunderrepresentedpopulationsparticipatingin
internationaleducationalexchange.Oninbound
mobility,wepresentdataonrefugeesandstudentswhohavebeendisplaced.Thestudyabroadsectionincludesinsightsondatacollectionandsupportforunderrepresentedpopulationsparticipatinginstudyabroadprograms,includingstudentswithhigh
financialneed,first-generationstudents,andotherpopulations.
SurveyRespondentInstitutions
IIEadministeredtheSpring2023SnapshotSurveytoU.S.highereducationinstitutionsfromApril27to
May19,2023.Wesentthesurveytomorethan
2,700U.S.highereducationinstitutions,and527
institutionscompletedthesurvey(Figures1and2).MostoftheseU.S.collegesanduniversities(94%)
alsocompletedthemostrecentOpenDoors
surveys.iiTherespondentinstitutionsenrolled45%ofallinternationalstudentsatU.S.institutionsin2021/22and51%ofU.S.studentsstudyingabroadin2020/21.

TheSpring2023SnapshotonInternationalEducationalExchangefocusesonthecurrentstateofin-personstudentmobilitytoandfromtheU.S.andsupportingthediversepopulationofstudentsparticipatinginglobalexchange.
MostInternationalStudentsAreStudyinginPersononU.S.Campuses
•Thevastmajorityofinstitutions(99%)
indicatedthatinternationalstudentsattendedclassesoncampus,with66%citingthatall
internationalstudentsattendedclassesinperson.
•Only20%ofinstitutionsnotedthat
internationalstudentsfaceddifficulties
regardingvisastatusandavailabilityofin-personclasses.
InternationalStudentApplications
ContinuetoIncrease
•89%ofU.S.collegesanduniversitiesindicatedthat2023/24applicationsareuporhavestayedthesamecomparedwiththepreviousyear.
•Institutionsareprioritizingundergraduate
outreachinIndia(57%),Vietnam(48%),SouthKorea(41%),andBrazil(40%)andgraduate
recruitmentinIndia(77%),China(42%),Nigeria(37%),andVietnam(35%).
•Mostinstitutionsarefocusingonengagingcurrentinternationalstudentstosupporttherecruitmentofprospectivestudents.Otherpopularmethodsofoutreachinclude
internationalpartnerships,alumnioutreach,andonlinerecruitment.
U.S.InstitutionsAreSupportingRefugeesandDisplacedInternationalStudents
•Manyinstitutionsprovideresourcesto
studentsfromareasofconflict,including
academicsupport,tuitionwaivers,scholarships,
andenrollmentextensionsduetovisadelays.
•Datacollectiononrefugeesandstudentswhohaveexperienceddisplacementremains
challenging.Themajorityofinstitutions(60%)notedthattheydonothavereadilyavailable
programenrollmentdataonrefugeesorpeoplewhohavebeendisplaced,whichindicatesa
needformoredatacollectioninthisarea.
In-PersonStudyAbroadRebounds
•Insummer2023,98%ofreportinginstitutionsofferedonlyin-personstudyabroadora
combinationofin-personandonlineoptions.
•96%ofU.S.collegesanduniversitiesreportedincreasedorstablestudentparticipationin
studyabroadcomparedwiththepastyear.
•Morethanhalf(55%)ofthereportedstudyabroadstudentsin2021/22participatedinfaculty-ledprograms.
•Institutionsarebeginningtoconsiderhowtoincorporatesustainabilityintostudyabroad
offices;40%ofreportingcollegesand
universitiesnotedsustainabilityinitiatives.
•Asinstitutionsseektoservediversestudent
populations,U.S.highereducationinstitutionsareworkingtostrengthendatacollection.63%ofinstitutionscurrentlycollectorplantocollectstudyabroaddataonfinancialneedandfirst-
generationstudents.

InternationalstudentapplicationnumberscontinuetoreflectareboundfromtheCOVID-19
pandemic,with89%ofU.S.collegesanduniversitiesindicatingthat2023/24applicationsareuporhavestayedthesamecomparedwiththepreviousyear.
Inthe2022/23academicyear,U.S.collegesanduniversitieshaveprioritizedin-personclasses
forenrolledinternationalstudents.Ofthe387institutionsthatrespondedtothemodeof
studyquestion,only1%ofinstitutionsindicatedthatnointernationalstudentstookclassesin
person.Thevastmajorityofinstitutions(99%)indicatedthattheirinternationalstudentswereattendingclassesoncampus,with66%notingthatalloftheirinternationalstudentswere
attendingclassesinperson.ThisrepresentsafurthershiftbackfromtheCOVID-19pandemicrealitiesregardingonlinelearning,asjusttwoyearsagoinspring2021,institutionsindicatedthatnearlyhalfoftheirinternationalstudentswereprimarilytakingclassesonline(Figure3).
Thedecisivereturntoin-personlearningamong
internationalstudentsisinlinewiththemost
recentguidancefromtheStudentandExchange
VisitorProgram(SEVP)thatannouncedthe
terminationoftheCOVID-19flexibilitiesfor
internationalstudentsonMay11,2023.iiiFirst
issuedin2020,SEVPprovidedflexibilitiesfor
internationalstudentsto“engageindistance
learninginexcessofregulatorylimitsduetothe
continuingpublichealthconcernscreatedby
COVID-19.”ivThemostrecentguidance,inline
withtheU.S.government’sterminationofthe
COVID-19NationalEmergency,indicatesthat
internationalstudentsmayhaveflexibilityin
hybridstudythroughsummer2023only.
Beginningwiththe2023/24academicyear,

internationalstudentswillbeunderthesamerestrictionsforin-personstudyaspriortotheCOVID-19pandemic.
SincetheCOVID-19pandemic,morecollegesanduniversitieshavebeguntoofferonline
coursesandwholeprogramstoincrease
flexibilityforstudentsandfaculty.Thishas
complicatedin-personstudyrequirementsforinternationalstudents.Oneinfive
respondents,or20%ofinstitutions,indicatedthatinternationalstudentsfaceddifficultiesregardingtheirvisastatusandtheavailabilityofin-personclasses.Themajorityofthese
institutionsreportedthatdegree-required
classesforsomeinternationalstudentswerenotavailableinpersonandthatsome
departmentsanddegreeprogramshavenot
returnedtoenoughin-personclassestosatisfyvisarequirements.Atleastoneinstitutionalsonotedthatthemodeofstudyforclasses
changedafterthestartofthesemester,which
negativelyimpactedinternationalstudents’visastatus.Finally,asonerespondentnoted,“Manyprograms(andprofessorswithinthem)have
foundproductivewaystoteachclassesonline
andwouldliketokeepthoseclassesonline.Thisisparticularlythecaseforhighlyspecialized
courses,whichmightbetaughtbyaprofessorinanothercity.”
Applicationsfor2023/24ContinuetoIncrease
Internationalstudentapplicationsforthe
2023/24academicyearhavecontinuedto
increase,signifyingasustainedinterestintheUnitedStatesasaninternationaleducation
destination.Justtwoyearsago,applications
haddecreasedduetotheCOVID-19pandemic.Continuingasurgeinapplicationsoverthelasttwoyears,thisyear,89%ofinstitutionsnotedthattheirapplicationnumberswerehigherorthesamecomparedwiththepreviousyear.
Importantly,thisisacompoundincrease,

buildingonthereboundsfromayearago
(Figure4).Wefoundthistobethecaseacrossalltypesofinstitutions,includingdoctoral
universities,master’sinstitutions,liberalartscolleges,andcommunitycolleges.
OutreachandRecruitmentofProspective
InternationalStudents
Internationalstudentscontinuetobeapriority
fortheU.S.highereducationsector,
contributing$32billiontotheU.S.economyin2022.Asinstitutionsprepareforfutureyears
andademographicdeclineinU.S.domestic
highereducationenrollment,manycollegesand
universitiesarestrategicallyfocusingon
internationalstudentenrollment.Assuch,
institutionsarediversifyingtheiroutreachandrecruitmentstrategiestoattractinternationalstudentsfromaroundtheworld.
Forthefirsttime,wedividedtheanalysisontheoutreachandrecruitmentofprospective
studentsbyacademiclevel.OpenDoors2022
reportedthatinthe2021/22academicyear,for
thefirsttimeinadecade,thereweremoregraduatestudentsthanundergraduates
studyingintheUnitedStates.Approximately41%ofinternationalstudentsweregraduatestudents,and36%wereundergraduates.Asmanyinstitutionsrecruitstudentsatboth
academiclevels,collegesanduniversitiesarecateringtheirrecruitmentmethodstobothtypesofstudents.
UndergraduateStudents
Inspring2023,institutionsreportedprioritizingeffortstorecruitundergraduatestudentsfromIndia,Vietnam,SouthKorea,andBrazil(Figure5).Thisisinlinewithsomeofthelargest
sendersofundergraduatestudentstothe
UnitedStates,thoughitisinterestingtonotethatthelargestsender,China,islistedinsixthplace.Thiscouldindicatethatinstitutionsarelookingtodiversifytheirstrategiesfor
undergraduatemarketsbeyondChina.Morethanhalfoftheinstitutions(55%)arealso
focusingeffortsoninternationalstudentsalreadystudyingatU.S.highschools.

Mostinstitutionsarefocusingonengaging
currentinternationalstudentstosupport
prospectivestudentrecruitment,whichis
similartopreviousreports.Itisinterestingto
notethatwhenfocusingonlyonundergraduatestudentrecruitment,moreinstitutions
indicatedleveraginginternationalpartnerships
(63%)andalumni(51%)thanreported
previously(Figure7onpage9).Givenincomingcohorts’familiaritywithtechnologyandtravelcosts,themajorityofinstitutionscitedrelyingononlinerecruitmentevents(61%)andsocialmedia(60%)forundergraduaterecruitment.
Asundergraduatestudentsmayalsoneed
personalguidanceastheynavigatetheU.S.
highereducationsystem’sapplicationprocess,thereareanumberofwaysthatinstitutions
alsoengagewithstudentsinperson.
Approximately54%ofinstitutionsheldin-
personeventswheretheytraveledtofairsor
regionalexposinastudent’shomecountry,and53%notedutilizingagentsaspartofthe
undergraduaterecruitmentprocess.Inaddition,
nearlyhalfofallinstitutions(48%)cited
leveragingresourcesfrom
EducationUSA,
whichisaU.S.DepartmentofStatenetworkofmorethan430internationalstudentadvisingcentersinmorethan175countriesandterritories.
EducationUSAprovidesstudentsaroundtheworldwithinformationabouthowtostudyatcollegesanduniversitiesandoffersservicestotheU.S.highereducationcommunitytohelpinstitutionsreachtheirrecruitmentgoals.
GraduateStudents
Thevastmajorityofinstitutionsarefocusingon
Indiaforgraduatestudentrecruitment(77%),faroutpacingrecruitmentinallotherplacesoforigin(Figure6).China,Nigeria,andVietnam,arealsostrongmarketswherecollegesand
universitiesareconductingoutreachto
prospectivegraduateinternationalstudents.
ThefocusonIndianstudentrecruitmentalignswiththeOpenDoorsdata,whichfoundthatthemajorityofIndianstudentswhocametothe
UnitedStatesin2021/22weregraduate

students.Withtheprospectofcontinued
growthinmobilityfromIndia,manyinstitutionsarefocusingonrecruitmentthere.Similarly,
OpenDoorsnotedanincreaseinthenumberofChinesegraduatestudentsin2021/22.Whether
thiswasduetoCOVID-19restrictionsor
personalchoice,institutionsreportedalargerproportionofChinesegraduatestudentsand,asaresult,arefocusingrecruitmentonthis
populationaswell.Finally,manyinstitutions
(45%)areconductingoutreachtointernationalstudentsalreadyintheUnitedStatesin
undergraduateprogramsforcontinued
graduatestudy,asthisisanaturalpipelineforstudentstoremainintheU.S.highereducationsystemforfurtheracademicopportunities.
Outreachandrecruitmentstrategiesfor
internationalgraduatestudentsmirrorthoseusedforundergraduaterecruitment,thoughwithsomeinterestingdifferences.While
institutionsdofocusonrecruitingprospectivegraduatestudentsfromcurrentinternationalstudents,theyalsoleveragealumniatahigherrateingraduaterecruitmentthanin
undergraduaterecruitment.Bothgraduateandundergraduaterecruitmentcontinuesto
prioritizeonlinerecruitmentevents,thoughin-personeventshavemadeacomebackaftertwoyears.Asinstitutionshaveopportunitiesto
resumetravel,theyareleveragingthese
activitiestorecruitbothundergraduateandgraduatestudents.

OuranalysisofdatacollectioneffortsregardingrefugeesanddisplacedstudentsseekstounderstandhowU.S.collegesanduniversitiesaresupportingthispopulationofindividualsparticipatinginglobaleducationopportunities.
DatafromtheUnitedNationsHumanRight
Commission(UNHCR)indicatesthatmorethan100millionpeopleareforciblydisplaced
worldwideduetowarandpoliticalconflict,
economicstrife,orclimatedisasters.vMillionsofindividualswhoaredisplacedarealso
seekingopportunitiestobeginorcontinuetheirtertiaryeducation.UNHCRestimatesonly6%ofrefugeeshaveaccesstohighereducation.viIn
comparison,morethan40%ofnon-refugeeshaveaccesstotertiaryeducation.
U.S.collegesanduniversitiesprovidesupporttorefugeesanddisplacedpeopleeachacademic
year;nevertheless,thedatacollectionrelatedtothissubpopulationislimited.
AsindicatedinourSnapshotsurvey,the
majorityofinstitutions(60%)indicatethattheydonothavereadilyavailableenrollmentdata
onrefugeesorpeoplewhoaredisplaced(Figure
8).Thismaybeduetothispopulation’s
documentationorregistrationstatus,which
differsfromthatofinternationalstudentshere
onstudentvisas.Thereisalsolessorganization
anddatacollectionrelatedtothispopulationat
institutionsduetoalackofresourcesand
centralizedeffortstocapturedataonthis
population.Oftheinstitutionsthatreported
havingdataonrefugeesordisplacedpeople,
oneinfive(21%)indicatedthatthedatawas
storedinanotherdepartmentthanthe
departmentcompletingthesurvey,whichwas
focusedoninternationalmobility.Additional
forthcomingresearchonrefugeesatU.S.
collegesanduniversitiesmayinformfuture
effortstounderstandhowthispopulationof
globalcitizensparticipatinginU.S.higher
educationcouldbecaptured.

ThereisevidencethatU.S.collegesand
universitiesareprovidingextensivesupport
servicesforprospectiveinternationalstudentswhooriginatefromareasinconflict.BuildingonouranalysisregardingUkrainianandRussian
internationalstudentslastyear,webroadenedouranalysistoincludesupportservicesforallprospectivestudentscomingfromareasof
conflict.Wefoundthatmostinstitutionsareprovidingacademicsupport,waivingtuitionorprovidingscholarships,andproviding
enrollmentextensionsduetovisadelaysfor
manystudentsfromtheseareas.Inadditiontofinancialhurdles,studentsfromareasinconflictoftenhavesignificantchallengesregarding
highereducationenrollmentinthattheyareoftenmissingdocumentationforadmission,theymaynothavemetsufficientacademicrequirementsforadmission,ortheyhave
troublenavigatingtheapplicationprocess.U.S.
collegesanduniversitiescanprovidesupportto
thesestudentstoenabletheirhighereducation
enrollment.IIEisprovidingscholarshipsfor
hundredsofrefugeeanddisplacedstudentsto
studyatU.S.universities,mostnotablythrough
the
QatarScholarshipforAfghanStudents
Program
andour
OdysseyScholarship.
Inthis
work,wehavefoundthatU.S.universitiesare
preparedtoopentheirdoorstohostrefugee
studentsandprovidethiswithgenerous
financialaid.Nevertheless,thereremains
significantworkaheadtoconnectallrefugee
studentswithhighereducationopportunities.

U.S.StudyAbroad
U.S.studyabroadwilllikelycontinuetorebound,as96%ofrespondinginstitutionsanticipatestudyabroadnumberswillstabilizeorincreasein2023/24comparedwiththepreviousyear.
InstitutionsHaveReturnedtoIn-PersonStudyAbroad
Almostallreportinginstitutionshavereturnedtooranticipatereturningtoin-personstudy
abroadinthe2023/24academicyear.Asofsummer2023,98%ofreportinginstitutionsofferedonlyin-personstudyabroadora
combinationofin-personandonlineoptions(Figure9).Thisindicatesthestrong
commitmentofU.S.collegesanduniversitiestostudyabroadprogramsandthebouncebackofin-personprogramsfollowingtheheightoftheCOVID-19pandemic.
Giventhisreturntoin-personstudyabroad,we
havesubsequentlynotedadramaticdeclinein
institutionsreportingstudyabroad
cancellations.Insummer2021,nearlyhalf
(43%)ofcollegesanduniversitiesreported
studyabroadcancellations,whereasinsummer
2023,only2%ofinstitutionsindicated
cancellationsofstudyabroadprograms.As
institutionsanticipatedstudyabroadforspring
2024,noinstitutionsreportedstudyabroad
cancellations,whichillustratesarobustreturn
tostudyabroad.
AmidtheheightoftheCOVID-19pandemic,
manyinstitutionspivotedtoofferingonline

globallearningprograms,withover30%ofinstitutionsprovidingtheseopportunitiesin2021and2022.Withthereturnofin-personstudyabroad,asmallerproportionof
institutions(19%)reportedofferingvirtual
programsalongwithin-personprogramsin
summer2023,andtherewerenoreporting
institutionsthatofferedonlyvirtualprograms.
Thisindicatesthatmanyinstitutionsarenot
viewingonlinevirtualexchangesasa
replacementfortraditionalin-personstudy
abroadopportunitiesbutratherasan
additionalopportunityforstudentstogain
globalinsightsandperspectives.
MoreStudentsAnticipatedtoStudy
Abroadin2023/24
Thevastmajority(96%)ofU.S.collegesand
universitiesreportedanticipatingincreasedorstablestudentparticipationinstudyabroadin
theforthcoming2023/24academicyear.
Approximately82%ofinstitutionsexpected
growthinstudyabroadnumbersin2023/24comparedwiththeprioryear(Figure10).Thiscontinuedgrowthinstudyabroadbuildsuponthegrowthnotedin2022/23followingthe
significantdeclinesamidtheCOVID-19
pandemic.Thisexpectedgrowthofstudy
abroadparticipationwasreportedacrossallinstitutionaltypes.
Oneofthebigquestionsinthestudyabroadindustryiswhenwillstudyabroadnumbers
reboundtopre–COVID-19levels?Inthe
2022/23academicyear,justoverhalfof
institutions(52%)notedthatthenumbershadyettoreboundfullyandwerestilllowerthanbeforethepandemic.Assuch,thecontinuedanticipatedgrowthin2023/24ispromisingascollegesanduniversitiesworktorebuildtheirstudyabroadprograms.

Europehaslongbeenthepredominant
destinationforU.S.studyabroad,anddata
fromthisyear’sSnapshotindicatesthatthis

UnitedKingdom,France,andGermany,withover70%ofrespondentsintendingtoofferprogramsineachdestination.
Priortothepandemic,studyabroadoptionstodestinationshadgrowntoincludedestinationsoutsideofEurope.Institutions,sponsorsof
studyabroadscholarships,andprovidershadmadeextensiveeffortstodiversifydestinationsandprovideopportunitiesforstudentstohaveengaginglearningexperiencesinotherregions.Attheheightofthepandemic,studyabroad
optionstomanylesstraditionaldestinationsdeclined.Severalfactorsledtothisdecline,
includingstudyabroadprovidersthatceasedoperationsaltogether,stricttravelrestrictionsincountries,andconcernsoverhealthcare
facilitiesorlowCOVID-19vaccinationrates.viii
Wearebeginningtoseeareturntoincreasedstudyinnontraditionaldestinations.Inlast
year’sSnapshot,only8ofthetop20program
destinationswereoutsideEurope.Asof
2023/24,halftheleadingprogramdestinationswereoutsideEurope:Japan,SouthKorea,
Australia,CostaRica,NewZealand,South
Africa,Chile,Argentina,Mexico,andEcuador.Itmaycontinuetotakepreviouslypopular
destinations,especiallythosewithstrictCOVID-19policies,longertoexperienceastudyabroadrebound.Forexample,ChinawastheseventhmostpopulardestinationbeforetheCOVID-19pandemic,butasof2023/24,lessthan30%of
institutionsnotedplanstosendstudentstoChina.
